COPS METRO APPLAUDS THE RECORD NUMBER OF BEXAR COUNTY VOTERS WHO CAME OUT TO THE POLLS AND MADE THEIR VOICES HEARD ON PROPOSITIONS A AND B IN NOVEMBER.
WE RESPECT THE WILL OF THE VOTERS AND THE FINAL OUTCOME.
AS THE COUNTY MOVES FORWARD ON PROPOSITION A, WE EXPECT TO SEE TRANSPARENCY IN THE PROCESS OF IMPLEMENTING PROP A PROJECTS.
WE EXPECT CLEAR TIMELINES FOR PRO FOR THOSE PROJECTS, FOR CONSTRUCTION MILESTONES, AND FOR EXPECTED COMPLETION DATES.
WE CALL FOR A COMMUNITY BENEFITS OVERSIGHT COMMITTEE THAT WILL MONITOR PROGRESS, REVIEW FINANCES, PROVIDE ACCOUNTABILITY AND REPORT TO THE PUBLIC MEMBERSHIP ON SAID COMMITTEE SHOULD INCLUDE 20 PEOPLE, FOUR FROM EACH COMMISSIONER DISTRICT AND JUDGE AKA'S OFFICE MEMBERS SHOULD HAVE INTEREST AND APPROPRIATE EXPERTISE IN THESE PROJECTS.
COPS METRO EXPECTS PUBLIC INPUT FROM THE COMMUNITY AS PLANS TO REVITALIZE THE EAST SIDE INTO A MORE VIBRANT DESTINATION MOVE FORWARD.
WE EXPECT THE COUNTY TO MAKE SURE THERE IS AMPLE OPPORTUNITY FOR PUBLIC INPUT THROUGHOUT THE PROCESS.
ESPECIALLY EAST SIDE RESIDENTS LOFTY IDEALS HAVE FAILED TO MATERIALIZE IN THE PAST.
THEY WERE ASPIRATIONAL AND NOT BACKED UP BY CONCRETE PLANS.
THERE MUST BE ACCOUNTABILITY THIS TIME AS THE CITY OF SAN ANTONIO AND BEAR COUNTY WORK OUT THE TERMS FOR THE ARENA.
THE NEXT PHASE IS CRITICAL COPS METRO WILL CONTINUE TO WORK TO ENSURE THAT PUBLIC MONEY IS DIRECTED TO PUBLIC GOOD.
OUR COMMUNITY HAS CRITICAL NEEDS TO BE ADDRESSED.
I LIVE THERE, I KNOW AND WE WILL WORK TO REPRESENT THE PRIORITIES OF OUR FAMILIES AND NEIGHBORHOODS.
THESE INCLUDE LONG OVERDUE INVESTMENTS IN NEIGHBORHOOD AND FLOOD CONTROL INFRASTRUCTURE, PUBLIC SAFETY SCHOOLS, AND WORKFORCE DEVELOPMENT FOR BOTH PROPS A AND B.
WE EXPECT THAT LOCAL CONTRACTORS AND SUBCONTRACTORS WILL HAVE PRIORITY IN THE CONSTRUCTION AND BUILDING CONTRACTS WITH WORKERS PAY AT INDUSTRY PREVAILING LIVING WAGES.

BUT WE'VE HEARD NEXT TO NOTHING ABOUT THE COUNTY CBA OR THE PROCESS THEY ARE USING TO INVOLVE THE COMMUNITY IN THE BENEFITS AGREEMENT NEGOTIATION, WE HAVEN'T HEARD ANYTHING.

UM, ALSO, UM, AS WE'RE JUST GOING THROUGH IT, AND I DIDN'T KNOW IF YOU WANTED ME TO HIT THE BULLET POINTS, BUT EARLY VOTING WE HAD 55 51 EARLY VOTING SITES, 285 ELECTION DAY SITES.
AND, UH, WE'RE CURRENTLY WORKING ON INCREASING THE NUMBER OF ELECTION DAY SITES, WHICH I'VE EMAILED YOU ALL ABOUT.
AND THEN OF COURSE, WE HAD OUR OVERSEAS AND MILITARY VOTERS, THE NUMBER OF PROVISIONALS.
UM, ON BULLET POINT NUMBER TWO, UNDER PROVISIONAL BALLOTS, WE DID HAVE 166 PROVISIONAL BALLOTS CAST ON ELECTION DAY, WHICH ONLY 54 WERE COUNTED.
AND BASED UPON THE FEEDBACK I RECEIVED FROM THE EARLY VOTING BALLOT BOARD, A MAJORITY OF THOSE PROVISIONAL BALLOTS WERE VOTERS IN OTHER COUNTIES WANTING TO CROSS OVER TO VOTE ON PROP A AND PROP B.
BUT OTHER THAN THAT, UH, WE HAD A REALLY GREAT ELECTION.
I FEEL THAT ALTHOUGH MAYBE THE EARLY VOTING NUMBERS DIDN'T COME OUT AS EVERYONE HAD PLANNED, WE WERE STILL ABLE TO REPORT SHORTLY AFTER 11 O'CLOCK, I WAS ABLE TO GET, GATHER SOME DATA FROM OTHER LARGE COUNTIES.
WE'RE THE FOURTH LARGEST IN TEXAS, AND WE WERE THE FIRST ONE TO REPORT THAT DAY, AND WE HAD MORE POLLING LOCATIONS THAN SOME OF THE OTHERS.
SO WE DID, WE, WE WERE ABLE TO REPORT SHORTLY AFTER 11.
TARRANT COUNTY REPORTED AT ALMOST TWO O'CLOCK DALLAS AT ALMOST THREE O'CLOCK IN HARRIS AT FIVE 30 IN THE MORNING.
SO ALTHOUGH THE NUMBERS WERE ROLLING OUT SLOW, I FEEL THAT MY TEAM DID A TREMENDOUS AMOUNT OF WORK TO ENSURE THAT ALL THE VOTERS AND THE PUBLIC WERE ABLE TO

GET THEIR INFORMATION BEFORE GOING TO BED AT NIGHT.AND THAT'S OUR GOAL AT EVERY ELECTION.

SOME OF THE COMPLAINTS THAT WE RECEIVED, AND I'M CERTAIN THAT YOU GUYS DID TOO, WAS THAT OUR WEBSITE WASN'T WORKING WHEN IT CAME TO THE GIS MAPPING WHEN IT CAME TO FIND MY VOTING LOCATION.
AND THAT'S BECAUSE THAT INFORMATION WAS CONNECTED TO OUR LAST VOTER REGISTRATION SYSTEM, WHICH WE NO LONGER USE.
AND TEAM DOES NOT SUPPORT THAT CURRENTLY.
NOW, WHETHER IT DOES IN THE FUTURE, I'M NOT SURE OF, I DID HEAR THIS PAST WEEK THAT THE, UM, SECRETARY OF STATE'S OFFICE WAS LOOKING AT DECERTIFY VO TECH BECAUSE VO TECH DID, DOES STILL HAVE SOME CLIENTS THAT USE THEIR 1.0 SYSTEM AND WE WERE 2.0.
AND SO THEY'RE ABOUT TO DECERTIFY THAT, WHICH MEANS ALL THOSE COUNTIES NOW HAVE TO FIND ANOTHER PROGRAM TO USE COME PRIMARY.
AND OUR PRIMARY DEADLINES ARE FAST AHEAD.
THEY'VE CHANGED THE PRIMARY DEADLINES TO WHERE WE HAVE TO DO OUR LOGIC AND ACCURACY TESTING.
THE FIRST WEEK IN JANUARY, THE LAST TIME WE COULD DO IT, IT'S THE SECOND WEEK IN JANUARY.
AND THERE WERE JUST SOME THINGS IN THE TEAM SYSTEM THAT DID NOT SUPPORT, UM, THIS PAST SELECTION.
AND I DON'T WANNA SPEAK FOR, UM, ANY OTHER ENTITY, ENTITY THAT'S USING IT, BUT I DID HAVE A CONVERSATION WITH, UM, SOMEBODY FROM ONE OF THE PARTIES THAT WAS IN CENTRAL COUNT AND THEY WERE NOT ABLE TO GO IN.
AND WHEN YOU ARE SIGNING UP TO BE ON THE BALLOT, THEY HAVE FIVE DAYS TO HAVE YOU IN THEIR SYSTEM AND THEIR SYSTEM'S NOT COMPLETED EVEN FOR THE PARTY SIDE OF THINGS.
SO I KNOW THE TEAM IS WORKING DILIGENTLY TO GET EVERYTHING UP AND RUNNING, BUT IN CONVERSATIONS WITH THEM, DUE TO THE FACT THAT THEY HAD TO BRING ON 13 ADDITIONAL COUNTIES IN A SHORT PERIOD OF TIME, THEY'RE ABOUT TO HAVE THAT AGAIN.
SO THE SAME TYPE OF ISSUES THAT WE SAW UP UNTIL THE, UP UNTIL THIS ELECTION, WE'RE GOING TO SEE AGAIN FOR THE PRIMARY AND JUDGE, JUST ONE THING, I WAS NOT ABLE TO VOTE BECAUSE OF THE TEAM'S, UH, SITUATION.
INITIALLY, I HAD TO WAIT, UH, QUITE A LENGTH OF TIME THAT WOULD HAVE, I ALMOST LEFT BECAUSE I, I HAD TO GET TO ANOTHER MEETING, I VOTED ON THE FIRST DAY, BUT BECAUSE, UH, THINGS WERE NOT QUITE SYNCED, UM, I ALMOST WAS ASKED TO VOTE PROVISIONALLY.
SO IT IS NOT, UM, IT IS NOT A PERFECT SYSTEM.
AND JUST TO ADD TO THAT, THE NUMBER OF PROVISIONAL BALLOTS THAT YOU SEE LISTED, UH, SOME OF THEM HAD TO DO WITH THE FACT THAT WHEN YOU WENT TO CHECK IN TO VOTE, IF YOU LIVED ON NORTH MAIN STREET, IT WOULD SAY 1, 2, 3 NORTH, NORTH MAIN STREET STREET.
AND BECAUSE IT DIDN'T MATCH THE VOTER'S ADDRESS, THE JUDGES HAD THEM FILL OUT STATEMENT OF RESIDENCE AND IT WASN'T EVEN AN ISSUE.
THEY, THAT SHOULDN'T HAVE HAPPENED.
BUT BECAUSE THAT IS A PROCESS, IF IT DOESN'T MATCH, EACH VOTER SHOULD FILL OUT A STATEMENT OF RESIDENCE.
SO THAT UPTICK IN THAT HAD TO DO WITH THE TEAM SYSTEM.
AND IT'S NOT PERFECT AND THEY DIDN'T CLAIM FOR IT TO BE PERFECT, BUT IT DID WORK FOR US IN THIS ELECTION.
AND I THINK THAT'S THE IMPORTANT THING.
UM, NOTHING'S EVER GONNA BE PERFECT AND WE NEED TO LIKE, FIX THE THINGS THAT ARE STILL BROKEN.

WE ARE LOCATED IN SOUTHWEST BEAR COUNTY PRECINCT ONE.
I REPRESENT ABOUT 3000 RESIDENTS, BOTH HOMEOWNERS AND RENTERS.
THE WORK YOU DO HERE SHAPES THE LIVES OF THOUSANDS, AND I DEEPLY APPRECIATE THE DEDICATION AND RESPONSIBILITY YOU BRING TO THIS CHAMBER.
THE PROBLEM, OVER THE LAST TWO YEARS, WE HAVE EXPERIENCED SINKING ROADS, SHIFTING UNSAFE SIDEWALKS AND EXPOSED SEWER MANHOLE COVERS.
SMALL REPAIRS WERE MADE TWO YEARS AGO BY PUBLIC WORKS BUT DIDN'T LAST.
THE RESULT WAS THAT BEXAR COUNTY CITIZENS THIS YEAR SUFFERED VEHICLE DAMAGE TO THE EXTENT OF SLICE TRANSMISSIONS AND ENGINES WITH FLUIDS ALL OVER THE GROUND.
WE WERE TOLD NOTHING COULD BE DONE ABOUT IT DUE TO A LACK OF FUNDING.
WE EVEN TOOK OUR STRUGGLE TO CASE AT 12 NEWS, WHICH AIRED OUR STORY ON OCTOBER 2ND OF THIS YEAR.
EVEN AFTER THE NEWS STORY, THERE WERE NO PLANS TO REPAIR OUR ROADS.
AN INTERNAL STRUGGLE BETWEEN BEXAR COUNTY PUBLIC WORKS AND SAW AS OVER LIABILITY YIELDED A STALEMATE THAT OUR RESIDENTS HAD TO BEAR.
IT WASN'T UNTIL WE TOOK OUR FIGHT TO THE COUNTY JUDGE'S OFFICE LATER IN OCTOBER THAT WE SAW RELIEF WORKING WITH THE CHIEF OF STAFF, MATTHEW POLANCO AND THE DIRECTOR OF PUBLIC POLICY, NOAH BARHOP, THEY BROUGHT OUR SITUATION TO THE ATTENTION OF JUDGE SAKA AND WE FINALLY SAW ACTION ON THE GROUND TO PROTECT OUR RESIDENTS FROM A PUBLIC ROAD THREAT THAT HARM THE VEHICLES AND LIVELIHOODS OF HARDWORKING FAMILIES.
THESE FAMILIES HAVE STRUGGLED TO PAY FOR TRANSMISSION AND ENGINE REPAIR OR REPLACEMENT DUE TO OUR FAILING ROADS.
I ADVOCATED ON BEHALF OF ONE SUCH VICTIM AND HELPED HER NAVIGATE THE COUNTY CLAIM PROCESS TO REIMBURSE HER REPAIR COSTS ON BEHALF OF THE CANYON CROSSING COMMUNITY.
I WOULD LIKE TO THANK THE COUNTY JUDGE'S OFFICE FOR DELIVERING THE MUCH NEEDED REPAIR AND PREVENTING FURTHER DAMAGE AND LOSS.
YET AS WE CELEBRATE THE RECENT ROAD REPAIR, WE REMAIN MINDFUL OF THE CHALLENGES THAT LIE BEFORE US.
HOW DID WE GET HERE? TALKING WITH VARIOUS OFFICIALS, I HAVE LEARNED THAT ROADS AND SIDEWALKS IN OUR NEIGHBORHOOD HAVE BEEN ACCEPTED BY INSPECTORS FALLING SHORT OF PROPER CONSTRUCTION.
PURPORTED LEAVE AND SAN ANTONIO INSPECTORS WERE CALLED INTO COMPLETE INSPECTIONS DUE TO COUNTY MANPOWER SHORTAGES WITHIN THE CANYON

CROSSING SUBDIVISION.THE SIDEWALKS ALONG ALAMO CANYON ROAD WERE CONSTRUCTED WITHOUT THE INCORPORATION OF REBAR OR METAL WIRING.
THEY ARE WITHOUT STRUCTURAL REINFORCEMENT.
COMBINE THIS WITH CLAY SOIL AND THE SIDEWALKS ARE SHIFTING CONSTANTLY, CREATING A HAZARD TO PEDESTRIANS FAMILIES AND CHILDREN WHO WALK ON THEM.
THE ROADS ALONG BUTCH AND RED CANYON THAT WERE A SEVERE THREAT ARE BEING WORKED ON.
PUBLIC WORKS WITH A TEMPORARY REPAIR.
AFTER THAT, THE SIDEWALK SECTIONS THAT PRESENT A THREAT ARE SUPPOSED TO BE REPAIRED NEXT, BUT THEY WILL SHIFT AGAIN VERY QUICKLY.
THIS IS AN UNENDING CYCLE OF CATCH UP.
THE COUNTY HAS BEEN PLAYING BECAUSE OF IMPROPER INSPECTIONS ACCEPTANCE IN OUR AREA, AND A LACK OF FUNDING.
IN ADDITION, OUR ROADS HAD PREVIOUSLY HAD FOAM INJECTED BELOW TO TRY TO STABILIZE.
THIS TOO DID NOT HAVE ANY LASTING SUCCESS.
OUR ROADS ARE SINKING MASSIVELY.
ROADWAYS NEED COMPLETE RECONSTRUCTION AS ASPHALT PATCHES HAVE REPEATEDLY FAILED.
BEXAR COUNTY IS EXPERIENCING RAPID DEVELOPMENT IN A HISTORY OF ROADS AND SIDEWALKS BEING ACCEPTED WITHOUT PROPER INSPECTIONS WHICH HAVE RESULTED IN A HIGH RISK OF PREMATURE HEAVING SHIFTING AND STRUCTURAL FAILURE.
THIS HAS RESULTED IN A WASTE OF TAXPAYER DOLLARS.
OUR FIGHT TOOK TWO YEARS AND ENDED AT THE COUNTY JUDGE'S OFFICE TO RECEIVE RELIEF FOR BEXAR COUNTY CITIZENS SUFFERING CATASTROPHIC VEHICLE DAMAGE.
LACK OF FUNDING WAS CITED AS AN OBSTACLE TO REPAIR, REPLACE, AND PROPERLY BUILT INFRASTRUCTURE.
MY QUESTIONS TO THE COURT ARE, WHAT CAN THE COUNTY DO TO ENSURE PROPER INSPECTION TAKES PLACE AT ALL IMPORTANT STAGES OF ROAD AND SIDEWALK CONSTRUCTION TO PREVENT THE STRUCTURAL FAILURES WE'RE CURRENTLY DEALING WITH WHAT CAN BE DONE TO FILL COUNTY INSPECTOR SHORTAGES? TWO, HOW WILL THE COUNTY KEEP UP WITH THE CURRENT FAILING INFRASTRUCTURE? HOW WILL THE COUNTY MITIGATE TO PREVENT DAMAGE EVEN AFTER BEING NOTIFIED OF THE FAILURE YEARS IN ADVANCE? THREE, IS THERE SUFFICIENT FUNDING TO KEEP UP WITH THE FAILING INFRASTRUCTURE? WHILE WE AREN'T ISSUING NEW DEBT, WE RECOGNIZE THERE ARE PRESSING CAPITAL NEEDS FOR THE COUNTY AND BROADER COMMUNITY.
THIS CONVERSATION PROVIDES A WINDOW INTO WHAT'S ON THE BOOKS NOW AND WHAT PRO PROJECTS MAY NEED TO BE REPRIORITIZED.
WHILE THIS IS A DISCUSSION ONLY ITEM, WE WILL HAVE AN OPPORTUNITY IN NEAR FUTURE TO TAKE ACTION.
I WANT TO UNDERSCORE MY KEY PRIORITIES IN THIS DISCUSSION OF CAPITAL ALLOCATION.
THERE ARE PRESSING COUNTY FACILITY NEEDS AND WE NEED TO MAKE SURE WE'RE MAKING THE NECESSARY INVESTMENTS TO PROVIDE A HIGH LEVEL OF CUSTOMER SERVICE TO OUR STATUTORY FUNCTIONS OF THE COUNTY.
WE ALSO KNOW THERE ARE GREAT COMMUNITY NEEDS FROM FLOODING INFRASTRUCTURE TO NEIGHBORHOOD IMPROVEMENTS.
THE UNINCORPORATED AREAS, WE'VE HEARD THAT THERE ARE KEY PRIORITIES FOR THE COMMUNITY.
CURRENTLY, THERE'S A PROCESS FOR THE ROUTINE STREET MAINTENANCE, BUT WHEN IT COMES TO FAILED STREETS, THE DECISION MAKING COMES DOWN TO COURT DISCRETION AVAILABILITY AT CAPITAL DOLLARS.
THIS IS A CHALLENGE BECAUSE WE KNOW THERE ARE AN ESTIMATED $130 MILLION OF CAPITAL NEEDS FOR FAILED STREETS.

WE SHOULD DEVELOP A PLAN AND TO PLAN TO TARGET THE AREAS OF THE HIGHEST NEED AND A PROCESS TO BETTER STRESS FAILED STREETS AND KEY NEIGHBORHOOD IMPROVEMENTS.FURTHERMORE, WE NEED TO START WORKING ON A NEW MULTI-YEAR DRAINAGE AND FLOOD CONTROL CAPITAL IMPROVEMENT PLAN.
WE KNOW THE CITY OF SAN ANTONIO IS IN A SIMILAR POSITION.
THEY'RE EVALUATING GAPS AND OPPORTUNITIES FOR HARDENING FLOOD INFRASTRUCTURE AND PLANNING TO FUTURE INVESTMENTS.
AGAIN, THIS FLOODING INFRASTRUCTURE IS A MAJOR PRIORITY FOR THE COMMUNITY.
FINALLY, THERE ARE MANY MERITORIOUS THIRD PARTY CAPITAL REQUESTS.
IF THE COMMISSIONERS ARE AWARE OF PROJECTS THEY BELIEVE MAY WARRANT CAPITAL REALLOCATION, IT IS IMPORTANT THAT THESE ARE COMMUNICATED TO ALL MEMBERS OF THE COURT AND THAT COMMISSIONERS MAY CLEAR THEIR PRIORITIES FOR REALLOCATION.
GOOD MORNING JUDGE AND COMMISSIONERS TANYA GATAN, BUDGET AND FINANCE DIRECTOR.
TODAY I'LL BE PRESENTING TO YOU AND THE PUBLIC WITH AN UPDATE OF OUR CURRENT CAPITAL PROGRAM, UH, THAT WAS REQUESTED DURING THE BUDGET PROCESS.
THIS CURRENT GRAPH RIGHT HERE IS OUR DEBT RETIREMENT SCHEDULE.
UH, THE COUNTY CURRENTLY HAS ABOUT $2.5 BILLION IN ISSUED OUTSTANDING DEBT, WHICH INCLUDES GENERAL OBLIGATIONS AND OUR VENUE BONDS.
WITHOUT ANY NEW BONDS, THE COUNTY IS SET TO PAY OFF ALL OF THEIR DEBT BY 2049.
THIS GRAPH HERE SHOWS OUR DEBT FORECAST AND AS YOU CAN SEE RIGHT HERE, COMPARING THE FUNDS AVAILABLE TO THE FUNDS REQUIRED, WE STILL HAVE A PRETTY HEALTHY DEBT FUND.
IN OTHER WORDS, WE'RE ABLE TO PAY OFF OUR CURRENT DEBT, UM, AND MAINTAIN A HEALTHY FUND BALANCE.
UH, SO WE HAVE SUFFICIENT FUNDING TO PAY OFF OUR CURRENT DEBT.
SO THE BUDGET AND FINANCE DEPARTMENT WORKED WITH A FACILITIES DEPARTMENT, DEPART THE PARKS DEPARTMENT AS WELL AS PUBLIC WORKS DEPARTMENT.
AND WE WORKED WITH THEM TO ASK THEM TO PLACE CATEGORIES IN DIFFERENT PHASES OF THEIR PROJECTS.
THE FIRST CATEGORY IS NOT STARTED, WHICH INCLUDES PROJECTS THAT DO NOT HAVE ANY ACTIVE CONTRACTS, MEANING THAT THESE FUNDS ARE AVAILABLE TO REALLOCATE TO OTHER PROJECTS.
THE SECOND, UM, PROJECT OR SECOND PHASE IS THE DESIGN PHASE, WHICH INCLUDES PROJECTS THAT ARE UNDER CONTRACT FOR THE DESIGN, UH, PHASE OF THE PROJECT.
THESE PROJECTS COULD BE STOPPED AT THIS PHASE, AND IF IT'S DETERMINED BY THE COURT, YOU CAN ALSO REALLOCATE FUNDING FOR THOSE PROJECTS.
THE THIRD CATEGORY IS CONSTRUCTION.
THESE ARE PROJECTS THAT ARE ALREADY UNDERWAY AND ARE PROJECTED TO BE COMPLETED.
AND THEN THE LAST ONE IS COMPLETE, WHICH MEANS THAT THE PROJECT HAS BEEN COMPLETED THROUGH CONSTRUCTION AND IF THERE'S ANY AVAILABLE FUNDS, ONCE THAT PROJECT HAS BEEN CLOSED, THOSE ALSO CAN BE REALLOCATED AS WELL.
SO OVERALL, FOR OUR CURRENT CAPITAL PROJECT, YOU'LL SEE HERE THAT WE HAVE AN ACTIVE TWO, UH, 247 ACTIVE PROJECTS.
51 OF THOSE HAVE BEEN COMPLETED.
56 OF THOSE ARE UNDER CONSTRUCTION, 82 ARE UNDER DESIGN, AND 58 HAVE NOT BEGUN.
SO THE BUDGET AND FINANCE DEPARTMENT CONTINUOUSLY MONITORS THE CASH THAT SUPPORTS THESE PROJECTS.
IN OTHER WORDS, THE DEBT ISSUANCE BEHIND THOSE PROJECTS, ABOUT $106 MILLION OF DEBT FUNDING HAS NOT BEEN SPENT.
THE PROJECTS THAT ARE IN DESIGN AS THEY'RE CATEGORIZED HERE ON THE TABLE, UM, HAVE APPROXIMATELY $180.6 MILLION IN AVAILABLE CASH, WHICH OFFSETS THE OTHER TYPES OF PROJECTS THAT HAVE NOT BEGUN, OR RATHER THEY HAVE BEEN COMPLETED AND UNDER CONSTRUCTION.
SO OVERALL WITH OUR PROJECTS, WE DO HAVE THE CASH TO SUPPORT ALL OF OUR CAPITAL PROJECTS.
SO THIS JUST SIMPLY REALLOCATING THE DEBT FINANCE PART BEHIND THE PROJECTS.
I WILL NOW TURN IT OVER TO TONY CONEZ FROM THE FACILITIES DEPARTMENT, AND HE WILL GIVE MORE DETAILS ABOUT SPECIFIC PROJECTS FOR THE CREEKS AND TRAILS.

UH, I APPRECIATE THE OPPORTUNITY TO, UH, PROVIDE AN UPDATE ON THE CREEKS AND TRAILS PROGRAM, AND I LOOK FORWARD TO PRESENTING ON A STRATEGY TO MAXIMIZE THE COUNTY'S PARTICIPATION IN THE CITY'S GREENWAYS TRAIL.

UM, SO THIS IS A LISTING OF, OF, UM, ALL THE, UH, COSA TRAILS PROJECTS.
THESE ARE PROJECTS THAT, UH, WE INCLUDED IN OUR COUNTY TRAILS AND CREEKS AND TRAILS PROGRAM.

THAT THE COUNTIES AGREED TO FUND FOR THE CITY.UH, THEY ARE BEING DESIGNED AND BUILT TO THE CITY'S SPECIFICATIONS, AND ONCE THEY ARE COMPLETED, THEY'RE TO BE TURNED OVER TO THE CITY TO OPERATE AND MAINTAIN AS PART OF THEIR HOWARD PEAK GREENWAY TRAIL SYSTEM.
AND AS YOU CAN SEE, THERE ARE NINE PROJECTS OVERALL.
UH, WE HAVE ONE THAT IS ABOUT TO START CONSTRUCTION, THE ZAMAR CREEK TRAIL, WHICH IS, UH, ITEM 98 ON THE AGENDA TOMORROW.
AND I WILL COME BACK AND PROVIDE A LITTLE, LITTLE MORE INFORMATION ON THIS PROJECT IN A FEW MINUTES.
UH, THERE ARE THREE OTHER PROJECTS THAT ARE, THAT HAVE BEEN INITIATED AS TASK ORDERS.
UH, THEY ARE IN DESIGN, UM, THE KBRA CREEK TRAIL EXTENSION AT THE TOP OF THAT.
THAT NEXT GROUP IS ALSO OUT FORBID, CURRENTLY THROUGH SARAH, THE TWO LEON CREEKS SECTIONS THAT ARE, THAT ARE IN DESIGN, UM, HAVE A BIT LONGER TIMELINE TO BE COMPLETED.
UM, AND THERE'S ONE PROJECT THAT IS, UH, PART OF THE WEST SIDE CREEKS CORRECT ECOSYSTEM RESTORATION THROUGH THE ARMY CORPS.
SO THAT WILL HAVE A TASK ORDER IN THE NEAR FUTURE, UH, RELATED TO THE, UH, COUNTY'S, UH, MATCH TO THE, UH, UH, THE CORPS OF ENGINEERS.
UM, AND THEN THERE'S UH, FOUR PROJECTS THAT ARE ALSO COASTED TRAILS THAT HAVE NOT BEEN STARTED YET.
THEY HAVE NOT, UH, GONE INTO ANY KIND OF DESIGN OR TASK ORDER.
SO THIS SLIDE SHOWS THE EXTENT OF THE TRAIL SYSTEM THAT THE CITY AND THE COUNTY ARE BUILDING.
UH, IT IS A NETWORK OF TRAILS THAT REACHES ALL ACROSS THE COUNTY.
UH, THESE ARE INTENDED TO PROVIDE ACCESSIBILITY AND CONNECTIVITY TO, UH, NEIGHBORHOODS, PARKS, PUBLIC INSTITUTIONS THROUGHOUT THE ENTIRE NETWORK.
UH, THE COUNTY'S PARTICIPATION IN THE CITY'S GREENWAY TRAILS IS FOCUSED ON HELPING THEM COMPLETE THE LOOP.
UH, THAT'S THE, UH, YOU CAN KIND OF SEE THE GREENISH LOOP THAT PRETTY PROMINENT ON THE, ON THE NORTH SIDE.
IT DOES START TO, TO BUILD IN ON THE, ON THE SOUTH SIDE.
UM, AND WE ARE, WE'RE PART OF, OF SEVERAL OF THOSE, THOSE, UH, CONNECTIONS.
UM, SO, UH, WE HAVE A, UM, AN EFFORT TO, UH, COMPLETE SECTIONS OF THE LEON SATO AND MEDINA CREEKS AND, UH, TO INTERCONNECT TO THE CITY AND COUNTY INVESTMENTS AT THE, TO THE SAN ANTONIO RIVER AND TO THE VIA THE MUSEUM REACH AND THE MISSION REACH, AND THEN TO THE WEST SIDE CREEKS, UH, TRAILS.
UH, THE CITY HAS ALSO BEEN WORKING ON VARIOUS SECTIONS OF THE TRAIL SYSTEM VIA THEIR, THEIR 22 BOND PROGRAM.
UH, AND THEY WILL CONTINUE CERTAIN SECTIONS OF THE TRAIL THAT THE COUNTY'S BUILDING TO HELP THEM AGAIN, COMPLETE THE LOOP.
THAT'S, THAT'S THE EFFORT THAT'S UNDERWAY.
SO THIS NEXT SLIDE IS TO PROVIDE A LITTLE BACKGROUND UNDER THE CURRENT ARRANGEMENT WE HAVE WITH THE CITY AND WITH THE RIVER AUTHORITY.
UM, IT'S TO, UH, AND ALSO TO PROPOSE A FUNDING STRATEGY ON, UM, TO ADDRESS GETTING PROJECTS THROUGH CONSTRUCTION.
UM, SO WE ENTERED INTO, UH, AN INTERLOCAL AGREEMENT WITH THE, WITH THE PARTIES, UH, IN FEBRUARY OF 22.
UM, IN THAT AGREEMENT, UH, THE COUNTY IS THE COUNTY'S INTENDED COMMITMENT, UM, IS APPROXIMATELY $83.4 MILLION.
THAT WAS GONNA BE, UM, GO TOWARDS THE CITY'S GREENWAY TRAILS.
UH, WE PROVIDED UPDATES, UH, RECENTLY TO EACH PRECINCT OFFICE ABOUT, UM, THE, UH, THE COST ESTIMATES THAT WE'VE BEEN USING.
UM, THEY WERE A BIT OUTDATED, UM, AND WE REALIZED THAT THE COUNTY'S $83.4 MILLION, UH, UH, FUNDING MAY NOT BE ENOUGH TO COMPLETE ALL THE, THE COSA TRAILS AS CONTEMPLATED IN THE ILA.
WITH THAT IN MIND, UM, UH, RIVER AUTHORITY OF THE CITY, UH, UM, HAVE BROUGHT FORWARD A PROPOSAL TO, UH, FUND A STRATEGY FOR FUNDING STRATEGY TO ADDRESS THE CURRENT SHORTFALLS, UM, FOR PROJECTS THAT ARE READY TO BE CONSTRUCTED.
UM, SO WITH THIS STRATEGY, THE COUNTY'S COMMITMENT IS STILL LIMITED TO THE $83.4 MILLION.
UM, UM, AND WE WOULD, UH, BE ASKED TO, UH, FUND PROJECTS THAT ARE SHOVEL READY.
UH, AND THEN IN THE EVENT THAT A PROJECT CANNOT BE COMPLETED, THAT'S, THAT'S ON THE, UH, THE COUNTY'S, UH, CREEKS AND TRAILS PROGRAM, THE CITY WOULD BE RESPONSIBLE FOR IDENTIFYING THE FUNDING AND DEVELOPING THAT PROJECT.
SO WITH THIS APPROACH, UH, UH, THE CITY HAS A PROPOSED FROM PRIORITY, A PRIORITY OF FUNDING FOR THE NINE TRAILS, NINE COAST TRAILS.
SO THIS LIST IS, UH, INTENDED TO HELP US INFORM WHICH CITY PROJECTS WOULD BE STARTED NEXT.
UM, WE WOULD STILL NEED TO DO, UH, GROUNDWORK, UH, ON RESEARCHING RIGHT OF WAY NEEDS AND ENVIRONMENTAL AND OTHER PRE-DEVELOPMENT ISSUES ON PROJECTS THAT HAVEN'T STARTED.
UH, BUT WE PROPOSE THAT THE NEXT POTENTIAL TASK ORDER, UH, MIGHT BE THE SATO CONNECTION TO THE SAN ANTONIO RIVER, UH, WHICH IS A TRAIL EXTENSION THAT WILL CONNECT THE EXISTING CITY TRAIL HEAD ON SOUTHEAST MILITARY THROUGH THE SITE OF THE NEW ARBORETUM AND TO THE MISSION REACH VIA, UH, THE BROOKS CITY BASE.
SO IN THE ORIGINAL PROGRAM, THE SATO CREEK CONNECTION TO THE RIVER WAS CONTEMPLATED TO BE BUILT IN TWO PHASES, UH, BECAUSE IT IS A VERY COMPLEX AND, AND LONG STRETCH OF TRAIL THAT WAS BEING CONTEMPLATED.
UM, BUT SINCE THIS PROJECT WAS CONCEIVED, UM, WE HAVE LEARNED ABOUT THIS NEW OPPORTUNITY TO ACCOMPLISH THE GOALS INTENDED BY THE PROJECT.
UM, AND WE'VE BEEN IN DISCUSSIONS WITH BROOKS DEVELOPMENT AUTHORITY ABOUT A MODIFIED SATO CREEK CONNECTION TO THE MISSION REACH.

THIS APPROACH WOULD LEVERAGE OF $7.4 MILLION IN GRANT FUNDING FROM THE ALAMO AREA, UH, MPO, AND CONNECT THE ARBORETUM TO THE WORLD HERITAGE SITES.UH, THE COUNTY FUNDING COULD BE COMMITTED AS A MATCH THAT IS REQUIRED BY THE TO, FROM THE BDA AND SARAH.
AND THE CITY WOULD STILL REMAIN PARTNERS IN DEVELOPMENT.
AND WE WOULD CONTINUE OUR COORDINATION AND THIS PARTNERSHIP COULD SAVE THE COUNTY, UH, BETWEEN FIVE AND 7 MILLION.
SO, UH, IN CLOSING THE FINAL, I'M SORRY, THE, UH, ITEM NUMBER, ITEM NUMBER 98 ON TOMORROW'S AGENDA IS FOR THE APPROVAL OF, OF AN AWARD FOR CONSTRUCTION OF OURS OF MOORE TRAIL, WHICH IS AGAIN, THE FIRST PROJECT TO GO TO BID THROUGH THROUGH THE PROGRAM.
UM, THE ITEM INCLUDES A REQUEST TO, FOR A BUNCH OF TRANSFER IN THE AMOUNT OF $4.7 MILLION TO COVER COST ESCALATION.
UM, AND WE'RE PRESENTING THIS STRATEGY, THIS IS A STRATEGY TO, AS AN OPTION TO FUND THE ZAMO CREEK TRAIL THROUGH THE SAVINGS THAT WE WOULD REALIZE, UH, FROM A MODIFIED SATO CREEK CONNECTION TO THE SAN ANTONIO RIVER, UM, BY PARTNERING WITH BROOKS AND LEVERAGING THE AWARD THROUGH THE MPO.
UH, SO THIS RELOCATION OF FUNDS WOULD COVER THE COST OF THE OSMO TRAIL TRAIL AND LEAVE $7.6 MILLION AS A MATCH TO COMPLETE THE PROJECT THAT WOULD CONNECT THE SATO CREEK TRAIL FROM I 37 TO THE MISSION REACH.

WE HAVE 1.5 MILLION PEOPLE MOVING INTO EAST CENTRAL CHURCH, UNIVERSAL CITY C LOW SCHOOL DISTRICT, SOUTH SIDE ISD, ET CETERA.
THEY'RE SOUTHWEST ISD IN, IN PRECINCT ONE AND OTHER, UH, AREAS IN THE UNINCORPORATED TERRITORY.
AND I JUST WANT THE STAFF IN THE COURT TO TAKE A 10,000 FOOT LEVEL, LOOK FOR A MOMENT AND THINK ABOUT, WE HAVE AN OPPORTUNITY, FOR EXAMPLE, TO FUND THE SUPER STREET AT SOUTHEAST MILITARY, WHICH WOULD HELP TRAFFIC PEOPLE JUST AREN'T USING OUR, OUR CREEKS AND STREAMS AS A MULTIMODAL MODE OF TRANSPORT.
AND I'M SUGGESTING TO THE COURT THAT WE REALLY, UH, TAKE A STRATEGIC LOOK AT WHERE THE CHOKE POINTS OF CONGESTION CAN BE, UH, AMELIORATED BY ROAD CONNECTIVITY.
UM, I THINK WE HAVE TO, IF, IF WE INVEST MILLIONS IN THE CREEK PROJECTS BEFORE WE LOOK AT ALL OF THESE THOUSANDS OF PERMITS THAT WE ARE APPROVING, PIS THAT WE'RE APPROVING, ALL THIS IS CREATING THOUSANDS OF NEW CONGESTION POINTS.
UM, AND, AND I ALSO HEARD THE PEOPLE WHO CAME IN, I HAVE SIMILAR ISSUES.
I HAVE ROADS, LIKE I WAS DOWN WOODLAKE PARKWAY, WHICH WE JUST REDID, UH, DRIVING IT.
AND IT IS, I CAN'T BELIEVE WE JUST REPAVED IT.
LIKE, I, I REALLY HAVE TO CHECK.
UM, MY, MY MEMORY, I, I'M FAIRLY CERTAIN WE JUST DID THIS JUST WITHIN THE LAST FOUR YEARS.
AND IT IS, I MEAN, FOR THERE NOT TO BE REBAR, WE'VE GOT AN INSPECTION ISSUE POTENTIALLY.
I WANNA ASK ART TO COME, UH, UP AND TALK ABOUT THAT.

I'M ALMOST CERTAIN THEY'RE GONNA SAY, FIX SOUTHEAST MILITARY.
SO I JUST, THAT'S THE BIGGEST POINT THAT I WANNA MAKE TODAY IS, UH, WE'VE GOT CLAY, UH, IN A LOT OF THE SOIL ACROSS THIS COUNTY, AND THESE ROADS ARE FAILING, THESE SIDEWALKS ARE FAILING.
SO IN ANY EVENT, I'M NOT NECESSARILY OPPOSED TO LEVERAGING THE DOLLARS IN THIS WAY, BUT I DO WANT US

SO I ASSUME THERE'S, THERE'S ONES IN THAT DESIGN AND NOT STARTED CATEGORY THAT FALL INTO BOTH CAMPS, BUT YOU KNOW, OBVIOUSLY JUST CAN'T BREAK THAT OUT.
SO LET ME JUST MAKE SURE I UNDERSTAND THIS.
SO THE PROJECTS THAT HAVE BEEN COMPLETED OR ARE UNDER CONSTRUCTION ARE OVER BUDGET, THE $74 MILLION? UH, UH, NOT TECHNICALLY OVER BUDGET, BUT THE CASH FUNDING IT.
SO WHEN WE ISSUE DEBT, WE ISSUE IT BY, IT'S A GENERAL AMOUNT.
BUT WE TRACK IT BY PROJECT INTERNALLY.
AND THEN THE OTHER A HUNDRED, 180 MILLION IS FUNDS THAT WERE ISSUED FOR DESIGN, UM, BUT HAVEN'T BEEN UTILIZED TO DATE.

THE AMORA PROJECT DID COME IN OVER BUDGET, AND THERE WAS A LOT OF THAT WAS, THERE'S VERY DRASTIC GRADE CHANGES IN THAT PROJECT THAT WE'RE NOT ANTICIPATED IN THE PLANNING STAGES.

I THINK WE NEED TO HAVE, HAVE TO HAVE A DISCUSSION ABOUT POTENTIAL NEW PROJECTS AND, AND WE JUST FRANKLY DON'T HAVE, I MEAN, AS HEALTHY AS WE ARE IN A GROWING COMMUNITY, WE DON'T HAVE THE MEANS WITHIN OUR BUDGET YEAR TO YEAR BUDGET TO PAY FOR SIGNIFICANT, UH, INFRASTRUCTURE.

I DON'T KNOW IF THE CHURCH IS STILL EVEN THERE, BUT, UM, IT'S NOT CLEAR TO ME MAYBE THIS IS A CHANCE, UH, FOR ART AND PUBLIC WORKS.

UH, CERTAINLY AS YOU AND OTHERS HAVE MENTIONED, THERE'S A NEED TO DISCUSS LOCALLY.

WE, WE, WE HAD SOMETHING LIKE, WHAT, 14 SPOTS IN BEXAR COUNTY THAT WE WERE LOOKING AT FOR FLOOD CONTROL ISSUES.

SHORT ANSWER IS YOU CAN GO TO THE VOTERS, UM, IT'LL BE UP TO THE NUMBERS AND THE NUMBERS CRUNCHING TO DETERMINE WHETHER THAT'S A PROPOSED INCREASE IN THE TAX RATE TO DO THAT OR NOT.

VOTERS APPROVED IT BECAUSE THEY UNDERSTOOD THE SCHOOL DISTRICT NEEDED SOME RESOURCES TO DO X, Y, AND Z THINGS.
SAME THING WOULD PROBABLY WORK IF WE HAD A GOOD FLOOD PROGRAM, UH, ACROSS THE COUNTY.
SO COURT, WE NEED TO CONSIDER THAT.

WE HAVE FUNDING STRATEGIES FOR BOTH.
THEY RELY ON REALLOCATING BUDGETED FUNDS FROM OTHER PROJECTS TO THEM, BUT THAT'S A BIGGER DISCUSSION I HAVE HEARD FROM MULTIPLE OFFICES.
IN FACT, ALMOST ALL OF OF YOU, IN DIFFERENT WAYS THAT YOU BELIEVE THERE ARE PROJECTS THAT ARE CURRENTLY ON OUR CAPITAL PLAN THAT ARE NOW LESS OF A PRIORITY THAN SOME OTHER PROJECTS AND SHOULD HAVE FUNDING MOVED FROM PROJECT A TO PROJECT B.
AND BASICALLY, I'VE HEARD SOME VERSION OF THAT FROM ALMOST ALL COURT OFFICES.
SO WE WOULD LIKE VERY MUCH TO GET THE EXISTING CAPITAL STACK OR LIST OF PROJECTS, IF YOU WILL, CLEANED UP PRIOR TO INITIATING NEXT YEAR'S BUDGET PROCESS, WHICH FOR US STARTS REALLY IN THE SPRING.
BECAUSE WE ARE CARRYING PROJECTS THAT HAVEN'T MOVED IN YEARS.
AND IT WOULD, I THINK, HELP THE COURT DELIBERATE TO SEE, OKAY, DO WE REALLY STILL NEED THIS PROJECT THAT WAS IDENTIFIED FIVE YEARS AGO? BUT IT IS IT STILL A PRIORITY IN EACH OF YOUR PRECINCTS? AND SO IT WOULD HELP US TO GET THAT WORK DONE BETWEEN NOW AND THE SPRING.
COULD I ASK THE COMMISSIONERS TO WEIGH IN AS TO WHAT FEEDBACK YOU'D GIVE THE BUDGET OFFICE AS TO WHAT YOU WOULD WANT THIS PROCESS TO LOOK LIKE? JUST IN A, AS WE'VE SAID, HIGH OVERVIEW LEVEL SO THAT THE BUDGET OFFICE CAN HOPEFULLY MEET THE NEEDS OF EACH COMMISSIONER AND ULTIMATELY TO ME AS COUNTY JUDGE SO THAT I CAN UNDERSTAND THE VALUE OF EACH OF THESE PROJECTS AND THE REALLOCATION, UH, OR THE RE DESIGNATION OF THESE LIMITED RESOURCES THAT WE HAVE.

I THINK SOME OF THESE, UH, CONVERSATIONS CAN BE HAD BETWEEN OUR INDIVIDUAL OFFICES AND BUDGET STAFF AND, AND I THINK, YOU KNOW, MAYBE AT SOME POINT, UM, IN 20, EARLY 2026, WE CAN HAVE MAYBE ANOTHER COLLECTIVE MEETING, BUT I THINK, YOU KNOW, THIS BUDGET STAFF KNOWS WHICH OUR PRECINCT TWO PROJECTS, WHICH ONES, YOU KNOW, ARE EITHER, UH, SHELVED OR NEED TO BE, UH, REALLOCATED.

IT'S OBVIOUSLY ONE OF THOSE PROJECTS THAT HAS NOT GONE ANYWHERE THAT WE NEED TO HAVE A CONVERSATION ABOUT, RIGHT? SO WE COULD HIGHLIGHT ALL THOSE AND, AND DISCUSS THEM.
THERE'S PROBABLY PROJECTS THAT ARE IN THE FUTURE PER THE PLAN, BUT STILL ARE IN THE SAME BOAT WHERE RIGHT NOW THERE'S NOT THE POLITICAL WILL TO CONTINUE WITH THEM AND WE PROBABLY NEED TO DISCUSS THOSE AS WELL.
BUT THE PRIORITY WOULD BE THOSE PROJECTS THAT WERE PLANNED FOR FY 22, 23, 24 AND HAVEN'T MOVED.
SO, UM, I AGREE WITH COMMISSIONER CLAY FLORES IN TERMS OF, UH, TALKING WITH COUNTY STAFF, WORKING THROUGH THE REALLOCATION SO THAT WE CAN HAVE A, A CONCISE PRESENTATION FOR, UH, FOR US HERE.
UM, YOU KNOW, I THINK WE ALSO HAVE TO THINK WITH THE BUDGET STAFF HIGH LEVEL ABOUT, UH, HIGHEST AND BEST USE OF COUNTY.
AND I DON'T MEAN LIKE COUNTY OWNED, I JUST MEAN LAND WITHIN THE COUNTY.
THERE ARE SOME AREAS THAT WILL GENERATE MORE REVENUE FOR THE GENERAL FUND, LIKE A DOWNTOWN WHERE YOU CAN BUILD 20 STORY BUILDINGS THAT ARE GOING TO BE GIVING COMMERCIAL TAX REVENUE AS OPPOSED TO SINGLE FAMILY RESIDENTIAL, UH, DEVELOPMENT.
UM, AND PUTTING TOGETHER WITH BUDGET STAFF SOME FINANCIAL PROJECTIONS ABOUT WHAT IT MEANS TO INFUSE PROJECTS THAT CREATE MORE REVENUE FOR THE GENERAL FUND.
BECAUSE THERE IS PLANS FOR, YOU KNOW, A LOT OF DOWNTOWN STUFF TO GO FORWARD.
UM, AND THAT SOME OF THE THINGS THAT WE PULL BACK ON FROM SOME OF OUR, LET'S SAY CREEKS PROJECTS CAN ACTUALLY BE FUNDED, BUT JUST AT A LATER DATE, IF YOU HAVE REVENUE FROM, LET'S SAY A DOWNTOWN THAT INCREASES THE BUDGET BY X AMOUNT.
SO I WANNA WORK WITH THE BUDGET STAFF TO KIND OF RUN SOME OF THOSE SCENARIOS.
WE'VE DONE SOME HOMEWORK ON IT ALREADY, UM, TO PRESENT BACK TO THE COMMISSIONER'S COURT SO THAT, UH, WE CAN, WE CAN BE, UH, STRONG IN TERMS OF, UH, OUR PLAN AND ACTUALLY STIMULATE MAYBE MORE REVENUE THAN WE THOUGHT, UM, IF, IF WE'RE ATTENTIVE TO HIGHEST AND BEST USE PROPERTIES.

I REALIZE THAT WE MAY NOT EVER GET UNANIMOUS ON PROJECTS WITHIN YOUR PRECINCT, BUT AT LEAST CAN WE AT LEAST MOVE FORWARD IN A COLLABORATIVE AND OPEN WAY, AND SO IN AN OPEN AND TRANSPARENT WAY SO THAT THE PUBLIC CAN UNDERSTAND THE TOUGH DECISIONS WE HAVE TO MAKE WITH THE LIMITED AMOUNT OF TAX DOLLARS.
AND, AND, AND I BELIEVE THIS HARMONIZES WITH THE FACT THAT THE CA THE CAPITAL PROJECT DEBT, WE'RE, WE'RE TRYING TO BE CONSISTENT AS TO THE POLICIES WE STARTED WHEN I BECAME THE COUNTY JUDGE.
AND I THINK WE'RE ON A GOOD PATH TO HELP THE COUNTY GET AND MAINTAIN ITS SUPERIOR CREDIT RATING, WHICH SAVES US A TREMENDOUS AMOUNT OF MONEY AND ALLOWS US TO CONTINUE TO HAVE GROWTH BECAUSE AS WE KNOW, WE HAVE GROWTH AND GROWTH LEADS TO PROSPERITY.
AND SO OBVIOUSLY THESE REFERENDUMS A AND B ARE REFLECTION.
ALTHOUGH AS WE HEARD EARLIER, DECISIONS TO BE HEARD, A ROBUST DISCUSSION, IT IT WAS, IT WAS A HARD FOUGHT ELECTION.
BUT AT THE SAME TIME, THE VOTERS HAVE SPOKEN, AND I BELIEVE THE VOTERS HAVE SPOKEN FOR US AS COUNTY TO WORK WITH THE CITY, TO WORK WITH THE STATE TO MOVE FORWARD FOR OUR COMMUNITY AND TO MAKE SURE THAT WE PROTECT THE WORKING FAMILIES IN OUR COMMUNITY.
AND THAT'S REALLY THE BOTTOM LINE FOR ME AS COUNTY JUDGE.
LET'S WORK ON THOSE BASIC NEEDS AND WE KNOW THAT WE'VE GOT SOME HEADWINDS AND COMMISSIONER RODRIGUEZ, COMMISSIONER CLAY FLORES, COMMISSIONER MOODY, COMMISSIONER CALVERT, WE'RE READY, PIVOTED TO DEAL WITH THE FOOD INSECURITY.
WE'RE TRYING TO DEAL WITH THE ACCESS TO HEALTHCARE INSECURITY, THE HOUSING INSECURITY.
AND I KNOW WE HAVE AGENDA ITEMS THAT WE'VE EITHER PUT ON OR COMING ON.
AND BEX COUNTY'S PREPARED TO MEET THE NEEDS OF THE PEOPLE MOST IN NEED AND PEOPLE ARE IN NEED NOW BECAUSE OF THE POLICIES THAT HAVE BEEN PUT INTO EFFECT.
AND WE'LL CONTINUE DESPITE THE FACT THAT THE GOVERNMENT WAS SHUTTING DOWN IS IS OVER.
BUT WE STILL HAVE THE DEVASTATING EFFECTS OF THOSE POLICIES IN BURKE COUNTY NEEDS TO BE PREPARED TO PROTECT THE LEAST OF US.
