HE'S ACTUALLY DOING A PRESS CONFERENCE AT 10 O'CLOCK. SO WE'RE GONNA TAKE THIS PROCLAMATION OVER TO THE SAN ANTONIO COLLEGE, UH, VICTORY CENTER AND PRESENT THAT AT HIS PRESS CONFERENCE. HE, HE SENDS HIS RE REGRETS. UH, NINE NOVEMBER IS THE DAY THAT WE WILL CELEBRATE AND, AND PARTICIPATE IN FESTIVALS AND ACTIVITIES ACROSS THE COUNTY. WE WILL BE DOING OUR VETERAN'S DAY PRESENTATION TO THE COURT ON THE 12TH OF OC OF NOVEMBER. UM, BUT THE NINTH IS THE DAY THAT WE'LL BE CELEBRATING THAT SATURDAY. IT'LL KICK OFF WITH THE PARADE IN THE MORNING. WE ENCOURAGE ALL COMMUNITY MEMBERS TO COME OUT AND PARTICIPATE AND SUPPORT. WE'LL HAVE MANY DEPARTMENTS FROM THE COUNTY, MANY OF OUR ELECTED OFFICIALS, MANY OF OUR, UH, EMPLOYEES THAT ARE VETERANS, WE'LL BE PARTICIPATING IN THE PARADE. WE ALSO HAVE WITH US FROM HEMISPHERE WHO WILL BE HOSTING A LARGE RESOURCE FAIR AND DAY OF ACTIVITIES AND, AND CELEBRATION AND ENTERTAINMENT, UH, TO, TO, TO RECOGNIZE THAT DAY. WOULD YOU LIKE TO SAY SOMETHING ABOUT THE FAIR? SURE. JUDGE COMMISSIONERS, THANK YOU SO MUCH FOR YOUR SUPPORT OF VETERANS DAY IN SAN ANTONIO. BETWEEN HEMISPHERE AND THE VETERANS DAY PARADE AND KEITH AND HIS DEPARTMENT, WE ARE DOING OUR VERY BEST TO CREATE A MEANINGFUL EXPERIENCE TO HONOR OUR VETERANS THAT ARE SO IMPORTANT TO OUR COUNTY AND OUR CITY, AND OUR COUNTRY. SO WE THANK YOU SO MUCH FOR YOUR SUPPORT. THANK YOU. I APPRECIATE THAT. IF I COULD JUST, JUST ASK FOR ALL OUR VETERANS IN THE ROOM, WOULD YOU PLEASE STAND SO WE COULD RECOGNIZE YOU TODAY? THANK YOU. APPRECIATE JUDGE. ALL RIGHT, THOMAS. HE COULD HELP US. WE'RE GONNA DO THE PRESENTATION OF SERVICE PINS, SO IF YOU'LL HAVE 'EM READY UP THERE, I BELIEVE WE C THE [00:10:01] COURT WILL STAY ON THE, UH, DAIS. LET'S RECOGNIZE ELENA K ALTUS, 25 YEARS CRIMINAL DISTRICT ATTORNEY. THOSE ARE THE . THOSE ARE THE . OKAY. GOOD MORNING, JUDGE. AKA, GOOD MORNING COMMISSIONERS. UH, IF I CAN TAKE A MINUTE TO INTRODUCE AND TO PRESENT TO THE DAAS, UH, ONE OF OUR VETERAN PROSECUTORS, UH, EVERYONE COMES TO OUR OFFICE WITH THE MINDSET OF OF BEING A PUBLIC SERVANT, UH, AND, AND FIGHTING FOR VICTIMS OF CRIME. UH, SOME, SOME OF OUR EMPLOYEES STAY, UH, A NUMBER OF YEARS. OTHERS DECIDE TO BE CAREER, UH, EMPLOYEES. ELENA ALTUS IS ONE OF OUR CAREER PROSECUTORS. SHE'S BEEN WITH US, UH, AS YOU NOW KNOW, UH, FOR 25 YEARS. SHE STARTED IN 1999 AND WORKED UP, UH, MOVED UP THE RANKS. SHE STARTED AS A MISDEMEANOR PROSECUTOR, THEN WAS PROMOTED TO THIRD CHAIR AFTER THAT, WAS PROMOTED TO SECOND CHAIR, UH, AND THEN FINALLY PROMOTED TO FIRST CHAIR. UH, UNDER MY ADMINISTRATION, I HAVE PROMOTED HER TO DEPUTY CHIEF OF OUR INTAKE DIVISION. UH, ELENA HAS BECOME OUR RESIDENT EXPERT ON OUR NEW, UH, MANAGEMENT SYSTEM, UH, THE CASE MANAGEMENT SYSTEM KNOWN AS ODYSSEY. SHE'S ALL TRAINING US ON HOW TO USE THAT. UH, SO SHE IS, UH, VERY INVALUABLE TO TO THE OFFICE AND SHE'S INVALUABLE TO THE CITIZENS OF BARETT COUNTY. AND WITH THAT, I WOULD LIKE TO PRESENT, UH, ELENA ALTUS. GOOD MORNING. UM, THANK YOU ALL FOR HONORING, UH, MY YEARS OF SERVICE HERE. AND IT HAS BEEN MY HONOR TO BE A PROSECUTOR FOR THE CITIZENS OF BEXAR COUNTY. FOR THE PAST 25 YEARS, I HAVE LOVED AND ENJOYED EVERY SINGLE MOMENT, UH, THAT I HAVE SPENT, UH, IN SERVICE TO THE CITIZENS OF BEAR COUNTY, MAKING SURE THAT JUSTICE IS DONE, UH, WHICH MEANS NOT ONLY CONVICTING THE GUILTY AND SENTENCING THEM APPROPRIATELY, BUT ALSO DISMISSING CASES WHEN THERE IS NO MERIT TO THEM REJECTING CASES, UM, BEFORE THEY GET TO INDICTMENT OR TO A COURT CASE IF THE EVIDENCE IS NOT THERE OR THAT THE PERSON WAS WRONGFULLY ACCUSED. SO I HAVE PROSECUTED THE FULL GAMUT OF CASES. UM, I HAVE SPENT MY TIME IN THE CRIMINAL TRIAL DIVISION, THE FAMILY VIOLENCE DIVISION, WHAT USED TO BE KNOWN AS THE WHITE COLLAR CRIME DIVISION. AND I CAN'T SAY THAT ANY ONE CASE I PROSECUTED WAS MORE IMPORTANT THAN THE OTHER. BUT I CAN SAY MY LAST TRIAL WAS THE MED CENTER RAPIST. THE SAN ANTONIO POLICE DEPARTMENT SPENT MANY, MANY MONTHS TRYING TO IDENTIFY THAT INDIVIDUAL. AND IT WAS A GREAT SURPRISE TO ALL OF LAW ENFORCEMENT WHEN IT WAS A 17-YEAR-OLD HIGH SCHOOL STUDENT THAT WAS RAPING WOMEN ON THE MEDICAL CENTER AREA OF TOWN. AND SO MYSELF AND MY PARTNER, DARRELL HARRIS, WHO IS ALSO NOW A DEPUTY CHIEF IN THE DA'S OFFICE, THANKS TO JOE, UM, WE'RE RESPONSIBLE FOR SENDING HIM TO PRISON FOR LIFE, UH, WHERE HE WILL REMAIN. AND SO THAT CULMINATED MY TRIAL CAREER HERE AND, UM, SO FAR, AND I AM HONORED TO HAVE BEEN PROMOTED TO DEPUTY CHIEF BY, UH, DA GONZALEZ. UH, JOE AND I TRIED CASES TOGETHER, UM, BACK WHEN HE WAS A DEFENSE ATTORNEY. AND, UM, AND I ENJOYED THE TRIALS. I ENJOY, UH, MAKING THE DISTRICT ATTORNEY'S OFFICE BETTER. UH, MYSELF AND MY FELLOW CHIEF OF INTAKE, EMILY ANGULO, UH, ALONG WITH ANOTHER STAFF MEMBER IN OUR OFFICE, HAVE WORKED DILIGENTLY TO MAKE YOUR ODYSSEY SYSTEM A SUCCESS AND TIRELESSLY, I HAVE TO TELL YOU. UH, SO WE'LL CONTINUE THAT ENDEAVOR THIS AFTERNOON AND TOMORROW AND THE REST OF THE WEEK AND THE REST OF THE YEAR. BUT THANK YOU ALL FOR TAKING THE TIME TO HONOR ME TODAY. REALLY APPRECIATE IT. THANK YOU. ELANA, WHY DON'T YOU COME FORWARD? WE HAVE OUR PEN, JOE. UH, AND IS THERE ANYBODY ELSE YOU'D LIKE, UH, TO BRING UP FOR AND DO A PICTURE AND WE'LL STAND. THANK YOU. YOU'RE WELCOME. SO BRING YOUR PEEPS. MM-HMM, , JUDGE. GOOD MORNING. [00:15:06] THANK YOU SO MUCH. THANK YOU, JUDGE, THIS YEAR. ALRIGHT, OUR NEXT DEDICATED EMPLOYEE IS, IS IT LILIA BES CERVANTES WITH THE PROBATE COURTS 25 YEARS. WOULD YOU PLEASE STEP FORWARD AND YOU'LL BE JOINED BY THE HONORABLE JUDGE OSCAR KAZEN. SO OSCAR, WOULD YOU LIKE TO SAY A FEW WORDS? YEAH, I THINK, I THINK LUCY'S GONNA OH, LUCY. OKAY. SHE SPENT SOME TIME AS WELL WITH LUCY. SO I'M GONNA PASS IT OVER TO LUCY AND THEN HAVE A FEW WORDS ABOUT LILIA. OKAY. THANK YOU. GOOD MORNING, JUDGE, AND GOOD MORNING COMMISSIONERS. I HAD THE HONORS OF WORKING WITH LILIA CERVANTES IN MY FIRST TERM COMING IN, AND SHE STARTED UNDER MY PREDECESSOR, MR. JERRY OL HER TIME WITH ME WAS ACTUALLY AT THE TIME THAT WE FACED THE WORST PANDEMIC IN BEARER COUNTY. AND SHE WAS A LEAD CLERK IN MY MENTAL HEALTH DEPARTMENT AND DID AN AMAZING JOB, EVEN THOUGH SHE JUST LEFT ABOUT A YEAR AND A HALF AGO. I WANTED TO MAKE SURE THAT THE COUNTY CLERK'S OFFICE SHOWED THAT WE APPRECIATED HER 23 YEARS WITH THE COUNTY CLERK'S OFFICE, BUT MORE SO DURING PANDEMIC AND DUR, UH, DURING THE FREEZE WHEN WE HAD TO TAKE CARE OF A LOT OF RESPONSIBILITIES. LILIA, THIS SAYS, THANK YOU FOR YOUR SERVICE TO THE COUNTY CLERK'S OFFICE. THIS COMES FROM THE ALAMO AND IT'S FLOWN OVER THE ALAMO, HER AND HER HUSBAND BOTH WORK FOR THE COUNTY AND THEY HAVE OVER 20 SOMETHING YEARS. SO HERE YOU GO. THANK YOU. I WAS GONNA SAY SOMETHING ABOUT A SERVANT'S HEART AND HOW IT IS, I THINK THE GREATEST GIFT YOU CAN GIVE TO ANOTHER, UH, SHARING THAT HEART IN SERVICE AND HELPING ANOTHER. UH, AND I THINK THAT VERY MUCH TYPIFIES LILIA, ALL OF US KNOW, WHO KNOW HER, KNOW THAT. UM, BUT THE PERSONAL STORY FOR ME IS I'VE BEEN WEARING THAT ROBE FOR OVER 20 YEARS. AND SOMEWHERE ABOUT 20 SOMETHING YEARS AGO WHEN I WALKED INTO MY VERY FIRST COURT DOWN WHEN WE HAD THE GONE DEION, AND THAT COURT WAS BUILT RIGHT UNDERNEATH THE COMMISSIONER'S BATHROOMS, UM, LILIA WAS MY CLERK, AND SHE WELCOMED ME IN AND SHE KEPT ME FROM GETTING IN TROUBLE. AND FOR 20, ALMOST 20, FOR 25 PLUS YEARS, UM, THAT I'VE SEEN LYDIA WORK WITH THAT SERVANT'S HEART. I MEAN, THERE'S NEVER A DAY THAT DOESN'T GO BY THAT SHE ISN'T SMILING. UM, AND YOU CAN IMAGINE, WHAT'S THAT? WHAT THAT'S LIKE HANDLING LAWYERS ALL DAY LONG AND HANDLING CLIENTS ALL DAY LONG AND HAVING PEOPLE CALL IN UPSET AND ALWAYS THE SERVANT'S HEART. UM, I KNOW WE HAVE A SHORT PERIOD OF TIME AND I WANNA TURN IT OVER TO HER, BUT, BUT I JUST DON'T, I THINK I WISH PEOPLE JUST KNEW THAT COMMITMENT BEING YOUR SOUL THAT YOU GIVE TO EVERYONE, AND I WISH EVERYONE IN THIS COUNTY, IN FACT, I THINK MOST PEOPLE IN THIS COUNTY LIVE UP TO THAT STANDARD AND YOU PROVIDE THAT GUIDING LIGHT. YOU JUST NEED TO KNOW THAT. OKAY. THANK YOU. UM, MY MIND WENT BLANK OF WHAT I WAS GONNA SAY BECAUSE, UM, THESE 25 YEARS I'VE LEARNED A LOT OF THINGS. I'VE MET SO MANY PEOPLE, AND I'M SORRY I'M NOT GOOD AT PUBLIC SPEAKING OR SPEAKING IN GENERAL, BUT, UM, JUST EVERYBODY THAT I'VE MET, I'VE MET SO MANY PEOPLE THAT I'VE BEEN SO GENEROUS WITH, UM, WITH THEIR KNOWLEDGE, WITH THEIR ENERGY, WITH THEIR SUPPORT, AND, UM, THAT'S WHAT I REMEMBER. AND, UM, I HOPE TO SEE YOU IN FIVE MORE . THANK YOU. LILA. WE HAVE YOUR PEN HERE. OSCAR LILIA, WHY DON'T YOU COME GET YOUR PEN. AND WOULD YOU BRING ANY FAMILY OR STAFF OR EMPLOYEES COURTS COMING UP HER HUSBAND, SO OF COURSE THE JUDGE, THE CLERK, THE COUNTY CLERK. HERE YOU GO. LILY. LILY, THANK YOU. YOU WELCOME. CONGRATULATIONS. COME ON. OH, THERE'S JUDGE SHARP. THIS IS PART OF OUR, OUR FAMILY. IS THAT YOUR MOM AND DAD? COME ON OVER HERE. STAND NEXT TO THEM. THERE YOU, YOU GO. THERE WE GO. GO. THERE WE GO. AND WE CAN EXPECT ANOTHER 25 YEARS, RIGHT? LILIA? ALL RIGHT. THAT'S RIGHT. LET'S DO [00:20:01] RACHEL BESET TAX ASSESSOR COLLECTOR. 30 YEARS. MR. ALBERT ESTE. WE HAVE A FLOWER SHOP HERE STARTING. SHE'S A SUPERVISOR. YOU KNOW, IT'S A GREAT HONOR FOR ME TO LEAD THE NUMBER ONE TAX ASSESSOR, COLLECTOR'S OFFICE IN THE STATE OF TEXAS. SOMETHING THAT I'M VERY PROUD OF. EVERY YEAR WE SEND OUT, WE MAIL OUT A SURVEY AND EVERY YEAR WE GET RESPONSES OF, OF OUR CUSTOMERS BEING SATISFIED OR VERY SATISFIED OVER 90%. AND THAT'S BEEN THE 12 YEARS THAT I'VE BEEN HERE. GREAT EXAMPLE WAS ACTUALLY THIS PAST WEEKEND, UH, PERSONNEL GOT CALLED IN FOR A DEBRIS CLEANUP ALONG NORTH FOSTER ROAD NEAR I 10, I BELIEVE THEY GOT THERE AROUND 9:00 PM WORKED TILL ABOUT 1:00 AM MAKING SURE THE JOB WAS DONE. SO, UH, AGAIN, APPRECIATE THE OPPORTUNITY TO BE INCLUDED IN RECOGNIZING THIS. WE HAVE A HANDFUL OF FOLKS I JUST WANTED TO RECOGNIZE, UH, CROSS-SECTOR OF OUR, OUR OPERATION WITH US TODAY. UM, SO FROM OUR JUDSON SERVICE CENTER, WE HAVE OUR SUPERINTENDENT, AARON MARTINEZ, AS WELL AS ASSISTANT SUPERINTENDENT JOHN SALAZAR AND EQUIP EQUIPMENT OPERATOR ONE RAFAEL CORTEZ. AND THEN FROM OUR SOUTH END SERVICE CENTER, A COUPLE FOLKS AS WELL. AND THEN OUR LAST MAIN SERVICE CENTER, WE HAVE OUR ASSISTANT SUPERINTENDENT, ERNEST GONZALEZ, OUR EQUIPMENT OPERATOR TO MARK MARTINEZ AND ANOTHER EQUIPMENT OPERATOR TO RICARDO PALINA, AGAIN FROM OUR CA SERVICE CENTER. AMY GARZA, SHE'S WITH AG THREE, A LOCAL WOMAN OWNED CONSULTING FIRM, ALSO A BOARD MEMBER. SO THANK YOU ALL FOR THE OPPORTUNITY. THANK YOU TO OUR PARTNERS IN EMERGENCY SERVICE FOR THE OPPORTUNITY TO BE RECOGNIZED. THANK YOU. THANKS HER. UM, AND TO QUICKLY CLOSE THIS UP, UM, I'D ALSO BE REMISS NOT TO MENTION, UH, THE STAFF OF THE OFFICE OF EMERGENCY MANAGEMENT. UM, WE ONLY HAVE ONE INDIVIDUAL HERE TODAY 'CAUSE WE'RE SUPPORTING A COUPLE OF DIFFERENT INCIDENTS THIS MORNING. SO, UH, THEY WEREN'T ABLE TO BE HERE, BUT THEY'LL RECOGNIZE THROUGH THE NATIONAL PREPAREDNESS MONTH PROCLAMATION. UH, THESE PERSONNEL HAVE, UH, BEEN A CRITICAL ROLE IN COORDINATING ALL PHASES OF DISASTERS BEFORE, DURING, AND AFTER. UH, THEY'RE RESPONSIBLE FOR DEVELOPING PLANS AND FACILITATING COMMUNICATION BETWEEN AGENCIES, UM, AND ENSURING THAT THE RESOURCES ARE ALLOCATED EFFECTIVELY DURING INCIDENT AND DISASTERS. UM, WHILE THEY'RE NOT ON THE FRONT LINES, LIKE MANY OF THE PERSONNEL BEHIND ME, UH, THEY ARE ESSENTIAL IN THAT ACTIVATING THE EMERGENCY OPERATION CENTER, ASSISTING WITH RESPONSE EFFORTS, ORDERING RESOURCES, AND PROVIDING STRATEGIC GUIDANCE TO ENSURE A COORDINATING AN EFFECTIVE RESPONSE. UH, THE PROACTIVE PLANNING AND REAL TIME DECISION MAKING HELPS PROTECT LIVES, INFRASTRUCTURE, [00:40:01] AND COMMUNITIES DURING CRISIS. SO AS WE GO ABOUT OUR DAILY LIVES AT, ITS CRITICAL TO TAKE THIS DAY TO RECOGNIZE THE WORK THAT THESE INDIVIDUALS BEHIND US DO FOR OUR COMMUNITY. UH, THE IMPACT OF FIRST RESPONDERS ON OUR LIVES AND THE COMMUNITIES CANNOT BE OVERSTATED. UH, LET'S CELEBRATE AND HONOR THE BRAVE INDIVIDUALS WHO RISK THEIR LIVES DAILY TO KEEP US SAFE. THANK YOU, JUDGE. THANK YOU, COMMISSIONER. THANK YOU. YOU GO CHRIS. THANK YOU, SIR. THANK YOU. APPRECIATE. COME ON, SIR. THANK YOU, JUDGE. PANORAMIC SHOT. THANK YOU. THANK YOU. THANK YOU GUYS. SEE YOU JUDGE. THANK YOU. SEE YOU. THANK YOU. ATE GOOD. GOOD. SEE YOU. GOOD SEE YOU. THANK YOU FOR SUPPORT. ALRIGHT, WE'RE GONNA DO THE PRESENTATION OF PROCLAMATION ON BEHALF OF BEXAR COUNTY COMMISSIONER'S COURT, RECOGNIZING THE CENTRAL CATHOLIC HIGH SCHOOL OF 2024. STATE CHAMPION BASEBALL TEAM COMMISSIONER RODRIGUEZ. GOOD MORNING. THANK YOU, JUDGE. I THINK WE'VE GOT SOME REPRESENTATIVES FROM THE MIGHTY CENTRAL CATHOLIC BUTTONS BASEBALL TEAM HERE. COME ON UP AND MAKE YOUR WAY TO THE PODIUM, GENTLEMEN. AND I WILL READ THE PROCLAMATION. IT READS. WHEREAS BEXAR COUNTY BELIEVES THAT STUDENT ATHLETES ARE AN IMPORTANT PART OF THE SAN ANTONIO COMMUNITY, AND WHEREAS UNDER THE LEADERSHIP OF HEAD COACH DANNY HEAP AND ASSOCIATE HEAD COACH MATTHEW FLORES, THE 2024 CENTRAL CATHOLIC BASEBALL TEAM, FINISHED THE SEASON WITH A 27 11 AND TWO RECORD AND WON THE 2024 TAP SIX A STATE CHAMPIONSHIP TITLE. AND WHEREAS THIS WAS THE FIRST BASEBALL STATE CHAMPIONSHIP TITLE SINCE 1984 FOR THE CENTRAL CATHOLIC BUTTONS AND FOURTH STATE CHAMPIONSHIP TITLE OVERALL IN TCAL, THEY WON IN 76 80 84. AND WHEREAS IN ADDITION TO CLAIMING THE 2024 TEXT TAPS SIX, A STATE TITLE, CENTRAL CATHOLIC HAD FOUR ATHLETES NAMED THE TOURNAMENT TEAM, GARRETT TYSON, HUN KIM, SAMMY GARCIA, AND JASON HERRERA. AND WHEREAS THE ACCOMPLISHMENTS OF THE ATHLETES ON THIS TEAM ARE ADMIRED AND RESPECTED BY THE BEXAR COUNTY BASEBALL COMMUNITY AND DEMONSTRATES THE CHARACTER OF THE ATHLETES AT CENTRAL CATHOLIC HIGH SCHOOL POSSESS. AND WHEREAS BEXAR COUNTY WOULD LIKE TO RECOGNIZE THE 2024 CENTRAL CATHOLIC HIGH SCHOOL BASEBALL TEAM FOR REPRESENTING BEXAR COUNTY IN SUCH A POSITIVE WAY AND CONGRATULATES THEM ON THEIR TAPS SIX A STATE CHAMPIONSHIP. NOW THEREFORE BE IT RESOLVED THAT THE BEXAR COUNTY COMMISSIONER'S COURT HEREBY RECOGNIZES THE CENTRAL CATHOLIC HIGH SCHOOL 2024 STATE CHAMPIONSHIP BASEBALL TEAM WITNESS OUR SIGNATURES SIGNED THIS 29TH DAY OF OCTOBER, 2024 BY YOUR COMMISSIONER'S COURT. CONGRATULATIONS GENTLEMEN. BIG ROUND OF APPLAUSE FOR THE YOUNG MEN. I KNOW, I KNOW WE'VE GOT A BIG, A BIG GROUP HERE, UM, LED UP BY PRESIDENT JASON LONGORIA. SO JASON, IF YOU WANNA SAY A FEW WORDS, I KNOW YOU'VE GOT, UH, HEAD COACH EZ, UM, MY LONGTIME FRIEND, COACH EDDIE, YADA. NOW THE AD, UH, BUT IF YOU WANNA SAY A FEW WORDS, WE'D CERTAINLY APPRECIATE IT. ABSOLUTELY. WELL, THANK YOU. ON BEHALF OF CENTRAL CATHOLIC, WE WANT TO THANK YOU FOR ALLOWING THIS RECOGNITION. WE VERY APPRECIATE IT. SINCE 1852, THE MARIAN HAS DECIDED TO COME ACROSS THE ATLANTIC AND FORM AN EDUCATIONAL MISSION IN SAN ANTONIO. AND THAT MISSION IS ALWAYS ABOUT EDUCATING FOR HUMBLE SERVANT LEADERS. AND SINCE THAT DAY, THE UNIVERSITY STUDENTS MOVED IN 1931 FROM A BUILDING THAT WAS STONES THROW AWAY FROM THIS BUILDING. AND THEN CENTRAL CATHOLIC WAS FORMED IN 1932. AND SINCE THAT TIME, ATHLETICS HAS BEEN A BIG PART OF OUR INSTITUTION. AND THE MISSION STILL CONTINUES OF FORMING HUMBLE SERVANT LEADERS FOR THE COMMUNITIES THEY LIVE IN. A LOT OF LEADERS THAT ARE IN THIS BUILDING TODAY ACROSS THE STREET, SERVING AND PROTECTING US ALL ACROSS THIS WONDERFUL [00:45:01] CITY AND COUNTY. AND THE BIGGEST PART OF THAT IS THAT THESE STUDENTS COME FROM OVER 72 ZIP CODES IN THIS AREA. AND BEFORE THEY BECOME THESE HUMBLE SERVANT LEADERS, THESE ARE YOUNG MEN WHO ARE JUST PLAYING A SPORT THAT THEY LOVE. SO I'D LIKE TO INTRODUCE OUR EXECUTIVE ATHLETIC DIRECTOR AND A GRADUATE OF 1983 FROM CENTRAL CATHOLIC, MR. EDDIE UBAR. THANK YOU, MR. LONGORIA. ON BEHALF OF CENTRAL CATHOLIC HIGH SCHOOL, OF COURSE, OUR SCHOOL PRESIDENT, MR. JASON LONGORIA, OUR PR PRINCIPAL, DR. LEE HERNANDEZ, OUR COACHING STAFF, OUR NEW HEAD BASEBALL COACH, MATT FLORES, HIS ASSISTANT DANNY HEAP, AND MICHAEL GARRETT, AND THE YOUNG MAN BEHIND HIM WHO ARE RETURNING LETTERMAN. THANK YOU FOR THIS OPPORTUNITY TO BE RECOGNIZED. THERE'S ALWAYS SOMETHING TO BE SAID ABOUT PERSEVERANCE, UH, TAKING IT TO THE NEXT LEVEL AND GETTING LOCKED IN. OUR BASEBALL TEAM LAST YEAR, FINISHED THIRD IN DISTRICT BEHIND THE TWO TEAMS THAT THEY WOULD HAVE TO FACE IN THE STATE PLAYOFFS. SO IN THE STATE SEMI-FINAL, THEY, THEY TOOK TOTAL COMMAND AND DEFEATED HOUSTON ST. PIUS. AND IN A VERY DRAMATIC STATE CHAMPIONSHIP GAME, WE DEFEATED TOMBALL CONCORDIA THREE TO TWO. SO ONCE AGAIN, UH, THESE YOUNG MEN CAME FROM, I GUESS YOU COULD SAY THE, THE THIRD PLACE POSITION, MAYBE THE DARK HORSE, MAYBE THE TEAM THAT WAS NOT SUPPOSED TO WIN, NOT EVEN GET TO THE STATE CHAMPIONSHIP NOR WIN IT. THAT IS WHAT HARD WORK DOES. SO ONCE AGAIN, THANK YOU FOR THIS SPECIAL RECOGNITION, THIS OPPORTUNITY, AND ONCE AGAIN, CONGRATULATIONS TO THESE YOUNG MEN AND TO OUR COACHING STAFF. THANK YOU, COACH. THANK YOU SO MUCH. JUST A, JUST A PERSONAL NOTE, UM, COACH IBARRA COACHED OUR SON AND, UH, HIS SON WHO GRADUATED TOGETHER IN 2020 ON THE BASKETBALL TEAM. WE DID NOT WIN A STATE CHAMPIONSHIP, BUT NOW I UNDERSTAND THE PRESSURE IS ON COACH FOR THE BASKETBALL TEAM TO WIN A STATE CHAMPIONSHIP. SO GOOD LUCK AGAIN, COACH. THANK YOU. AND, AND TO THE YOUNG MEN, THANK YOU FOR BEING HERE. UH, WELL EARNED RECOGNITION AND WE LOOK FORWARD TO GREAT THINGS FOR YOU, UH, FOR YEARS TO COME. PLEASE COME UP AND TAKE A PICTURE. HEY, COACH EDDIE. YES. THANK YOU. APPRECIATE IT. TALK ABOUT OUR, YOUR BOXING CAREER. ONE. OH MAN, I HIRED ONE. OH, UNDEFEATED. UNDEFEATED . ALL RIGHT, WE'RE GONNA DO [4. SPECIAL PRESENTATIONS ITEM(S)] A SPECIAL PRESENTATION, PRECINCT THREE, COMMISSIONER GRANT MOODY, BEX COUNTY AUDITORS OFFICE, BEXAR COUNTY INFORMATION TECHNOLOGY TO ANNOUNCE THE LAUNCH OF THE BEXAR COUNTY TRANSPARENCY DASHBOARD. COMMISSIONER MOODY. THANK YOU, JUDGE. UH, I THINK WE HAVE SOME IN THE AUDIENCE. UH, OUR AUDITOR LEO HAS COME FORWARD, I BELIEVE, UH, WE ALSO HAVE MARK GER IN THE HOUSE AS WELL. IS HE STILL IN HERE? HE MAY HAVE STEPPED OUT FOR A MINUTE, MIGHT STEPPED OUT. UM, BUT IF, IF YOU'RE NOT AWARE, THIS IS A, UH, A TRANSPARENCY TOOL THAT WE'RE ANNOUNCING TODAY IS GONNA GO LIVE. AND WHAT IS A TRANSPARENCY TOOL? SO ULTIMATELY, YOU'LL, YOU'LL GET TO SEE EXACTLY WHAT IT LOOKS LIKE DURING THIS PRESENTATION, BUT THIS TOOL IS GONNA PROVIDE, UH, VISIBILITY INTO BEXAR COUNTY'S BUDGET BY ANY CITIZEN IN BEXAR COUNTY, UH, CAN GO ONLINE AND ACCESS THAT AND, AND FIND OUT INFORMATION AND BETTER UNDERSTAND, UH, HOW BEXAR COUNTY OPERATES, UH, HOW WE SPEND OUR TAXPAYER DOLLARS. AND WE THINK THAT IT'S A, UH, A BIG WIN FOR BEXAR COUNTY AND CONTINUE ON OUR PURSUIT OF MORE TRANSPARENCY, UH, IN BEXAR COUNTY. SO THIS, THIS TOOL STARTED WITH [00:50:01] OUR OFFICE ENGAGING WITH, WITH SOME POTENTIAL VENDORS OUT THERE. UH, I BELIEVE WE HAVE A REPRESENTATIVE FROM CLEAR GOV AS WELL WITH US TODAY. THANK YOU FOR COMING IN. UM, BUT THIS INVOLVED A LOT OF DIFFERENT PARTNERS, UH, BECAUSE WE HAD TO GET THE DATA RIGHT INTO THE SYSTEM. AND OBVIOUSLY, LEO, YOUR TEAM AT THE AUDITOR'S OFFICE ARE AT THE, UH, THE CENTERPIECE OF, OF ALL THIS. BUT, UM, SOMETHING THAT'S IMPORTANT, AND I'D LIKE, YOU KNOW, YOU TO SAY A A FEW MORE WORDS ON IT, IS JUST, YOU KNOW, HOW THIS TIES INTO THE, UM, THE TEXAS COMPTROLLERS, UH, TRANSPARENCY STARS PROGRAM. UH, AND THAT IS A, A WIN FOR YOUR OFFICE, UH, AS THEY RECOGNIZE AUDITORS AND COUNTIES THROUGHOUT THE STATE WHO ARE PROVIDING MORE TRANSPARENCY FOR THEIR CITIZENS. SO I'M GLAD THAT WE CAN PARTNER WITH YOU ON THAT AND CONTINUE TO SEE YOUR OFFICE EXCEL, UH, WITHIN THAT PROGRAM. BUT BEFORE I TURN IT OVER TO LEO, I, I JUST WANNA, YOU KNOW, I'VE ALREADY NAMED SOME OF THE NAMES HERE, BUT I WANTED TO RECOGNIZE EVERYONE WHO WAS INVOLVED IN THIS BECAUSE I, I THINK, YOU KNOW, THIS WAS A BIG TEAM EFFORT. YOU KNOW, FIRST OF ALL, UH, LEO CALDERA, OUR COUNTY AUDITOR, AND YOUR TEAM, JUAN ORTEGA, FIRST ASSISTANT ACCOUNTING DIRECTOR, SOPHIA SANCHEZ, SPECIAL PROJECTS ASSISTANT AUDITOR. WE ALSO HAVE MARK GER WITH BCIT DIRECTOR. THANK YOU FOR YOUR SUPPORT AND YOUR TEAM'S SUPPORT. UM, JEREMY STEIGLER, WHO IS OUR PROJECT, UH, MANAGER, AS WELL AS LISA WOOD AND REBECCA GRISHAM FROM FROM BCIT. AND, YOU KNOW, I ALSO WANT TO THANK MY STAFF, UH, PAUL JIMENEZ AND, AND THE REST OF OUR TEAM FOR BEING ENGAGED ON THIS AND, AND PUSHING IT FORWARD. I WANNA THANK MY COLLEAGUES ON THE COURT FOR SUPPORTING THIS ITEM, WHICH I THINK AGAIN, IS, IS A WIN FOR, FOR ALL CITIZENS, UH, ACROSS BEXAR COUNTY. SO, WITHOUT FURTHER ADO, I'D LIKE TO TURN IT OVER TO LEO TO ACTUALLY TELL US MORE ABOUT THE STAR PROGRAM AND INTRODUCE OUR CLEAR GOV REPRESENTATIVE TO, UH, DEMO THE TOOL. GREAT, THANK YOU, COMMISSIONER. UH, THANK YOU HONORABLE JUDGE AND COMMISSIONERS. YOU KNOW, AS COUNTY AUDITOR, UH, I FULLY SUPPORT ANY TYPE OF TRANSPARENT INITIATIVES, TRANSPARENCY INITIATIVES FOR THE PUBLIC TO VIEW THE COUNTY'S FINANCIALS, UH, IN A USER-FRIENDLY FORMAT THAT'S IMPORTANT. UH, HAVING BEXAR COUNTY CITIZENS NOT ONLY ACCESS, BUT BETTER UNDERSTAND THE FINANCIALS, HAS MANY POSITIVE OUTCOMES, UH, THAT INCLUDE BUILDING TRUST AND CREDIBILITY WITH THE PUBLIC AND HELPS THE WHOLE COUNTY OFFICIALS LIKE MYSELF ACCOUNTABLE FOR ALL FINANCIAL, UH, DECISIONS. SO THAT SAID, I, I, YOU KNOW, THANK YOU FOR THE RECOGNITION COMMISSIONER, BUT I DO WANNA THANK COMMISSIONER MOODY AND HIS CHIEF OF STAFF, PAUL, 'CAUSE THEY SPEARHEADED THIS, UH, PROJECT AND BEING ACTIVELY INVOLVED. I KNOW, COMMISSIONER, YOU WERE THERE IN SEVERAL OF THE MEETINGS ASKING GOOD QUESTIONS AND GIVING GOOD GUIDANCE, SO TRULY APPRECIATE THAT. UM, AND SO I'M ALSO WANT TO THANK AGAIN MY STAFF, YOU KNOW, JUAN AND SOPHIA FOR ALL THEIR HARD WORK, UH, AS A COMMISSIONER MENTIONED, UH, YOU KNOW, GETTING THIS, YOU KNOW, IN FACT CLEAR GOV, SOME OF THEIR MANAGEMENT SAID, YOU KNOW, BEXAR COUNTY HAS SOME OF THE MOST COMPLEX FINANCIALS GIVEN OUR SIZE AND ALL THE TYPE OF TRANSACTIONS WE DO. SO IF YOU CAN IMAGINE THE AMOUNT OF TIME THAT WENT INTO MAPPING THESE FINANCIALS, UH, IT, IT WAS A CONSIDERABLE AMOUNT OF TIME, BUT WELL WORTH IT. LEO, FOR THIS, COULD YOU JUST, UH, MENTION HOW MANY LINES OF OF ACCOUNTING DATA DID YOU HAVE? ONE, IT'S ABOUT 12,000 , 12,000 LINES. WE HAD TO GO THROUGH AND MAP 'EM. WOW. YEAH. SO YEAH, SO THAT IS VERY LABOR INTENSIVE, BUT AGAIN, YOU KNOW, IT'S WORTH IT, YOU KNOW, FOR THE PUBLIC AND, AND FOR THE COUNTY TO BE ABLE TO GO OUT THERE, UH, AND SEE OUR FINANCIALS AND IT BE TRANSPARENT. UH, THAT BEING SAID, YOU KNOW, I'VE ASKED JUAN, UH, TO BRIEFLY SPEAK ABOUT THE DATA COLLECTION PROCESS. UH, HE HAD THE, THE FUN JOB OF TAKING ALL THIS, MAPPING IT, BUT TRYING TO GET IT TO A USER-FRIENDLY OR UNDERSTANDABLE FORMAT FOR NON-FINANCIAL ACCOUNTANT, UH, USERS. AND THEN, SO SOPHIA WILL TALK ABOUT THAT STARS PROGRAM A LITTLE BIT, COMMISSIONER, UH, AND WHAT THAT MEANS, UH, FOR US IN THE COUNTY. AND I'M SORRY, THEN MICHAEL FROM CLEAR GOV WILL ACTUALLY GO AND KIND OF DEMONSTRATE THE, THE WEBSITE SO EVERYONE CAN SEE THAT. GOOD MORNING JUDGE COMMISSIONERS. UH, YES, THIS WAS A PRETTY CHALLENGING PROJECT, SO WE HAD TO FIGURE OUT, UH, BASICALLY HAD TO FIGURE OUT HOW TO BRING IN FOUR SETS OF DATA REQUIREMENTS TO SHARE ONE PLATFORM. THOSE FOUR DATA REQUIREMENTS INCLUDE OUR TRIAL BALANCE, WHICH, UH, LEO JUST MENTIONED, IT'S A 12 OUT, 12,000 LINE EXCEL SPREADSHEET WITH ALL OUR YEAR END ENDING BALANCES. UH, THEN WE HAD TO ALSO MAKE IT, UH, WORK WITH OUR FER. UH, THAT'S OUR, THAT'S OUR YEAR END AUDITED FINANCIAL STATEMENTS. UH, AND THEN WE ALSO HAD TO MAKE IT, UH, COMPATIBLE WITH OUR ADOPTED BUDGET, WHICH YOU GUYS ARE PRETTY FAMILIAR WITH. IT'S A PRETTY BIG DOCUMENT. AND THEN LAST BUT NOT LEAST, WE HAD TO, UH, MAKE [00:55:01] THOSE REQUIREMENTS AGREE WITH THE, WITH THE COMPTROLLER TRANSPARENCY, UH, GUIDELINES ARE, ARE REQUIRING FOR THE, UH, UH, THE COMPTROLLER TRANSPARENCY STARS PROGRAM. UM, SO AS YOU COULD IMAGINE, THERE WAS MANY LONG DAYS, LONG EVENINGS, AND A COUPLE OF LONG NIGHTS IN BETWEEN. BUT AT THE END OF THE DAY, I THINK WE, UH, WERE ABLE TO PUT SOMETHING TOGETHER THAT, UH, SHOULD BE VERY USEFUL FOR OUR CITIZENS. AND THAT'S IT. THANKS JUAN. THANK YOU. GOOD MORNING. THROUGH THE TEXAS CONTROLLER'S OFFICE, WE ARE CURRENTLY IN THE PROCESS OF COORDINATING WITH THE TRANSPARENCY STARS TEAM TO SUBMIT AN, THE APPLICATION FOR THE TRADITIONAL FINANCES STAR AWARD. SO THE AWARD RECOGNIZES GOVERNMENTAL ENTITIES SUCH AS BEAR COUNTY, THAT FURTHER, THAT FURTHER THEIR TRANSPARENCY EFFORTS BY PROVIDING CLEAR AND MEANINGFUL FINANCIAL INFORMATION THROUGH DOCUMENTS, VISUALIZATIONS, AND OTHER FORMATS. THERE ARE TOTAL OF SIX STARS, AND OUR GOAL WAS TO START WITH THE TRADITIONAL FINANCES STAR AWARD. AND ONCE WE ACHIEVE THAT GOAL, WE HAVE THE OPPORTUNITY TO APPLY TO OTHER STARS IN THE FUTURE. AND ACHIEVING THIS RECOGNITION CAN ULTIMATELY BUILD TRUST WITH THE TAXPAYERS, STRENGTHEN LOCAL GOVERNMENT ACCOUNTABILITY, AND PROMOTE BEST PRACTICES IN FINANCIAL REPORTING. THANK YOU. GOOD MORNING COMMISSIONERS. MY NAME IS MICHAEL MASTERS AND I'M HERE ON BEHALF OF CLEAR GOV AND AS A LOCAL CONSTITUENT OF COUNTY. TODAY, I'M HERE TO SHOWCASE THE OFFICIAL BEAR COUNTY FINANCIAL TRANSPARENCY DASHBOARD, WHICH YOU'LL SEE ON THE SCREEN ABOVE YOU. IN THIS SCREEN, WE START WITH THE OVERVIEW. THIS IS THE FINANCIAL OVERVIEW PAGE. THIS IS THE HOMEPAGE HERE. YOU CAN SEE NEXT TO FUND. IT'S SPECIFICALLY FILTERED TO THE GENERAL FUND. EVERY SINGLE ONE OF THE COUNTY'S FUNDS IS DESIGNED IN HERE. AND IF YOU CLICK ON THAT REAL QUICK, YOU CAN SEE ALL OF THE DIFFERENT FUNDS THAT ARE LISTED DOWN THERE. SO YOU'LL GET THIS EXACT BREAKDOWN OF EVERY SINGLE ONE OF YOUR FUNDS THAT YOU WANT TO SEE FOR ALL YOUR CONSTITUENTS TO BE ABLE TO DIG INTO. NOW, IF YOU CLICK OUT OF THAT AND YOU, LET'S SAY LET'S STATE OF THE GENERAL FUND, IF YOU WANTED TO UNDERSTAND REVENUES FURTHER, YOU COULD CLICK WHERE IT SAYS VIEW BREAKDOWN IN THAT DARK BLUE TONE JUST BELOW. YES, EXACTLY RIGHT THERE. IT'LL TAKE US OVER TO THE REVENUES TAB, JUST TO THE RIGHT OF THAT. THERE AT THE TOP YOU CAN SEE IT SAYS REVENUES 2024. THAT'S WHAT WE'RE LOOKING AT RIGHT NOW. BUT YOUR TEAM WENT THROUGH THE FULL EFFORT OF GIVING US DATA, DATING BACK ALL THE WAY TO 2021. SO IF YOU WANTED TO DIG BACK THERE, YOU HAVE, EVERYBODY HAS THE OPPORTUNITY TO DO THAT. AND THEN HERE ON THE DASHBOARD, YOU CAN SEE THE TOTAL BUDGET FOR THE GENERAL FUND. THEN WE HAVE A PIE CHART, AND ON THE RIGHT, WE BREAK DOWN WHERE THAT MONEY'S COMING FROM BY PERCENTAGE. IF YOU SCROLL DOWN FURTHER, YOU CAN ACTUALLY SEE INDIVIDUAL SECTIONS FOR WHERE THAT MONEY'S COMING FROM AND AN ANNUAL BREAKDOWN OF THAT DATA. PERFECT. AND WE CAN SLIDE BACK UP TO THE TOP. AND THEN LET'S CLICK ON EXPENDITURES AT THE TOP THERE, THE EXPENDITURES TAB. PERFECT. OKAY, SO HERE IN THE EXPENDITURES TAB YOU GET SIMILAR AMOUNT OF DATA. SO YOU GET DATING ALL THE WAY BACK TO 2021. YOU HAVE YOUR TOTAL BUDGETED AMOUNT. THEN YOU HAVE YOUR PIE CHART HERE, WHICH BREAKS DOWN BY DEPARTMENT WHERE THAT MONEY IS BEING SPENT, WHICH YOU CAN ALSO SEE NEXT TO BY DEPARTMENT. IT SAYS BY OBJECT. SO IF YOU DID WANNA SEE IT BY OBJECT, YOU COULD CLICK THAT AND THAT'LL SHOW YOU A DIFFERENT PERSPECTIVE, WHICH IN TERMS OF OBJECT BREAKDOWNS. ONE EXAMPLE IS SALARIES, CAPITAL PROJECTS, WHERE'S THAT MONEY BEING EXPENDED. AND THEN BELOW THAT, AS WE SLIDE DOWN, YOU CAN SEE WHAT THOSE OBJECTS LOOK LIKE AND WHAT THE BREAKDOWN HAS BEEN DATING BACK TO 2021. PERFECT. AND WE'LL SLIDE BACK UP TO THE TOP HERE AND THEN CLICK ON CHECKBOOK. THAT LAST TAB UP THERE, THIS IS WHERE WE GET REALLY GRANULAR. SO THE TEAM WENT THROUGH THE EFFORT AGAIN OF GOING ALL THE WAY BACK TO 2021, BUT NOT JUST FOR BUDGETED AND SPENT DATA, NOT JUST BIG PICTURE ITEMS. THE ACTUAL CHECKBOOK DATA IS IN HERE. SO YOU CAN SEE WE'VE UPLOADED THE DATE, THE CHECKBOOK NUMBER, VENDOR DESCRIPTION, AND AMOUNT FOR EVERY TRANSACTION DATING BACK TO THIS MONTH IN 2021. SO THAT AMOUNT GOES ALL THE WAY BACK. YOU CAN ALSO SEARCH THE DATABASE, RIGHT? IF YOU'RE SEARCHING FOR SOMETHING SPECIFIC, YOU CAN SEE AT THE TOP, YOU CAN ACTUALLY SEARCH IT, UH, BY VENDOR NAME. YOU CAN SEARCH IT BY DESCRIPTION, [01:00:01] YOU CAN EVEN SEARCH A SPECIFIC TIMEFRAME IF THAT'S WHAT YOU'RE LOOKING FOR. YOU CAN ALSO, IF YOU WANTED TO DIG IN DEEPER, IF YOU WANTED TO RUN SOME EXCEL, YOU CAN DOWNLOAD THAT CHECKBOOK IN THE UPPER RIGHT HAND CORNER. YOU SEE THAT OPTION THERE. SO YOU CAN REALLY DIG INTO THE DATA HERE. AND THEN LASTLY, AND MOST IMPORTANTLY, LET'S GO BACK TO THE OVERVIEW TAB REAL QUICK. I KNOW THIS WILL MEAN THE MOST TO THE CONSTITUENTS, TO THE COMMUNITY. AND SCROLL DOWN HERE. IF YOU SCROLL ALL THE WAY DOWN TO THE VERY BOTTOM, WE ACTUALLY HAVE AN OPPORTUNITY FOR CONSTITUENTS AND COMMUNITY TO JOIN THE CONVERSATION. SO IF YOU HAVE QUESTIONS ABOUT THE BUDGET, YOU HAVE QUESTIONS ABOUT THE WAY MONEY BEING SPENT, YOU CAN JOIN THE CONVERSATION, JOIN THE DISCUSSION, ASK QUESTIONS, WHERE YOU FEEL IT NEEDS TO BE ASKED, AND BE A PART OF AN ONGOING CONVERSATION WITH THE COUNTY. THANK YOU. WELL, THANK YOU, MICHAEL, FOR, FOR WALKING US THROUGH THAT. UM, AND I'M NOT SURE IF WE CAN PULL IT UP REALLY QUICK, BUT CAN WE SHOW THE, THE PLACES ON THE BEXAR COUNTY PAGE WHERE, WHERE YOU CAN ACCESS THIS? SURE. ARE YOU ABLE TO GO TO THE HOLTON PAGE UP THERE? I CAN SPEAK TO 'EM, BUT IF, IF WE COULD ACTUALLY PULL 'EM UP, THAT'D BE GREAT. AND THANK YOU JUDGE AKAI. ALSO, I THINK IT'S PUT ON YOUR PAGE ALSO YOU WANTED TO PUT ON YOURS TOO, SO THANKS. THANK YOU. YEAH. ARE THEY ABLE TO PULL THAT UP? IF NOT, I'LL JUST SPEAK TO IT. SO THIS SHOULD BE, UM, THE, THE LINK FOR THE, UH, TOOLS SHOULD BE ON BAIR.ORG, THE HOME TRANSPARENCY SECTION, BAIR.ORG, HOME GOVERNMENT QUICK LINKS. IT SHOULD ALSO BE DOWN AT THE FOOTER. UH, IT'S ON THE TRANSPARENCY PAGE. IT'S ON, UH, JUDGE SAKA AND MY WEBSITE WITHIN OUR BEXAR COUNTY GOVERNMENT. UM, AND IT WILL ALSO SHOW UP IN THE LATEST NEWS SECTION, UH, TODAY AS WELL. SO JUST WANTED TO MAKE SURE PEOPLE KNOW, OUR CONSTITUENTS KNOW WHERE THEY CAN ACTUALLY ACCESS THAT TOOL GOING FORWARD. BUT, UH, AGAIN, I JUST WANNA THANK YOU, LEO, FOR YOUR LEADERSHIP ON THIS, MARK. THANK YOU, UH, TO, UH, MICHAEL AND THE REST OF THE CLEAR GOV TEAM. THANK YOU FOR WORKING WITH US ON THIS. YOU KNOW, I LAST TWO POINTS, I JUST WANTED TO MAKE, YOU KNOW, THIS IS VERSION 1.0. UM, YOU KNOW, WE CAN CONTINUE TO, TO BUILD OFF OF IT AND CONTINUE TO IMPROVE UPON IT. UH, THAT'S WHERE, YOU KNOW, GETTING THAT FEEDBACK FROM CONSTITUENTS, MAYBE DIFFERENT VIEWS, UH, DIFFERENT QUESTIONS THAT THEY HAVE, WE CAN CONTINUE TO, UH, EVOLVE THIS TOOL AND MAKE IT MORE FUNCTIONAL. AND LEO, I DON'T KNOW IF YOU CAN SPEAK REALLY QUICKLY ON THE, THE BUDGET BOOK, THE, THE POSSIBILITY THESE OTHER SERVICES THAT CLEAR GOV PROVIDES THAT, UM, CAN PROVIDE MORE TRANSPARENCY WITHIN THE BUDGETARY PROCESS AS WELL. UH, YES. MAY MAYBE MICHAEL CAN TALK A LITTLE BIT MORE OF THAT, BUT THEY, TO YOUR POINT, COMMISSIONER, THEY DO OFFER, UH, SOME REALLY GOOD PACKAGES, YOU KNOW, THAT WE KIND OF SAW IN THERE AND, UH, IN REGARDS TO A PROCUREMENT TYPE PACKAGE, UH, BUDGET, UH, TYPE PACKAGE THAT LOOK PRETTY ROBUST. BUT OF COURSE, WE, YOU KNOW, HAVE TO GET, YOU KNOW, THE APPLICABLE, UH, PEOPLE, THIS CASE, YOU KNOW, DAVID, IN REGARDS TO BUDGET AND, AND THE PURCHASING AGENT PROCUREMENT. BUT THEY DO HAVE SOME REALLY GOOD, UH, ROBUST, UH, TYPE OF SERVICES. UH, MICHAEL, DO YOU WANNA SPEAK A LITTLE BIT TO THAT? YEAH, WE, WE HAVE ABOUT FIVE OR SIX DIFFERENT SERVICES. BUDGET BOOK IS ONE OF THE BIGGEST ONES THAT WE REALLY MADE OUR NAME IN. AND WE ACTUALLY JUST RELEASED A BRAND NEW VERSION OF OUR BUDGET BOOK, BUDGET BOOK 2.0 THAT IS BUILT OFF OF A LOT OF THE FEEDBACK THAT WE'VE BEEN GETTING THE LAST FEW YEARS. SO WE HAVE A BRAND NEW VERSION OUT RIGHT NOW. WE ALSO ARE LOOKING FORWARD TO RELEASING AN ACT FOR TOOL IN THE NEXT COUPLE OF MONTHS. SO WE'RE RELEASING THAT. UH, WE HAVE WAYS THAT YOU CAN BUILD YOUR OPERATIONAL BUDGET IF YOU WANT TO BUILD YOUR CAPITAL BUDGET. IF YOU WANT TO BUILD YOUR PERSONNEL BUDGET IN CLEAR GOV, IF, UH, YOU WANT TO BUILD OUT YOUR STRATEGIC PLAN OR A COMPREHENSIVE PLAN FOR THE CITY AND MAKE THAT PUBLIC AS WELL, WE HAVE WAYS THAT ALL OF THESE DIFFERENT ITEMS INTEGRATE AND THAT THEY CAN BUILD ON TOP OF EACH OTHER. NO, I APPRECIATE THAT AND I'M SURE IT'S SOMETHING WE'LL CONTINUE TO EXPLORE, UH, AS A COURT AND WITH, WITH COUNTY STAFF. BUT THANKS FOR JUST SHARING THAT AGAIN, I THINK THIS IS A HUGE WIN. APPRECIATE YOU ALL PRESENTING ON THIS AND, UH, THANK YOU VERY MUCH. THANK YOU, COMMISSIONER. APPRECIATE IT. ANY OTHER COMMENTS, QUESTIONS? THANK Y'ALL VERY MUCH. UH, WE'LL GO TO AGENDA [5. Request of Commissioners Court to identify items from the Consent Agenda for additional discussion and to approve remaining Consent Agenda items.] FIVE, REQUEST OF COMMISSIONER'S COURT TO IDENTIFY ITEMS FROM THE CONSENT AGENDA FOR ADDITIONAL DISCUSSION AND TO APPROVE, APPROVE REMAINING CONSENT AGENDA ITEMS. I'LL START WITH COMMISSIONER RODRIGUEZ. ANY MATTERS TO POOL? UH, YES, JUDGE. JUST ITEM 55 PLEASE. 55. [01:05:09] MR. MOODY, ANY MATTERS TO PULL? UM, I WAS GONNA PULL 10. WHICH ONE? UH, ITEM 10. 10. OKAY. ANYTHING ELSE? COMMISSIONER CALVERT? NO, NOTHING. JUDGE, I MAKE THE MOTION [CONSENT AGENDA ITEMS] TO APPROVE THE CONSENT AGENDA, UH, WITH THE EXCEPTION OF 10 AND 55. A MOTION BY COMMISSIONER RODRIGUEZ. THERE A SECOND ON THE CONSENT AGENDA. SECOND, UH, SECOND BY COMMISSIONER MOODY. COMMISSIONER CLAY FLORES, ANY MATTERS TO POOL? NO, SIR. ALRIGHT, SO ALL THOSE IN FAVOR OF THE MOTION TO APPROVE THE CONSENT ITEMS MINUS 10 AND 55. ALL THOSE IN FAVOR SIGN? I SAYING AYE. AYE. ANY OPPOSED? ANY ABSTENTION MOTION JUDGE, FOR THE RECORD, I'M GONNA ABSTAIN ON 50 51 AND 52. OKAY. COMMISSIONER MOODY ABSTAINS ON ITEM 51 AND 50 AND 52. 50 AND 52. DID Y'ALL GET THAT? ALRIGHT, LET'S TAKE UP THE FIRST [10. Notification of payment to those employees who have accumulated hours in excess of the FLSA maximum level for an estimated amount of $1,231,413 and approval of the appropriate budget transfers in the amount of $258,605.] MATTER THAT WAS PULLED. THAT WAS COMMISSIONER MOODY. ITEM NUMBER 10, NOTIFICATION OF PAYMENTS TO THOSE EMPLOYEES OF ACCUMULATED HOURS IN EXCESS OF THE F-F-L-S-A MAXIMUM LEVEL FOR AN ESTIMATED $1,231,413 OF APPROVAL OF THE APPROPRIATE BUDGET TRANSFER IN THE AMOUNT OF $258,605. COMMISSIONER MOODY JUST WAIT FOR THE, UH, THE SHERIFF AND HIS TEAM TO, TO COME UP. UM, I WAS JUST HOPING SOMEBODY ON YOUR TEAM COULD KIND OF WALK US THROUGH. I, I HAVE THE TWO SLIDES. UH, YOU KNOW WHAT, WHAT I'M SEEING IS, YOU KNOW, DOESN'T LOOK LIKE THERE'S BEEN A, A HUGE REDUCTION ON THE DETENTION SIDE THAT WE WERE HOPING TO SEE SO FAR. SO I WAS HOPING YOU COULD PROVIDE KIND OF A SUMMARY OF WHAT YOU ALL ARE SEEING WITH REGARDS TO, TO OVER TIME AND OR FLSA WITHIN DETENTION AND HAD A FEW OTHER QUESTIONS REGARDING THAT TO YOU. SURE. WELL, THE REASON BEING COMMISSIONER IS BECAUSE WHILE WE HAVE MADE STRIDES WITH REGARD TO RECRUITMENT, THE JAIL POPULATION CONTINUES TO GROW ON US AS WELL AS, YOU KNOW, THAT THAT'S ALSO A MAJOR FACTOR IN, IN WHAT IT IS. SO THAT WHILE WE'VE, WHILE WE'VE CERTAINLY TRIED TO AFFECT THOSE NUMBERS POSITIVELY, THAT IS WHAT'S DRIVING A LOT OF IT. I'VE GOT SOME CHIEFS WITH ME THAT DO HAVE SOME FIGURES IN FRONT OF THEM, BUT WITH THAT BEING SAID, IT HASN'T BEEN DUE TO LACK OF EFFORT ON OUR PART. I CAN ASSURE YOU OF THAT. NO, I APPRECIATE THAT. WHAT'S, WHAT'S THE CURRENT JAIL POPULATION? I KNOW I GET THE EMAIL, BUT I DIDN'T GET THE CHANCE TO CHECK IT. SO, CURRENT, UH, JAIL POPULATION IS 5,362 UNDER ROOF, UM, WITH THE INMATES, NOT INCLUDING THE INMATES THAT WERE HOUSING OUT. IT'S 5,144. OUR CAPACITY IS AT 5,075. I'M SORRY, OUR, OUR JAIL CAPACITY IS 5,075 OKAY. SO CURRENTLY YOU HAVE MORE IN THE JAIL THAN OUR CAPACITY WISE? YES, SIR. NAMEPLATE CAPACITY? YES. BUT TO KEEP IN MIND, THAT'S 200 INMATES ARE ROUGHLY IN BOOKING RIGHT NOW, SO WE DON'T KNOW IF THEY'RE GOING UP. OKAY. OR THEY'RE GOING OUT THE DOOR. AND CAN YOU HELP ME WITH THE, UM, THE OVERAGE, UM, THE OVERFLOW IN KIRK COUNTY AND BURNETT. OKAY. WHAT DOES THAT LOOK LIKE? SO ACTUALLY I'M SCALING BACK ON HOUSING INMATES OUT, SO I WAS ABLE TO REDUCE IT BY ABOUT 17.5% OF INMATES ARE BEING HOUSED IN BURNETT. AND WHAT I'M CURRENTLY DOING IS I'M NOT REFILLING, UH, THOSE INMATES BEING THE FACT THAT WE'RE ABLE TO SEE A SMALL DECREASE. OKAY. SO RIGHT NOW THERE'S NO ONE BEING HOUSED AT IN THOSE COUNTIES, OR? NO, WE ARE HOUSING INMATES. SO CURRENTLY WE HAVE 157, BUT WE HAVE THE CAPABILITY OF A HOUSING 190. WE HAVE 157 CURRENTLY IN ONE OF THOSE TWO COUNTIES. IN BOTH OF THOSE COUNTIES. IN BOTH THOSE COUNTIES COMBINED, THE BREAKDOWN IS 68 INCUR AND, UH, 89 AND BURNETT. AND WHAT'S THEIR, UH, THEIR CAPACITY? THE, THE BEDS THAT WE HAVE AVAILABLE IN BOTH THOSE COUNTIES, SO CURRENTLY IN CUR WILL BE 70 AND BURNETT'S 120. OKAY. UM, AND I, I'M TRYING TO REMEMBER, I THOUGHT THERE WAS A, A PRESENTATION AT SOME POINT THAT KIND OF SPOKE TO THE, THE CLOSED WINGS AT THE JAIL OVER TIME, KIND OF GETTING TO THE POINT OF WHAT THE JAIL POPULATION WAS AND, AND, UM, THAT THE STAFFING REQUIREMENTS WERE REDUCED [01:10:01] WHEN SOME OF THOSE WINGS WERE CLOSED. MAY GET THE TERMINOLOGY WRONG THERE, BUT SO UNFORTUNATELY, I MEAN, UH, BE DUE, THE POPULATION'S STILL BEING HIGH, ALL UNITS ARE REMAINING OPEN. MM-HMM. . BUT I LOOK AT IT FROM THIS STANDPOINT, IT'S, IT'S COST EFFECTIVE TO HA PAY OVERTIME IN, UH, COMPARISON TO PAYING 65 TO, UH, $80 A INMATE HOUSING OUT. SO THAT'S WHERE MY FIRST GOAL IS TO DECREASE THE AMOUNT OF INMATES THAT WE'RE HOUSING OUT. YEAH. AND, AND TO THE POINT ABOUT THE CLOSURES, I KNOW WE DON'T HAVE ANY TODAY, BUT, UH, I'M TALKING HISTORICALLY, I THOUGHT THERE WAS A HISTORICALLY, UM, WE WOULD NORMALLY BE, UM, LAST, LAST YEAR WHERE OUR POPULATION WAS AT 4,200 AND, UH, WE HAD ABOUT EIGHT UNITS CLOSED. CURRENTLY, WE HAVE NO UNITS CLOSED AND OUR POPULATION'S ROUGHLY ABOUT THE YEAH. 51. AND SO I THINK, YOU KNOW, AS WE'RE TALKING ABOUT WHY WE HAVEN'T SEEN IT, THAT SEEMS LIKE IF, IF THE OVERTIME FLSA IS CONSISTENT WITH A YEAR AGO, BUT WE ACTUALLY NOW HAVE 80 UNITS OPEN THAT WEREN'T OPEN AT THAT POINT, THEN THAT WOULDN'T MAKE SENSE, RIGHT? YES. AND THAT'S THE DIFFERENCE IS BASED OFF OF THE FACT THAT WE HAVE MORE STAFF NOW, BUT WE HAVE MORE UNITS OPEN. YES. YEAH. AND HELP ME WITH THE VACANCIES THAT WE CURRENTLY HAVE WITHIN DETENTION. UH, LET ME HAVE CHIEF CARDS AS YOU TALK ABOUT THAT. OKAY. YES. GOOD MORNING, COMMISSIONER. RIGHT NOW WE ARE, UH, 100 VACANCIES FOR, FOR DETENTION. AND WE CURRENTLY HAVE TWO CLASSES AT THE ACADEMY WITH ANOTHER ONE SET TO START ON THE 12TH. OKAY. AND, UM, IS THE TREND CONTINUING IN A POSITIVE MANNER? IT SEEMS LIKE WE'VE COME FROM CLOSE TO 300 DOWN TO A HUNDRED IS CONTINUING. YES, SIR. ABSOLUTELY. UM, THIS YEAR ALONE, WE WE'RE ON TRACK TO HIRE OVER 374, UH, DETENTION AND LAW ENFORCEMENT COMBINED. OKAY. CAN YOU ALSO HELP ME WITH THE MANDATORY FORCED OVERTIME? SO WE HAVEN'T REALLY TALKED ABOUT THIS MUCH, BUT YOU KNOW, PREVIOUSLY, BACK WHEN I VISITED THE JAIL, THIS WAS A HUGE ISSUE AND, YOU KNOW, HOPEFULLY WE'VE GOTTEN AWAY FROM THAT PRACTICE. IT'S BEING USED LESS FREQUENTLY AS WE HAVE FEWER VACANCIES AT THE JAIL. IS THAT CORRECT? YOU'RE CORRECT, SIR. ACTUALLY, I'M VERY HAPPY TO REPORT THAT. UH, FORCE MANDATORY OVERTIME, IT'S VERY HIT AND MISS. THAT'S ONLY WHEN OUR HOSPITAL, UM, SENDING OFFICERS OUT TO COVER INMATES AT THE HOSPITAL IS, UH, HIGH. AND NORMALLY THAT'S WHEN IT OCCURS, BUT FOR THE MOST PART IT DOES NOT OCCUR. OKAY. WELL, UM, I'M REALLY GLAD TO HEAR THAT. I, I KNOW THAT WAS A HUGE, UM, DRAIN ON MORALE THAT OUR DETENTION OFFICERS, AND SO I'M GLAD WE'RE, WE'RE GETTING AWAY FROM BEING FORCED TO USE THAT. UM, I APPRECIATE ALL THE DATA HERE. I THINK IT'S IMPORTANT FOR ALL OF US, UH, YOU KNOW, TO BETTER UNDERSTAND THE CURRENT SITUATION, UH, THERE AT THE JAIL AS IT CONTINUES TO EVOLVE. BUT, UM, YOU KNOW, I ALSO THINK, UM, AS WE GO FORWARD, I, I KNOW WE'VE TALKED ABOUT DOING A POTENTIAL STUDY, LOOKING AT FUTURE CAPACITY OPTIONS FOR THE COUNTY AND WHAT THAT LOOKS LIKE. SO I LOOK FORWARD TO, TO WORKING WITH COUNTY STAFF AND MY COLLEAGUES ON THE COURT AND TRYING TO, TRYING TO MOVE THAT FORWARD IN THE COMING MONTHS. UM, BUT WITHOUT, YOU KNOW, FURTHER QUESTIONS, I'LL MOVE APPROVAL. I HAVE A QUESTION MOTION BY COMMISSIONER MOODY, SECOND BY COMMISSIONER, COMMISSIONER CLIFF FLORES. ANY FURTHER QUESTIONS OR COMMENTS? OH, SECOND, BUT I HAVE QUESTIONS. OKAY. YEAH. UM, SO HOW MANY INMATES DO WE HAVE THAT SHOULD BE TRANSFERRED TO THE STATE THAT THE STATE HAS NOT PICKED UP YET? PAPER ESTIMATE. UH, PAPER READIES, ROUGHLY ABOUT 200. WE HAVE A CHAIN GOING OUT THIS WEEK, ABOUT 75. BUT AS FAST AS, UM, THEY'RE GETTING CLEARED OUT, THE COURTS ARE MOVING, UH, THEY PICKED UP. AND SO THE CHAIN KEEPS GROWING, FORTUNATELY. SO PART OF THE ISSUE WITH OUR OVERCROWDING IN JAILS, WHICH ALSO LENDS ITSELF TO OVERTIME PAY FOR YOUR STAFF, IS THAT THE STATE IS VERY DELAYED, UM, IN PICKING UP INMATES. CORRECT? IT, IT'S, IT'S, YES. OKAY. THANK YOU. JUST WANT TO MAKE THAT CLEAR. CAN I MAKE, CAN I MAKE ONE COMMENT ON THAT? YES, OF COURSE. AND, AND WE'VE EXPLORED THIS AND, AND, YOU KNOW, I'LL JUST ASK THE QUESTION PUBLICLY. MY UNDERSTANDING FROM THE CONVERSATIONS I'VE HAD THOUGH, THERE'S, WE'RE ALWAYS WAITING ON PICKUPS, BUT WHEN I'M ACTUALLY LOOKING AT ROOT CAUSE OF, OF PROBLEMS THAT CONSISTENTLY HAS BEEN WITHIN THE WINDOW, THAT THE STATE IS REQUIRED TO PICK THOSE INMATES UP, RIGHT. WHICH IS 45 DAYS. IS THAT CORRECT? YES, SIR. CORRECT. SO THAT HASN'T REALLY CHANGED THAT MUCH. IT'S REALLY JUST ABOUT THE, THE FLOW OF, OF INMATES. OBVIOUSLY, IF WE COULD GET THAT FROM AN AVERAGE OF 40 DAYS DOWN TO AN AVERAGE OF 15 DAYS AND THEY'RE PICKING THEM UP QUICKER, UM, THAT WOULD REDUCE OUR NEED FOR JAIL BEDS. BUT IN TERMS OF ANALYZING THE PROBLEM, THE, THE [01:15:01] TIME WINDOW, THAT LENGTH OF STAY POST, UM, POST-DECISION HASN'T REALLY CHANGED MUCH, IS THAT CORRECT? UH, CURRENTLY RIGHT NOW IT, IT'S 45 DAYS FOR THEM TO PICK IT UP. YES, SIR. BUT I WILL SAY, UM, I THINK WEEK BEFORE LAST, WE ACTUALLY, UH, TOOK A CHAIN OF 140 AND WE TOOK A MAJORITY OF 'EM OURSELVES OVER THERE. SO YOU GUYS MENTIONED ABOUT YOU COULD TAKE 'EM TO THE JAIL, I MEAN, TO THE PRISONS. WE ACTUALLY DID THAT ONCE. SO YOU TOOK THEM TO STATE PRISON? WE TOOK THEM, WE ACTUALLY DROVE THEM OVER THERE BECAUSE THEY HAD AN ISSUE WITH THEIR TRANSPORTATION. SO WE ACTUALLY TRANSPORTED 'EM OVER THERE TO CATCH UP. 'CAUSE I MEAN, THEY OFFERED ME 140 TO GET OUT OF THE JAIL. I JUMPED AT IT. CAN WE DO THAT? I'M SORRY, SOONER. UH, IT WAS A ONE TIME, UH, OPPORTUNITY BECAUSE THEY DIDN'T HAVE THE TRANSPORTATION. BUT I MEAN, THEY, IT'S BEEN REGULARLY, I MEAN, WE, IT HIT A MISS BECAUSE LIKE I SAY, THEY TOOK THE 140 THAT WEEK, AND THEN THE LAST WEEK WAS ABOUT 30, AND THEN THIS WEEK'S ABOUT 75. SO IT, IT FLU, IT FLUCTUATES. OKAY. IF, IF WE'RE EVER, IF THE STATE'S EVER NOT MEETING THAT STANDARD, THEN I NEED TO KNOW ABOUT IT, OF COURSE, AS SOON AS POSSIBLE. RIGHT. SO I CAN TRY TO ADDRESS IT AT THAT LEVEL. OF COURSE. JUDGE. YES. SO, OH, SORRY, GO AHEAD. JUST VERY QUICKLY, THERE'S TWO COMPETING SETS OF, UH, INFORMATION. ON ONE HAND, WE'RE SEEING CRIME GO DOWN. ON THE OTHER HAND, WE'RE SEEING OUR JAIL GO UP IN POPULATION. SO IS THE CRIME STATISTIC NOT GOING DOWN, OR IS IT THAT THEY'RE MORE VIOLENT AND THEY'RE BEING ASKED TO STAY IN BY JUDGES BECAUSE THEY'RE MORE VIOLENT? UH, COMMISSIONER, UH, I WISH WE COULD SAY THAT CRIME'S GOING DOWN IN ALL CATEGORIES. THE TRUTH IS, WE HAVE ACTUALLY ALREADY SURPASSED, PROBABLY ABOUT A MONTH AGO, WE SURPASSED OUR, FOR EXAMPLE, OUR MURDER NUMBERS FOR ALL OF LAST YEAR. WE ALREADY PASSED IT UP. AND MORE THAN HALF OF THOSE ARE AROUND, HALF OF THOSE ARE BECAUSE OF DOMESTIC VIOLENCE RELATED, UH, MURDERS. AND SO, I, I, I CAN'T SAY THAT IT'S GOING DOWN IN ALL CATEGORIES. WE'RE SEEING SOME CATEGORIES OF VIOLENT CRIME CLIMB. MM-HMM. . AND SO THAT'S WHY WE'RE, YOU KNOW, WE'RE, WE'RE, WE'RE, YOU KNOW, WE TAKE A LOT OF ACCUSATIONS. THE DA'S OFFICE TAKES A LOT OF ACCUSATIONS ABOUT BEING SOFT ON CRIME. IF WE WERE SOFT ON CRIME, THE JAIL WOULDN'T BE BUSTING AT THE SEAMS AND HOUSING OUT AT OTHER JAILS. SO I DON'T, I DON'T THINK THAT, THAT IT'S, I I WISH I COULD SAY THAT THE CRIME WAS GOING DOWN IN ALL CATEGORIES, IN FACT. SO WHAT IT IT IS, AS I THOUGHT, IT'S A MORE VIOLENT, UH, CRIMES ARE GOING UP, SO WE HAVE TO KEEP THEM IN, UH, INCARCERATION. WE ABSOLUTELY HAVE TO. OKAY. AND, AND FORTUNATELY WE DO INCUR OVERTIME COSTS AS A RESULT OF IT. WE ALSO INCUR OVERTIME COSTS ON THE, ON THE LAW ENFORCEMENT SIDE OF THE HOUSE BECAUSE OUR FIRST RESPONDERS ARE OUT THERE LITERALLY PUTTING THEIR LIVES ON THE LINE EVERY SINGLE NIGHT TO, TO PUT THESE VIOLENT CRIMINALS BEHIND BARS. REST ASSURED THAT THEY'RE DOING IT. HOWEVER, I DO HAVE TO COME BACK PERIODICALLY AS WE ARE TODAY TALKING ABOUT OVERTIME. COULD YOU PROVIDE US WITH THOSE, UH, UPDATED CRIME STATS ON WHAT'S GOING UP? SO I THINK WE NEED TO BE ABLE TO ADDRESS THEM HERE DOWNSTREAM INSTEAD OF UPSTREAM. ABSOLUTELY. OH, ONE OF THE THINGS THAT, THAT WE'VE BEEN ASKING FOR, FOR SOME TIME NOW IS TO GET OUR STATISTICIAN BACK AT THE SHERIFF'S OFFICE. THAT'S, THAT'S A POSITION THAT WAS FROZEN SOMETIME BACK. UH, I DON'T KNOW THAT WE EVER DID GET IT BACK. I KNOW THAT THERE IS A PERSON THAT WORKS FOR BCIT THAT THAT WAS SUPPOSED TO DO SOME OF THAT WORK FOR US GOT DEPLOYED WITH THE MILITARY. SO IN SOME INSTANCES WE'RE, WE'RE FLYING BLIND WITH REGARD TO OUR, OUR CRIME STATS. THAT IS CERTAINLY SOMETHING THAT WE COULD UTILIZE TO BE ABLE TO ON DEMAND PULL THOSE, THOSE STATISTICS FOR US. BUT ABSOLUTELY. WE'LL, WE'LL, THERE ANY ISSUE WE'RE TO GET IT, WE'LL SHARE IT WITH YOU ISSUE, IS THERE ANY ISSUE WITH USING THE FBI STATS THAT THEY TYPICALLY KEEP ON OUR COMMUNITY ISSUE? WELL, IFBI STATS IN, IN SOME INSTANCES MAY NOT BE AS INSTANTANEOUS AS WHAT WE NEED FOR PURPOSES OF THIS. UH, FBI STATS ARE COLLECTED AT THE END OF THE YEAR AND THEY REFLECT FOR YEARS PRIOR. BUT THAT'S NOT SOMETHING THAT WE CAN ACT ON TODAY. WE, WE REALLY NEED OUR OWN IN-HOUSE, UH, CRIME STATS PERSON, CRIME ANALYSIS PERSON TO BE ABLE TO TELL US DAY TO DAY WHAT PARTS OF THE COUNTY ARE RED, UH, HEAT WISE, DEPENDING UPON WHAT DAY OF THE WEEK IT IS AND WHAT OTHER FACTORS THERE ARE. DID I HEAR YOU SAY THAT POSITION WAS FROZEN? IT WAS FROZEN SOMETIME AGO DURING COVID, OUR, OUR CRIME STATS PERSON RETIRED, UH, AND WE WERE NOT ABLE TO FILL THAT POSITION AGAIN. UH, THEN MY UNDERSTANDING IS IT MOVED OVER TO BCIT. SO BCIT HAS AN EMPLOYEE THAT DOES THAT, BUT HOWEVER THAT GENTLEMAN GOT DEPLOYED, AND SO MARK GAUGER BEING A GOOD PARTNER, WAS ABLE TO, TO, TO GET US SOME HELP WITH REGARD TO THAT. BUT, BUT IT'S NOT INSTANTANEOUS. IT'S NOT, SINCE IT'S NOT ONE OF OUR EMPLOYEES, I REALLY HAVE NO CONTROL OVER, WE NEED THIS RIGHT NOW. I'M ABOUT TO GO TO COMMISSIONER'S COURT OR WHATEVER IT MAY BE. SO IT WOULD BE NICE TO HAVE SOMEONE IN-HOUSE THAT CAN TRACK THAT FOR US. YEAH. I SUPPORT THE, UH, FREEING UP OF THAT FREEZE, UH, AT THIS POINT WHEN YOU HAVE VIOLENT CRIME GOING UP. YES, SIR. THE CRIME SETS ARE CRITICAL FOR YOU TO BE ABLE TO DEPLOY PEOPLE. ABSOLUTELY. IN THE RIGHT TIMING, SIR. AND YOU'RE ALSO WORKING ON, UH, DIVVYING UP NEW PATROL ZONES. ABSOLUTELY. SO IT WOULD BE HELPFUL AS YOU GET [01:20:01] THOSE NEW QUADRANTS TO KNOW WHERE YOUR, UH, STUFF IS IN A REALLY, UH, DAY-TO-DAY BASIS. SO YES, SIR. UH, WE'LL WORK ON THAT TOGETHER. THANK YOU. COMMISSION. YES. SO GOING BACK TO ME, UM, SO IT IS THE RESPONSIBILITY OF THE STATE TO TRANSPORT AND DURING COVID, CORRECT ME IF I'M WRONG, THIS IS MY UNDERSTANDING, THEY USE IT AS AN EXCUSE OF COURSE, IN THE HEIGHT OF THE PANDEMIC, THERE WAS NO MOVEMENT, BUT THEN THEY USED IT AS AN EXCUSE TO CONTINUE TO DELAY, AND THEY LEFT PEOPLE WHO NEEDED TO BE TRANSFERRED. THEY LEFT THEM IN OUR JAILS AT THE COUNTY LEVEL. AT THE BEGINNING OF THE, OF THE COVID PANDEMIC, OUR JAIL POPULATION WAS AT 3,800 OR SO, 3,800 PEOPLE OR SO. UM, WHEN THE BEST PRACTICES SAID, YOU NEED TO REDUCE YOUR FOOTPRINT, YOU NEED TO PULL PEOPLE OUTTA THAT JAIL THAT DON'T NEED TO BELONG. WE WERE ABLE TO GET SOME, SOME, A LOT OF MISDEMEANOR FOLKS OUT, AND WE WERE ABLE TO BRING OUR JAIL POPULATION DOWN TO BELOW 3000 FOR, FOR A, FOR A TIME. UH, CRIME DIDN'T GO UP. AS A MATTER OF FACT, WHEN WE, WHEN WE IT, IT, IT CAME DOWN. NOW A LOT OF THESE ARE COVID TYPE NUMBERS. RIGHT. BUT WITH THAT BEING SAID, OUR JAIL POPULATION WENT FROM ABOUT 3,800 DOWN TO BELOW 3000 AFTER THE GOVERNOR'S ORDER WENT INTO PLACE. THAT JAIL POPULATION JUST WENT SHOT UP LIKE A SKYROCKET AND HASN'T STOPPED SINCE. AND SO WE'RE AT NOW, BACK THEN WE THOUGHT WE WERE FULL AT 3,800, WE'RE NOW AT 5,300 AND SOME CHANGE ON ANY GIVEN DAY. YEAH. SO, YES, ABSOLUTELY. OKAY. AND, AND UNFORTUNATELY, A LOT OF IT HAS BEEN BECAUSE OF THE STATE, THE, THE, UH, CHAINS NOT GOING TO THE PRISON IN A, IN A TIMELY FASHION, ALBEIT THEY DO HAVE 45 DAYS TO PICK 'EM UP. I'D RATHER SEE THEM PICK 'EM UP IN 10 DAYS, 15 DAYS. BUT THEY DO HAVE, BY LAW, THEY DO HAVE THE 45 DAYS. WITH THAT BEING SAID, WE'VE ALSO GOT WAY TOO MANY PEOPLE AT ANY GIVEN TIME, SEVERAL HUNDRED THAT SHOULD BE IN A MENTAL HEALTH BED. CORRECT. BUT THERE ARE NONE TO SEND THEM TO. UH, WE'VE GOT A LOT OF PEOPLE THAT SHOULD BE IN A REHAB BED, BUT THERE ARE NO BEDS TO SEND THEM TO. SO IF, IF YOU JUST GOT US OUTTA THE MENTAL HEALTH BUSINESS, THE REHAB BUSINESS AND THE BEING, TRYING, TRYING TO KEEP UP WITH THE YOU GUYS WOULD BE GREAT. OH, WE, WE WOULDN'T HAVE ANY OVERTIME TO SPEAK OF. RIGHT. OKAY. WELL, THANK YOU FOR YOUR WORK. THANK YOU. THANK YOU COMMISSIONER. COMMISSIONER MOODY. YEAH, I WAS JUST, YOU KNOW, AS COMMENTS FROM BEING MADE, I WAS THINKING ABOUT, YOU KNOW, THE ISSUES HERE AND, AND YOU TOUCHED ON SOME OF 'EM, RIGHT. BUT WHEN WE'RE TALKING ABOUT OUR EXISTING CAPACITY, FORENSIC BEDS IS, IS, IS A BIG ISSUE. RIGHT. THOSE WHO ARE FOUND INCOMPETENT, WHO, WHO SHOULDN'T BE IN THE JAIL, SHOULD BE IN A MENTAL HEALTH FACILITY. CORRECT. UH, IN ONE OF THOSE FORENSIC BEDS AND MAKING SURE THAT THE STATE AND OR THE REGION HAS MORE, MORE CAPACITY, UH, ON, ON THAT REGARD. THE OTHER THING IS THE, THE LENGTH OF STAY, RIGHT? FROM A, YOU KNOW, COURT'S PERSPECTIVE. IF, IF WE REDUCE THAT AVERAGE LENGTH OF STAY FROM 90 DAYS TO 60 DAYS, THAT DRAMATICALLY IMPROVES OUR CAPACITY ULTIMATELY, BECAUSE WE'RE, WE'RE MOVING PEOPLE IN AND OUT FASTER. UM, YOU KNOW, THAT'S, THAT'S ANOTHER OPPORTUNITY FOR US TO CONTINUE TO WORK ON. BUT BEYOND THOSE TWO THINGS, IT REALLY COMES DOWN TO ADDITIONAL CAPACITY. AND, YOU KNOW, THAT GOES BACK TO THAT STUDY. AND, AND WHAT ARE OUR OPTIONS, UM, IF WE ADDED ANOTHER, THE NUMBERS YOU GAVE ME, I JUST CLOSED MY BOOK, BUT I THINK YOU HAD ANOTHER 40, 60 BEDS AT BURNETT COUNTY, IS THAT CORRECT? DOESN'T MATTER. BURNETT HAS 31. OKAY. 31. SO IF YOU HAVE ANOTHER A HUNDRED INMATES NEXT MONTH, WHERE ARE THEY GONNA GO? WELL, WE, WE, WE HAD BEEN IN TALKS WITH, UH, OTHER COUNTIES. FOR EXAMPLE, JUDGE AKA HAD INTRODUCED US TO GARZA COUNTY AT ONE POINT THAT WE'D BEEN TALKING TO. SO THERE ARE, WE'RE IN TALKS TO EXPAND, BUT I CAN, I CAN, I CAN PROMISE YOU IF THE TREND HOLDS TRUE, IF YOU BUILD IT, THEY WILL COME. SO, UH, WE'RE, WE'RE, WE'RE TRYING DESPERATELY TO CLAW BACK THOSE, THOSE INMATES. WE JUST AS SOON HAVE THEM HOUSED IN HOUSE RATHER THAN HAVING TO TRANSPORT OUT TO OTHER COUNTIES. DEFINITELY. WITH THAT BEING SAID, WE'RE NOT WITHOUT RESOURCES. WE COULD ABSOLUTELY FIND OTHER COUNTIES. WE'D JUST ASSUME NOT, AGAIN, IN THE INTEREST OF BEING GOOD STEWARDS OF TAXPAYER DOLLARS, I'D RATHER HAVE THEM HOUSE HERE IF WE CAN, IF WE CAN AFFORD TO. SO I'D RATHER KEEP THE INMATE POPULATION WE HAVE MOVING RATHER THAN US HAVING TO FIND OTHER JAILS TO, TO HOUSE OUT IN. YEAH. AND ALL I'M SUGGESTING IS BOTH, YOU KNOW, FROM SHERIFF'S OFFICE PERSPECTIVE, BUT ALSO AS A COURT AND A COUNTY THAT WE BE PROACTIVE IN EXPLORING, YOU KNOW, WHAT ARE WE GONNA DO WITH THE NEXT A HUNDRED AND THE NEXT 200 AND THE NEXT 300? AND AT WHAT POINT DOES THAT TRYING TO HOUSE AN ADDITIONAL COUNTIES VERSUS FIGURING OUT A NEW SOLUTION IN HOUSE, YOU KNOW, UH, UM, YOU KNOW, HAVE TO COME, COME BACK TO COURT AND HAVE THAT DISCUSSION. THOSE CONVERSATIONS ARE BEING HAD, COMMISSIONER, BUT JUST, YOU KNOW, THERE'S NO EASY FIX. IF WE HOUSE OUT, THEN WE'RE GONNA BE COMING BACK TO YOU ASKING FOR MORE MONEY TO HOUSE OUT. MM-HMM. . SO IT, IT'S, IT'S GOING TO BE ONE OF THOSE THINGS WE'RE, WE'RE GOING TO CONSTANTLY BE COMING BACK AND ASKING FOR MORE MONEY, BUT FROM MY PERSPECTIVE, THAT STUDY SHOULD BRING IN THOSE FINANCIALS. [01:25:01] 'CAUSE I DON'T HAVE A GOOD SENSE, AND I'M NOT SURE IF ANY OF MY COLLEAGUES DO WHAT, WHAT THOSE TRADE-OFFS ARE WHEN WE START TALKING ABOUT THE OVERALL CAPITAL COST OF ADDITIONAL CAPACITY VERSUS PAYING PER BED, YOU KNOW, AND, AND HOW OFTEN ARE YOU USING THOSE EXTERNAL BEDS TO, TO BEAR COUNTY, BUT HOW DO WE THINK ABOUT THOSE TRADE-OFFS FINANCIALLY FOR THE COUNTY? THAT WOULD BE REALLY HELPFUL AS WE, WE GO DOWN THIS PATH TO BETTER UNDERSTAND THE, THE TRADE-OFFS PUTS AND TAKES WITH THAT. SURE. THANK YOU J. JUST BRIEFLY, JUDGE, UM, SHERIFF, THANKS FOR BEING HERE. I WANTED TO JUST MENTION WITH RESPECT TO THAT STATISTICIAN, AS YOU KNOW, UM, MY OFFICE HAD A NUMBER OF MEETINGS WITH YOUR, UH, EXECUTIVE TEAM DURING THE BUDGET PROCESS. MM-HMM. . AND I KNOW IT'S ALWAYS ABOUT TRYING TO PRIORITIZE. UM, THAT WAS ONE THAT, THAT I THINK WAS DISCUSSED, BUT JUST DIDN'T GET, UM, RISE TO THE LEVEL OF THE OTHER PRIORITIES. RIGHT. UM, BUT I JUST WANTED TO MENTION THAT IN DEFENSE OF OUR BUDGET STAFF, I MEAN, THAT WAS KIND OF WHERE WE ENDED. UH, BUT IF, IF THERE IS SOMETHING WE CAN DO, I AGREE WITH YOU THAT THOSE, UH, STATISTICS ARE NECESSARY JUST LIKE FOR US TO MAKE IN INFORMED POLICY DECISIONS. IT IS FOR YOU TO, TO, TO STAFF. SURE. UM, SO WE'LL CONTINUE TO WORK WITH YOU ON THAT, BUT I, BUT I JUST WANTED TO MAKE SURE, UM, THAT, THAT YOU KNEW IN MY DISCUSSIONS WITH YOUR TEAM, UM, THAT WAS ON THE LIST. IT JUST WAS A LITTLE BIT FURTHER DOWN IN TERMS OF, AND I KNOW YOU HAVE A TON OF PRIORITIES, BUT, BUT IT WAS SOMETHING THAT, UM, I I NEEDED TO MAKE SURE WE SET ON THE RECORD BECAUSE IT WASN'T THAT BUDGET STAFF DID DISREGARDED IT, IT JUST DID NOT MAKE IT, UM, INTO THAT FINAL, UH, LIST OF NEGOTIATIONS. BUT WE'RE HAPPY TO WORK WITH YOU TO TRY AND GET THAT RESOLVED. THANK YOU, COMMISSIONER. IT'S, IT, IT IS ABSOLUTELY STILL THE NEED. AND WHILE WE'RE THANKFUL FOR THE 41 SETS OF BOOTS Y'ALL HELPED US PUT ON THE GROUND, UH, ARE, ARE HELPING US WITH CURRENTLY, WE'RE GRATEFUL FOR THAT. THE NEED STILL DOES EXIST FOR SURE, BUT I APPRECIATE IT. ANY FURTHER COMMENTS, QUESTIONS, CALL FOR A VOTE ON AGENDA ITEM 10, MOTION BY COMMISSIONER MOODY, SECOND BY COMMISSIONER CLAY FLORES. ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR, SINGLE ADVICE SAYING AYE. I. ANY OPPOSED? ANY ABSTENTIONS? MOTION CARRIES. UH, WE'LL TAKE UP THE SECOND [55. Approval and execution of the American Rescue Plan Act (ARPA) grant agreement between Bexar County and Haven for Hope of Bexar County to provide Coronavirus State and Local Fiscal Recovery Funds (SLFRF) for the necessary repairs of the Haven for Hope Resource Center located in Bexar County Precinct 2 in the amount of $890,000 and appropriate budgetary transfer.] ITEM PULLED FROM CONSENT, I BELIEVE COMMISSIONER RODRIGUEZ, YOU SAID IS 55, UH, APPROVAL EXECUTION OF THE AMERICAN RESCUE PLAN ACT. ARPA GRANT AGREEMENT BETWEEN BEXAR COUNTY HAVEN FOR HOPE OF BEXAR COUNTY TO PROVIDE CORONAVIRUS STATE AND LOCAL FISCAL RECOVERY FUNDS FOR THE NECESSARY REPAIRS OF THE HAVEN HOPE RESOURCE CENTER, LOCATED IN BEXAR COUNTY PRECINCT TWO IN THE AMOUNT OF 890,000 AND APPROPRIATE BUDGET TRANSFER. COMMISSIONER RODRIGUEZ. THANK YOU, JUDGE. UM, ROBERT, I DON'T NEED A PRESENTATION ON THIS. I REALLY PULLED IT TO ACKNOWLEDGE, UM, ONE OF THE MAIN REASONS IT'S ON THE AGENDA AND THAT IT'S GETTING DONE. UM, EARLIER THIS YEAR, WE LOST MARY ROSE BROWN, UH, WHO WAS A SIGNIFICANT, UH, PROPONENT FOR HAVEN FOR HOPE. I KNOW THOSE OF US WHO ARE HERE DURING THE ARPA PROCESS AND TRYING TO PRIORITIZE THOSE DOLLARS. UM, IF WE DIDN'T HEAR FROM HER, YOU KNOW, ONCE OR TWICE A WEEK ADVOCATING FOR THE NEEDS OF HAVEN FOR HOPE, THIS WOULD NOT HAVE HAPPENED. AND, AND AGAIN, I KNOW THAT WE, WE LOST HER THIS YEAR, SO I, I SIMPLY JUST WANTED TO ACKNOWLEDGE HER WORK, HER ADVOCACY. UM, SHE CERTAINLY WILL BE MISSED. UH, BUT, BUT NOTHING WAS, I THINK, UH, DEAR TO HER HEART AND HER, UH, MISSION TO GIVE BACK THAN HAVEN FOR HOPE. UM, SO I JUST WANTED TO TO, TO THANK YOU FOR GETTING THIS, UH, GOING. I KNOW YOU WERE, UH, PART OF THOSE DISCUSSIONS, ROBERT, UH, BACK THEN. AND, UH, WE LOOK FORWARD TO GETTING, UH, THE NEEDED REPAIRS THERE DONE AT, UH, HAVEN FOR HOPE. SO AGAIN, JUDGE, I JUST WANTED TO ACKNOWLEDGE, UH, THE WORK OF, UH, MARY ROSE BROWN TO GET THIS DONE. AND I MAKE A MOTION TO APPROVE SECOND MOTION BY COMMISSIONER REGA, SECOND BY COMMISSIONER CALVERT. ANY FURTHER DISCUSSIONS? HEARING NONE. ALL THOSE IN FAVOR STATE BY SAYING AYE. AYE. ANY OPPOSED? ANY ABSTENTION? MOTION CARRIES. THANK YOU. I BELIEVE THAT CONCLUDES THE CONSENT AGENDA. AGENDA [6. FIRST PERSON WILL BE STANLEY MITCHELL, YOU HAVE THREE MINUTES. GOOD MORNING, JUDGE SAI AND GOOD MORNING COMMISSIONERS. MY NAME IS STAN MITCHELL, A BEAR COUNTY HOMEOWNER. I'VE PREPARED THREE COPIES OF MY PRESENTATION FOR YOUR REFERENCE. OKAY. IN CASE I STUMBLE, I AM REPORTING TO YOU ON BEHALF OF THE LIEUTENANT COLONEL GEORGE [01:30:01] SORAN, ESTATE VICTIMS OF THE LEGAL MAXIM JUSTICE DELAYED IS JUSTICE, DENIED MY SEPTEMBER 23RD LETTER TO ASSISTANT DA CHANDLER BOWEN AND MYRA RODRIGUEZ AFFIRM THIS EMAIL NOTIFICATION RECEIVED FROM THEM. UNFORTUNATELY, RESTITUTION FOR LIEUTENANT COLONEL SORAN WAS NOT INCLUDED IN THE RICHARD A. MORAN RESTITUTION RESTITUTION PLAN BECAUSE HE COULD NOT TESTIFY SINCE HE PASSED IN 2023. IT IS UNFORTUNATE INDEED, SINCE OF ALL OF MORIN'S VICTIMS, THE COLONEL WAS THE MOST HARMED. BUT THE COLONEL DID TESTIFY TO LAUREL SAER THEN REPORTING TO NANCY SANFORD, DEPUTY CHIEF, THE SHERIFF'S CRIMINAL INVESTIGATION DIVISION ER'S INVESTIGATION. THE BASIS OF THE DA'S EFFECTIVE PROSECUTION OF, UH, OF, UH, MARIN DOES NOT JUST FADE AWAY. LIEUTENANT COLONEL SORAN WAS NOT SPECIFICALLY EXCLUDED FROM, UH, MARIN'S TESTIMONY UNDER OATH. THE JUDGE, MICHAEL MARY AT THE JUDGE'S SEPTEMBER 20TH HEARING, RAM, I APOLOGIZE TO VICTIMS NOTE THE PLURAL RAM. I WANT TO MAKE EVERYONE WHOLE, YOUR HONOR, RAM JUDGE MARY IS CONNECTED FOR HIS, UH, CONCERN FOR ALL VICTIMS. JUDGE MARY CHARGED RAM THEN IT'S ALL ABOUT YOUR MEDICATIONS AND PAYING VICTIMS. NOTE THE PLURAL AND THE LACK OF EXCEPTIONS TO THAT RULING BECAUSE SARAN WAS NOT EXCLUDED BY RAM FROM HIS VICTIM'S LIST. AND JUDGE MARY DID NOT SPECIFICALLY EXCLUDE SARAN FROM RESTITUTION. PAYMENT ELIGIBILITY SARAN IN HIS ESTATE MUST BE INCLUDED AMONG POTENTIAL RESTITUTION PAYEE. SHELLY MUTTS, DAUGHTER OF COLONEL SORAN, WHO REPRESENTS HIS ESTATE, WAS UNFAIRLY EXCLUDED FROM VICTIMS, CITED VERBALLY BY CHANDLER BOWEN TO JUDGE MARY DURING RAMS SEPTEMBER 20TH TESTIMONY. WE BRING THIS MATTER TO YOU AND YOUR COMMISSIONERS JUDGE SAKAI, BECAUSE A MAJOR INJUSTICE HAS BEEN PERPETRATED AGAINST A CITIZEN IN YOUR COUNTY. THE JUSTICE SYSTEM PROPERLY PENALIZING, CONVICTED FELON, RICHARD A. MORAN HAS DAMAGED AN INCIDENT, AN INNOCENT PARTY, LIEUTENANT COLONEL GEORGE SARON IN HIS ESTATE. VICTIMS OF JUSTICE DELAYED JUDGE THOMAS EXPIRED. GO AHEAD AND WRAP UP JUSTICE, THEREFORE DENIED GEORGE ALEJO AND OTHER MEMBERS OF OUR COALITION WILL ELABORATE ON ABUSES OF OUR COURT SYSTEM THAT WARRANT YOUR FURTHER ATTENTION. THANK YOU FOR THE LATITUDE. ALRIGHT, THANK YOU MR. MITCHELL. KAY TURNER. HELLO, MY NAME IS KAY TURNER, AND IT SEEMS TO FALL TO ME TO SHINE LIGHTS ON THINGS LIKE FLUORIDE, WHICH IS A NEUROTOXIN. APPLEWHITE WAS ON FLAT LAND PUSHING THE WATER UP THE HILL. AND IT'S STILL NOT RESOLVED IN MY OPINION, BUT TODAY I'M HERE TO SHINE A LIGHT ON PROBATE AND IT'S HIT ME PERSONALLY. AND THAT'S FINE BECAUSE SOMEBODY HAS TO DO SOMETHING ABOUT IT. I DON'T MIND BEING IN THE COURT SYSTEM AS LONG AS THE JUDGES KNOW THE RULE OF LAW AND THE PROBATE CODE THAT APPLIES. AND THE NEXT TIME YOU MAY EVEN SEE ME IN HANDCUFFS BECAUSE I'M NOT SIGNING OFF TO A TAX LIEN. I DON'T OWN THAT. OTHER PEOPLE I JUST REPRESENTED WOULD GET SCREWED. BUT THEY'RE GONNA TRY THAT. NEXT, IT'S KIND OF GOTTEN OUTTA HAND BECAUSE THE SECURITY SYSTEM WE NOW ENJOY HERE AT THE COURTHOUSE IS DUE TO MY BROTHER WHO SHOT AN ATTORNEY, OUR FATHER'S PROBATE ATTORNEY BACK IN 1997. AND NOW HE'S 21 PLUS YEARS LATER COMING AFTER ME FOR, UH, UH, LACK OF FIDUCIARY CARE WHILE WE SUPPORTED HIM AT 17 OUT AT 20 YEARS OF INCARCERATION. I'M NOT GONNA GET INTO THE DETAILS, BUT I WANT YOU TO KNOW THAT I PERSONALLY PLAN TO TAKE THIS ALL THE WAY TO THE SUPREME COURT. A JUDGE MUST BE JUDICIOUS. THEY CAN'T WANT THE I SEE HERE, A, A, A MOVE TO PUT A ROUND PEG IN A SQUARE HOLE. A PREDETERMINED, UH, OUTCOME WHERE I THINK, UH, MAYBE A JUDGE IS AIDING AT ABETTING THE ATTORNEY NOT FOR JUSTICE, BUT FOR A CONCLUSION SHE AND ONE ATTORNEY WANTS. WE HAVE TO STOP THIS ABUSE GUARDIANSHIPS HER AT QUESTION. COLONEL SORAN, I KNEW PERSONALLY AND HE WANTED HIS FAMILY PROTECTED. I HOPE HE CAN GET ADDED TO THE RESTITUTION LIST BECAUSE I DID SEE A CHECK FROM HIS TRUST. SO A TRUST LIVES ON WHEN YOU DIE. SO THERE'S THAT QUESTION TOO, [01:35:01] BUT I JUST WANT TO THANK YOU FOR YOUR TIME AND YOUR SERVICE. AND PLEASE, THESE PROBATE JUDGES HOLD PEOPLE'S LIVES IN THEIR HANDS. AND I KNOW TWO OTHER PEOPLE WHO HAVE PROBABLY MUCH MORE SERIOUS, UM, COMPLAINTS THAN I DO. BUT NOW I'M ONTO PROBATE BECAUSE THIS IS JUST NOT RIGHT. I KNOW YOU ALL OF YOU, I DON'T KNOW ALL OF YOU PERSONALLY, BUT I KNOW YOU ALL WANT JUSTICE AND I APPRECIATE EVERYTHING YOU DO FOR OUR COUNTY AND CITY. THANK YOU MS. TURNER. UH, GEORGE LAGOS. GOOD MORNING JUDGE. AKA COMMISSIONERS. MY NAME IS GEORGIA LEJO. I'M WITH THE LEAGUE OF UNITED LATIN AMERICAN CITIZENS HERE IN SAN ANTONIO. AND I'M HERE TODAY BECAUSE SOME THINGS HAVE COME UP THAT WE REALLY NEED TO GET, UH, YOU ALL INVOLVED IN LOOKING INTO THESE ISSUES. YOU JUST HEARD FROM MS. K TURNER PROBLEMS THAT SHE'S HAVING IN PROBATE COURT NUMBER, I THINK IT'S NUMBER ONE OR NUMBER TWO, UH, VERONICA VASQUEZ. THERE'S ALSO ANOTHER PROBATE JUDGE, UH, OFFICER KAZEN WHO OPERATES PROBATE COURT, NUMBER ONE, I BELIEVE. AND WHAT WE'RE FINDING IS A LOT OF THINGS THAT WE NEED TO HAVE, UH, INVESTIGATED. WE HAVE, UH, REASON TO BELIEVE THAT CRIMINALS HAVE INFILTRATED THOSE TWO COURTS FOR THE PURPOSE OF ENRICHING THEMSELVES. THE MOST NOTORIOUS OF THIS IS RICHARD MOINE THAT, UH, MR. MITCHELL REFERRED TO EARLIER. THAT GENTLEMAN HAS RUN A CRIMINAL ENTERPRISE IN BEXAR COUNTY FOR FOUR DECADES, AND HE'S NOW IN JUDGE, UH, MICHAEL MARY'S COURT AWAITING TO BE SENTENCED FOR THE SEVEN FELONY COUNTS THAT HE PLED GUILTY, GUILTY TO EARLIER THIS YEAR. THAT'S GONNA COME IN MARCH OF 2025 WHEN HE'S NOT GONNA BE ABLE TO COMPLY WITH JUDGE MARY'S ORDERS TO, UH, GIVE RESTITUTION TO HIS VICTIMS, UH, TO THE TUNE OF $2 MILLION. UNBEKNOWNST TO JUDGE MARY, THIS GUY RICHARD WOODIN, HAS AN AN IRS TAX LIEN OF OVER $800,000 AND A TREASURY US TREASURY DEPARTMENT TAX LIEN OF OVER HALF A MILLION. SO IT'S VERY UNLIKELY THAT HE'S GONNA BE ABLE TO COMPLY WITH JUDGE MARY'S ORDERS TO, UH, GIVE RESTITUTION TO THOSE PEOPLE. UH, I JUST HAVE A CONCERN BECAUSE, UH, MAUREEN LAST YEAR WITH THE HELP OF OSCAR KAZEN, HIS ATTORNEY, ELGA BROWN, BRIAN TRENT, AND THE TEMPORARY ADMINISTRATOR, RICHARD CORRIGAN WAS ABLE TO MAKE A RIDICULOUS OFFER OF $400,000 ON PROPERTIES WORTH OVER A MILLION FROM THE THELMA YI STATE. HE THEN IMMEDIATELY TURNED THAT, UH, AND SOLD IT TO A THIRD PARTY GROUP FOR $650,000, MAKING A PROFIT OF 250,000 FOR HIMSELF. THAT IS OUTRAGEOUS. UH, AND IT, IT NEEDS TO BE INVESTIGATED. WE PLAN TO, UH, PREPARE A DOSSIER TO BE SUBMITTED TO THE STATE COMMISSION ON JUDICIAL CONDUCT, THE FBI AND, UH, KENT PAXTON. I WANTED TO ADDRESS THE, THE BOARD THIS MORNING BECAUSE IT'S SOMETHING THAT REALLY HAS BECOME A NORM RATHER THAN THE EXCEPTION. WE HAVE A LOT OF PEOPLE INFILTRATING THE PROBATE BOARD. JUDGE, THE TIME HAS EXPIRED, HELPING THEMSELVES WRAP IT UP. GO AHEAD AND WRAP IT UP. MR. LO. THANK YOU VERY MUCH. THANK YOU. DOREEN SILVA. HI. I DIDN'T KNOW I WAS GONNA SAY ANYTHING, BUT, UM, YOU, YOU'RE GONNA SPEAK UP A LITTLE BIT MORE. UH, YES. I HAVE A HOUSE THAT WAS STOLEN FROM ME, UM, BY, UH, A PERSON BY THE NAME OF STEVEN KENNEDY. AND THE, AND IT'S TAKEN SIX MONTHS FOR THE DA, UH, MR. BOWEN TO RESPOND. I MEAN, 10 MONTHS TO RESPOND. AND, UM, AND I JUST DON'T KNOW WHY IT'S TAKEN SO LONG. OKAY, IS THERE ANYTHING ELSE? ANYTHING ELSE YOU WANNA SAY? UM, I, I JUST, I WAS, I'M HOPING FOR, SO WHEN WE SHOW UP IN COURT THAT HE COULD BE PROSECUTED. 'CAUSE THERE'S PROOF THAT THE MAN THAT STOLE MY PROPERTY, UM, THERE'S PLENTY OF PROOF THERE. THERE WAS A, UH, NOTARY THAT WAS BOGUS. A PRIVATE INVESTIGATOR WENT AND DID SOME RESEARCH [01:40:01] AND FOUND OUT THAT IT WAS, UH, A, UM, NOTARY THAT DIDN'T EVEN EXIST. SO I'M HOPING TO GET MR. BOWEN TO PROSECUTE THIS MAN, AND HE'S TAKEN 10 MONTHS. AND SO THAT'S ALL I WANTED TO SAY. THANK YOU. UH, HOW ABOUT MOLLY? NO LAST NAME. SORRY. COUNTY COMMISSIONER. I HAVE TO BORROW YOUR STATEMENT. I LOST MINE. OKAY, I'LL DO IT BACK TO YOU. UM, YOUR HONORABLE JUDGE COUNTY COMMISSIONERS HAVE COME HERE TO INFORM YOU, JUDGE, THAT THE ORDER THAT YOU HAVE PUT FORTH THE LAST TIME I WAS HERE WAS NOT FOLLOWED THROUGH TO COMPLETION. WHILE COMMISSIONER CALVERT'S, LOVELY STAFF PERSON CAME OUT INTO THE HALLWAY AND MET WITH ME, TAKING DOWN A VERY THOROUGH REPORT OF MY CONCERNS INTO THE DEATHS OF THE UNHOUSED COMMUNITY, MAINLY SENIOR CITIZENS, SINGLE WOMEN, AND PEOPLE WITH MENTAL INSTABILITIES. THESE DEATHS ARE A RESULT, AS YOU KNOW, FROM THE HEAT INDEX AND COLD WEATHER, AND THE ENDLESS REPEATED HUMAN SWEEPS THEY CALL ABATEMENTS. NOBODY COMPLETED A FOLLOW-UP COMPREHENSIVE MEETING WITH, WITH ME, WITH YOUR OFFICE. AND THEN ALSO, UM, I DO HEREBY COMMISSIONER CALVERT, UH, CALL ON YOUR PLEDGE THAT YOU MADE IN THE SECOND ANNUAL HOUSE THIS MARCH TO WORK WITH ME SO THAT WE CAN CREATE THE SOLUTIONS-BASED RESOLUTIONS THAT WILL HELP MITIGATE THE HOMELESS PROBLEM AS EVERYONE PUTS IT. UM, FORTUNATELY, REBECCA, COMMISSIONER REBECCA CLAY FLORES, WHEN YOUR STAFF TOOK DOWN MY NAME AND NUMBER, THEY NEVER CALLED ME BACK. SO, UM, YOUR HONOR, WILL JUDGE SAI, I WAS VERY THANKFUL THAT YOU ASSISTED US WITH THE THIRD ANNUAL HOUSE IS MARCH. UM, AND, UM, VERY HUMBLED WHEN YOUR WIFE, RACHEL SAKA, SPOKE ON YOUR STEAD. I ALSO HEREBY REQUEST A COMPREHENSIVE, FULL APPOINTMENT WITH YOUR STAFF SO THAT WE CAN GO OVER THE POINTS THAT YOUR LOVELY WIFE RACHEL PROMISED WOULD GO OVER WITH YOU DURING THE LAST THIRD ANNUAL HOUSE IS MARCH WHEN YOU ALLOWED US TO OCCUPY THE FRONT COURTYARD OF THE COUNTY COURTHOUSE. THAT BEAUTIFUL, BUT VERY EXTREMELY HOT MORNING. I UNDERSTAND, UH, SHE SAID THAT SHE WAS GOING TO INFORM YOU OF ALL THOSE POINTS MADE, UH, JUDGE IN THE COURT, I APOLOGIZE, BUT THE DETAILS AND THE INTEL YOU MAY HAVE BEEN GIVEN BY OUR CURRENT DEDICATED HOUSE SERVICE PROVIDERS ON THE TOPIC OF HOW TO HELP THE HOMELESS MAY BE INCREDIBLY LACKING AND A BIT FALSE. I WOULD LIKE TO PROVIDE YOU WITH THE CORRECT INFORMATION AND ONCE AGAIN, PROVIDE YOU WITH THE SOLUTIONS PROVEN TO HELP DRASTICALLY REDUCE HOUSELESSNESS IN OUR COUNTY, IN THE CITY. I JUST NEED YOUR HELP, YOUR HONOR, TO GET THE CITY MANAGER AND MAYOR ON BOARD TO CREATE MORE SENSIBLE ASSISTANCE IN THE WAY THAT I'VE SEEN THE COUNTY DO WHEN TAPPING INTO THE EMT INDIVIDUALS THAT WERE JUST HERE. UM, THEY HAD INCREDIBLE, WONDERFUL WARMING CENTERS, UM, BUT THE CITY JUST COULD NOT EMULATE THAT TYPE OF MODEL. AND THAT'S THE TYPE OF WARMING CENTERS THAT WE NEED FOR THE UNHOUSED COMMUNITY OR PEOPLE THAT ARE HOUSED THAT DON'T HAVE ACCESS TO HEAT AS WELL. UM, COMMISSIONER GRANT MOODY, I EXTEND THE INVITATION TO YOU. UM, IF YOU'RE INTERESTED IN HEARING THESE SOLUTIONS BASED RESOLUTIONS, AS I UNDERSTAND ALAMO HEIGHTS IS, UM, EXPERIENCING A GREATER NUMBER OF HOMELESSNESS AS WELL, ESPECIALLY WITH THE DISPLACEMENT ALONG BROADWAY ACROSS FROM AL ALMA HEIGHTS HIGH SCHOOL, WHERE THE PARKING LOT NOW EXISTS INSTEAD OF HOUSING JUDGE, THE, THE TIME HAS EXPIRED. GO AHEAD AND WRAP IT UP. OKAY, LAST SENTENCE. UM, I'D LIKE TO SCHEDULE A COMPREHENSIVE FULL PRESENTATION WITH YOUR OFFICE AS WELL. SO THANK YOU ALL FOR YOUR TIME. THANK YOU. MAY I APPROACH THIS? I CAN GIVE THIS BACK TO CALVERTS. THIS IS HIS. THANK YOU. ALL RIGHT. I BELIEVE THAT CONCLUDES THE CITIZENS TO BE HEARD. IF YOU DIDN'T SIGN UP, THEN YOU NEED TO SIGN UP HEARING NO OTHERS. LET'S GO INTO INDIVIDUAL ITEMS. ALL RIGHT. I BELIEVE [79. UM, REALLY NOT TOO HAPPY THAT IT'S FOR THIS REASON, BUT, UH, AS YOU KNOW, WE HAVEN'T HAD MUCH RAINFALL OVER THE LAST COUPLE OF MONTHS. UH, THE, THE ACHI BYRON DROUGHT INDEX IS BACK UP TO 6 83. SO, UH, MAKES US COME BEFORE YOU GUYS AND ASK FOR, UH, THE APPROVAL OF A BURN BAND BASED ON OUR RECOMMENDATION, UH, WHATEVER BETWEEN WHENEVER WE'RE BETWEEN SIX AND 800, UH, THAT'S CONSIDERED SEVERE DROUGHT. AND THAT'S, THAT'S WHERE WE ARE RIGHT NOW. UH, THIS WILL, THIS WILL BE A 90 DAY BAN. UH, ALSO IT WILL FALL WITHIN THE NEW YEAR'S HOLIDAY. SO MORE [01:45:01] THAN LIKELY, UH, WE WILL BE COMING BACK TO YOU ALL UNLESS WE HAVE SIGNIFICANT RAINFALL AND REQUEST A, UH, THE SAME BEING ABLE TO NOT SELL, UH, FIREWORKS WITH THE RICK, THE, THE MISSILES WITH FINS AND THE ROCKETS WITH STICKS. UH, BUT RIGHT NOW THIS IS JUST FOR THE BURN BAND. WE, AND WE WOULD APPRECIATE IT IF, UH, YOU GUYS WOULD, UH, SUPPORT THAT. THAT'S OUR RECOMMENDATION. ANY QUESTION? NO QUESTIONS. UM, THANKS FOR TRYING TO KEEP US SAFE, MAKING A MOTION FOR APPROVAL. SECOND MOTION BY COMMISSIONER CLEAR FORCE, SECOND BY COMMISSIONER RODRIGUEZ. ANY FURTHER? QUESTION? COMM COMMENTS? ALRIGHT, ALL THOSE IN FAVOR SECOND BY SAYING AYE. AYE. AYE. ANY OPPOSED? ANY ABSTENTION? THANK YOU, CHRIS. MOTION PASSES. IS IT MY UNDERSTANDING, CHRIS, WHEN WE PASS THESE IN THE PAST, IT STARTS RAINING. YOU KNOW, WE HAVE, IS THERE ANY TRUTH TO THAT? WE HAVE A PRETTY GOOD TRACK RECORD OF THAT. YEAH, IT, IT'S TRUE. MAKE A STATEMENT. I KNOW THAT, UH, I KNOW THAT THE MANAGER'S OFFICE, THOMAS AND I HAVE A RUNNING JOKE ALSO PUT ON THE RECORD. WHENEVER I WASH MY CAR, IT RAINS. SAID I WASHED MY CAR THIS PAST WEEKEND. SO, YEAH. CAN I JUST MAKE THIS? HAS, THIS HAS BEEN PRETTY GOOD. THANK YOU JUDGE. CAN I MAKE A STATEMENT FOR EVERYONE WHO MAY BE LISTENING WHO PRESENTS AND TO MY COLLEAGUES, I REALLY DON'T KNOW WHO DECIDES HOW MANY MINUTES Y'ALL HAVE, BUT THEY GAVE Y'ALL 15 MINUTES. APPROPRIATE ACTION. ORDER AND PURCHASE. THE LOWEST, LOWEST, MOST RESPONSIVE BID SUBMITTED BY SOVEREIGN BUILDERS INC. DBA CONSTRUCTION LTD TO PROVIDE FOR THE PURCHASE OF CONSTRUCTION SERVICES FOR THE BEXAR COUNTY CRIME LAB RENOVATION PROJECT AND THE BASE BID AMOUNT OF 6 MILLION 500 2200 380 $2 AND 7 CENTS. ALTERNATE ONE IN THE AMOUNT OF $318,816 25 CENTS, PLUS A HUNDRED THOUSAND OWNERS CONTINGENCY FOR A TOTAL AWARD OF $6,941,198 AND 32 CENTS AS REQUESTED BY THE FACILITIES MANAGEMENT DEPARTMENT AUTHORIZING THE PURCHAS AID TO EXECUTE FILE APPROPRIATE AWARD DOCUMENTS FOR RECORD AND APPROVAL OF THE APPROPRIATE BUDGET TRANSFER. MR. DAN CURRY. UH, THANK YOU JUDGE COMMISSIONER DANKER, FACILITIES MANAGEMENT FOR THE RECORD, HOW MUCH TIME DO I HAVE? I'M JUST KIDDING. ONE MINUTE. EXACTLY. I WON'T GET THROUGH THIS IN 60 SECONDS, BUT WE'LL GO AS QUICKLY AS WE CAN. SO, UH, WE'RE HERE TO TALK ABOUT, UH, THE RENOVATION OF A, A, UH, BUILDING WE PURCHASED A FEW YEARS BACK FOR THIS EXPRESS PURPOSE. UH, IT'S A RENOVATION OF A 40,000 SQUARE FOOT BUILDING FOR THE CRIMINAL INVESTIGATION LABORATORY. UH, WE'RE SAVING AND ACCEPTING ABOUT 3000 SQUARE FEET FOR THE FUTURE, MOVE IN OF THE SHERIFF'S OFFICE, PUBLIC, UH, PUBLIC OR INTERNAL AFFAIRS SPACE. SO HERE'S A COUPLE FLOOR PLANS WITH THE NEW WORK IS GONNA INCLUDE, AS YOU CAN SEE, THAT AREA THAT'S GREAT OUT. IT'S NOT IN CONTRACT. THE BASE PROJECT'S GONNA INCLUDE METAL FRAMING, GYPSUM WALLS, CARPENTRY, MILLWORK, MECHANICAL, ELECTRIC SYSTEMS THAT ARE SPECIFIC TO LABORATORY, UH, RENOVATIONS. SO THERE ARE SOME, UM, MAN TRAPS AND SOME EXHAUST AREAS THAT WERE FOR DESIGNING SPECIFICALLY FOR THOSE CRIME LAB FUNCTIONS. INFORMATION SECURITY. OUR ALTERNATE ONE, JUST SO YOU'RE AWARE OF WHAT THAT ALTERNATE ONE INCLUDES WAS THE STRUCTURED CABLING, ACCESS CONTROL, AND SURVEILLANCE CAMERAS FOR THE PROJECT. WE SOMETIMES PULL THAT OUT SEPARATELY 'CAUSE THERE ARE OPPORTUNITIES FOR US TO GET, UH, BETTER PRICING. BUT THIS PRICING WAS EXCELLENT ON THAT PARTICULAR, UH, WORK. SO I'LL GIVE YOU A LITTLE BACKGROUND ON SOLICITATION. UH, WE WORKED WITH PURCHASING AND ISSUED THIS ON MAY 29TH, UH, EVENT 1,107 RESPONSES. WE HAD EXCELLENT BID COVERAGE ON THIS JOB. WE HAD EXCELLENT RESPONSES, UM, AND SOVEREIGN BUILDERS WAS THE LOWEST BIDDER. UH, WE HAVE A REPRESENTATIVE FROM SOVEREIGN BUILDINGS HERE IF YOU HAVE ANY QUESTIONS FOR THEM, BUT TODAY WE'RE ASKING FOR YOUR, UH, RECOMMENDED MOTION IS, UH, AWARDING PURCHASE ORDER TO THE LOWEST AND MOST RESPONSIVE BIDS SUBMITTED BY SOVEREIGN BUILDERS, UH, FOR THE BEXAR COUNTY CRIME LAB RENOVATION PROJECT. ANY QUESTIONS, MR. ? I DON'T HAVE ANY QUESTIONS. UM, THIS IS GOING TO BEING BUILT IN MY, UM, PRECINCT, SO THANK YOU FOR THE WORK. I KNOW, UM, ONCE WE GET THIS, WE'LL ALSO HAVE MORE ROOM FOR THE MEDICAL EXAMINER'S OFFICE. SO I'D LIKE TO MAKE A MOTION FOR APPROVAL. MOTION BY COMMISSIONER CLAY FLORES. SECOND BY COMMISSIONER RODRIGUEZ. COMMISSIONER RODRIGUEZ, COMMISSIONER MOODY. UH, DAN, UH, I KNOW THE CRIME LAB HAS, HAS COME TO US IN THE PAST AND TALKED ABOUT, YOU KNOW, NEED FOR ADDITIONAL RESOURCES AND POTENTIALLY THAT'S, YOU KNOW, FURTHER EXPANSION IN THE FUTURE. I GUESS JUST THIS, UH, THESE PLANNED RENOVATIONS, DO THEY TAKE INTO ACCOUNT THOSE REQUESTS AND, AND FUTURE NEEDS AS WELL? OR HOW WOULD YOU EXPLAIN THAT? YES, WE WORKED WITH ORRIN DIM IN HIS OFFICE ABOUT FUTURE NEEDS. AND THIS BUILDING IS BIG ENOUGH THAT IT, IT, I BELIEVE IT SERVES THEM FOR DECADES TO COME AS FAR AS SPACE CAPACITY. OKAY, SO A LABORATORY SPACE. GOOD TO HEAR. THANK YOU, COMMISSIONER CALVERT. ALL RIGHT. ANY FURTHER DISCUSSION? CALL FOR A VOTE. ALL THOSE IN FAVOR SAY BY SAYING AYE. AYE. ANY OPPOSED? ANY ABSTENTION? MOTION [01:50:01] CARRIES. THANK YOU. UH, ITEM [81. Presentation, discussion, and appropriate action regarding Bexar County's American Rescue Plan Act State and Local Fiscal Recovery Fund to include any appropriate budget transfer necessary.] 81, PRESENTATION DISCUSSION, APPROPRIATE ACTS REGARDING BEAR COUNTY AMERICAN RESCUE PLAN ACT, STATE LOCAL PHYSICAL RECOVERY FUND, INCLUDE ANY APPROPRIATE BUDGET TRANSFER NECESSARY. MS. SHANNON COMMISSIONERS, JUDGE MELISSA SHANNON FROM THE COUNTY MANAGER'S OFFICE. AND IN MY DEFENSE, I PUT 30 MINUTES ON MY A CF AND IT WAS CUT DOWN. SO JUST FOR THE RECORD COMMISSIONER. SO TODAY WE'RE GOING TO, UM, GIVE YOU AN ARPA UPDATE ON THE, UH, ARPA FUNDING. AND I JUST WANNA REITERATE THAT THE DATA THAT YOU WILL SEE IN THE PRESENTATION IS AS OF THE 21ST, I HAD TO PICK A, A POINT IN TIME, UM, TO, TO PUT THE PRESENTATION TOGETHER. SO IT MAY HAVE CHANGED IN THE LAST WEEK A LITTLE BIT, BUT THIS IS THE DATA AS OF THE 21ST. I'M NOT GOING TO GO THROUGH THIS SLIDE. I JUST DO WANNA MENTION THE ONE THING IS, UM, OUR OBLIGATION DEADLINE IS THIS, THE END OF THIS CALENDAR YEAR, AND THEN ALL OF THE FUNDING, AS YOU KNOW, MUST BE EXPENDED, UM, AT THE END OF 2026. THIS NEXT SLIDE IS A SCREENSHOT OF OUR ARPA WEBSITE. AS YOU KNOW, ARPA RECIPIENTS WITH A POPULATION OVER 250,000 WE'RE REQUIRED TO PUBLISH THIS DATA ON A PUBLIC, OUR PUBLIC FACING WEBSITE. UM, THIS IS A SHOT OF THE LIVE INTERACTIVE DASHBOARD THAT WE'VE GOT ON OUR WEBSITE. THIS, UM, SITE ALSO SERVES AS OUR OUTREACH TO THE COMMUNITY, AS IT INCLUDES UP-TO-DATE INFORMATION ON ALL PRIORITIES AND PROJECTS. PDF VERSIONS OF ALL AGREEMENT FILES OUR ANNUAL RECOVERY PERFORMANCE REPORTS AND THE QUARTERLY PROJECT AND EXPENDITURE REPORT. IN ADDITION TO THE WEBSITE THAT SERVES AS OUR OUTREACH, WE ALSO CONDUCT INTERNAL MEETINGS, UM, WHERE WE SHARE ARPA. FOR INSTANCE, WE SHARED OUR ARPA CONTRACT STATUS REPORT WEEKLY WITH MEMBERS OF THE COURT AND EACH OF THEIR OFFICES. WE CONDUCT BI-WEEKLY MEETINGS WITH THE COURT CHIEFS OF STAFF, WHERE WE DISCUSS THE SCHEDULE OF AGREEMENTS, UPDATES FROM THE ARPA CORE TEAM, BI-WEEKLY MEETINGS, ANY OUTSTANDING PROJECT CONCERNS AND TREASURY UPDATES AND REPORTING. AS MENTIONED BEFORE, ALL ARPA UM, AGREEMENT FILES ARE ON OUR WEBSITE AS WELL AS THE CHIEFS HAVE ACCESS TO THOSE, UM, IN TEAMS AS WELL. AND WE ALSO CONDUCT PERIODIC MEETINGS AND REVIEWS WITH INTERNAL OFFICES AND DEPARTMENTS. NOW YOU'RE SEEING A LISTING OF ALL OF OUR PRIORITY CATEGORIES WITH THEIR CORRESPONDING ALLOCATED AMOUNTS. AND IN THE NEXT FEW SLIDES I'LL GO THROUGH EACH ONE OF THE PRIORITIES, PROVIDE A STATUS UPDATE OF EACH ONE AND THE STATUS OF THEIR SPEND DOWN AS WELL. YOU'LL SEE, UM, SOME OF THE PROJECTS IN THE PENDING ITEMS. UM, SOME OF THE ITEMS ARE LISTED AS PENDING IN MY PRESENTATION AND THEY'RE ALSO ON, UM, YOUR AGENDA TODAY FOR EXECUTION OF THOSE AGREEMENTS. SO YOU'LL SEE THOSE NOTATED IN YELLOW. THIS IS JUST A QUICK VIEW OF EACH OF THE PRIORITIES, UM, WITH YOUR OVERALL SPEND DOWN AND WHAT'S PENDING. SO GETTING INTO EACH, UH, PRIORITY, YOU ALLOCATED A TOTAL OF 24.3 MILLION IN THE AFFORDABLE HOUSING PRIORITY ON 19 PROJECTS. WE HAVE 17 ACTIVE AGREEMENTS TOTALING $20 MILLION, AND OF THAT 13.7 MILLION HAS BEEN PAID OUT, OR 68%. WE STILL HAVE TWO PENNING PROJECTS FOR A TOTAL OF 5.9 MILLION, WHICH WAS HAVEN FOR HOPE, WHICH Y'ALL JUST APPROVED EARLIER. AND THE SAM MINISTRIES HUDSON, UM, PROJECT, WHICH IS COMING UP UNDER ITEM 90. IN THE ASSISTANCE TO HOUSEHOLD PRIORITY, YOU ALLOCATED 5.6 MILLION ON TWO PROJECTS. ONE PROJECT IS ACTIVE AND THAT'S A SUPPLEMENTAL LOW INCOME HOUSING ENERGY ASSISTANCE PROGRAM FOR $303.6 MILLION. AND OF THAT 2.9 MILLION HAS BEEN PAID OUT, OR 79%. WE HAVE ONE PROJECT PENDING AT $2 MILLION AND WE'LL DISCUSS THAT PROJECT LATER IN THIS PRESENTATION TO SEEK YOUR DIRECTION ON HOW WE MOVE FORWARD WITH IT. BEHAVIORAL HEALTH, $109.4 MILLION ALLOCATED TO THAT PRIORITY ON 48 PROJECTS. WE HAVE 40 ACTIVE PROJECTS TOTALING 97.4 MILLION, AND OF THAT 29.5 MILLION HAS BEEN PAID OUT ARE 30%, EIGHT PROJECTS ARE PENDING FOR A TOTAL OF $11.3 MILLION. BOYS [01:55:01] AND GIRLS CLUB WAS APPROVED EARLIER UNDER CONTRACT, UNDER CONSENT, AND THE REST IN YELLOW WILL BE PRESENTED LATER ON IN THIS MEETING. DIGITAL DIVIDE, YOU ALLOCATED 13 MILLION ON, UM, FOUR PROJECTS, AND OF THAT 4.6 MILLION OR 36% HAS BEEN PAID OUT. UM, THE BI UH, BIBLIOTECH DI DIGITAL NAVIGATORS, THAT'S THE NEXT ITEM ON YOUR AGENDA AND LAURA WILL GIVE YOU, UM, INFORMATION ON THOSE. YOU ALLOCATED A TOTAL OF 25.2 MILLION IN THE DOMESTIC VIOLENCE PRIORITY ON FIVE PROJECTS. OF THAT 8.2 MILLION HAS BEEN PAID OUT OR 33%, 1.1 MILLION HAS GONE, UM, HAS BEEN ALLOCATED IN THE GUN SAFETY PRIORITY WHERE WE HAVE THREE ACTIVE PROJECTS TOTALING 1.1 MILLION OVER, UM, 239,000 HAS BEEN PAID OUT, OR 22% OF THAT PRIORITY. YOU ALLOCATED A TOTAL OF 5.6 MILLION, SORRY, YOU OWE, ALLOCATED A TOTAL OF 5.6 MILLION IN THE JUSTICE SUPPORT PRIORITY. ALL OF THAT FUNDING HAS BEEN EXPENDED ON THE COLLECTIVE BARGAINING AGREEMENT AND THE ONE TIME D-S-A-B-C PAYMENTS AND NONPROFIT AND SMALL BUSINESS PRIORITY 19.7 MILLION ALLOCATED TO THAT ON 10 PROJECTS. OF THAT 18.2 MILLION HAS BEEN PAID OUT OR 92% PUBLIC HEALTH, 75 MILLION ON 21 PROJECTS. WE HAVE 18 PROJECTS, UM, ACTIVE TOTALING 69.9 MILLION. AND OF THAT 22.8 MILLION HAS BEEN PAID OUT OR 33% THREE PROJECTS ARE PENDING FOR A TOTAL OF FOUR POINT MILLION, $4.2 MILLION. UM, SAN ANTONIO FOOD BANK WAS APPROVED EARLIER UNDER CONSENT AND THE UT HEALTH SCIENCE CENTER, CONZA IS COMING UP LATER IN THE AGENDA. YOU ALLOCATED 9.1 MILLION IN THE WATER AND SEWER PRIORITY ON FIVE PROJECTS WE'VE PAID OUT $1.6 MILLION OR 18%. IN NOVEMBER OF 23, TREASURY RELEASED AN INTERIM FINAL RULE TO ADDRESS QUESTIONS REGARDING THE DEFINITION OF OBLIGATION AND TO PROVIDE RELATED GUIDANCE ON CLARIFYING INFORMATION. THE OBLIGATION IFR DID NOT ALTER THE EXISTING OBLIGATION OR EXPENDITURE DEADLINES. WE STILL MUST OBLIGATE BY THE END OF THIS CALENDAR YEAR AND SPEND EXPEND THOSE FUNDS BY THE END OF 2026. BUT IT DID CLARIFY THE DEFINITION OF OBLIGATION, WHICH IS AN ORDER PLACED FOR PROPERTY AND SERVICES ENTRY INTO CONTRACTS, SUB-AWARDS AND SIMILAR TRANSACTIONS THAT REQUIRE PAYMENT AND OBLIGATION IS NOT AN ADOPTED BUDGET OR BUDGET AMENDMENT AND APPROPRIATION OF FUNDS, AN EXECUTIVE ORDER, A RESOLUTION, A WRITTEN OR ORAL, ORAL INTENTION TO ENTER INTO A CONTRACT, A GRANT OF LEGAL AUTHORITY TO ENTER INTO A CONTRACT OR CLAIMING FUNDS UNDER THE REVENUE LOSS, UM, CATEGORY IE IF WE WOULD MOVE, UM, FUNDS TO, UM, MOVING FUNDS TO GENERAL FUND AS REVENUE LOSS BUT NOT FURTHER ESTABLISHING AN OBLIGATION. SO IF WE MOVE SOMETHING TO GENERAL FUND THROUGH REVENUE LOSS, WE ALSO MUST ESTABLISH AN OBLIGATION OF A PROJECT. I ALSO WANT TO MAKE THE COURT AWARE THAT WE CURRENTLY HAVE PERSONNEL OBLIGATED TO ARPA WITH NUMEROUS, UM, VACANT POSITIONS. STAFF RECOMMENDS THAT IF THE VACANT POSITIONS ARE NOT FILLED BY DECEMBER 1ST, WE'LL CALL BACK THAT FUNDING AND REALLOCATE IT TO REVENUE LOSS. THOMAS IS, UM, WORKING ON AN EMAIL NOW THAT WILL GO OUT TO OFFICES AND DEPARTMENTS THAT HAVE THE PERSONNEL ON HAND AND REITERATE THAT INFORMATION TO THEM. MELISSA, CAN I JUST ASK YOU? YES, SIR. I WANNA MAKE SURE I'M YES SIR. UNDERSTANDING WHAT YOU'RE SAYING IN THE 17 MILLION THAT I THINK IT WAS 17 MILLION IN THE REVENUE REPLACEMENT THAT WE HAVE, YOU'RE SAYING THE FEDERAL TREASURY GUIDELINES INDICATE THERE STILL HAS TO BE SOME OBLIGATION CONNECTED TO THAT, SO IT JUST CAN'T BE IN THE GENERAL FUND? WE IT HAS TO BE OBLIGATED. YES, SIR. OKAY. OUR, OUR RESTRICTIONS ARE NOT AS, UM, STRINGENT AS THEY ARE WITH OTHER PROJECTS, BUT WE STILL DO HAVE TO, UM, QUALIFY AND OBLIGATE TO A PARTICULAR PROJECT. SO OFF THE TOP OF MY HEAD, I THINK THERE'S SEVEN OR EIGHT, SIX TO EIGHT ITEMS THAT ARE OBLIGATED UNDER REVENUE LOSS AND THOSE HAVE ALL ARE IDENTIFIABLE PROJECTS THAT WE'VE REPORTED TO TREASURY TO DATE. OKAY. I'VE GOT, I'VE GOT ONE THAT I WANNA REPORT TO AS WELL, SO WE'LL MEET ON THAT AFTERNOON. OKAY, THANK YOU. YES SIR. [02:00:02] THE OBLIGATION IFR ALSO CLARIFIED HOW CONTRACTS AND SUB-AWARDS CAN BE AMENDED OR REPLACED AFTER THE OBLIGATION DEADLINE. IN GENERAL, THE COUNTY CANNOT RE OBLIGATE FUNDS OR OBLIGATE ADDITIONAL FUNDS AFTER THE OBLIGATION DEADLINE. SO AFTER THE END OF THIS CALENDAR YEAR. HOWEVER, FLEXIBILITY FLEXIBILITIES DO EXIST FOR CONTRACTS AFTER THE OBLIGATION DEADLINE HAS PASSED, SUCH AS THE COUNTY CAN FUND CHANGE ORDERS INCLUDING COST ESTIMATES WITH ARPA. IF THE CONTRACTOR AGREEMENT INCLUDES A PROVISION ALLOWING FOR THE CHANGE ORDER IN QUESTION, WE CAN ALSO FUND A COST INCREASE WITH ARPA FUNDING IF THE COST INCREASE IS PERMITTED UNDER A CONTINGENCY CLAUSE IN THE CONTRACT OR AGREEMENT. WE CAN AMEND EXISTING CONTRACTS AFTER THE OBLIGATION DEADLINE SO LONG AS THE AMENDED CONTRACT IS WITHIN SUBSTANTIALLY THE SAME SCOPE FOR SUBSTANTIALLY THE SAME PURPOSE AS THE ORIGINAL CONTRACT. IF THOSE REQUIREMENTS ARE MET, ARPA FUNDS MAY BE USED TO COVER COST INCREASES CONTAINED IN THE AMENDED CONTRACT. LASTLY, WE CAN REPLACE A CONTRACT AFTER THE OBLIGATION DEADLINE UNDER ONE OF THREE CIRCUMSTANCES. CONTRACT WAS TERMINATED DUE TO A BUSINESS DEFAULT CLOSURE OR INABILITY TO PERFORM MUTUAL AGREEMENT TO TERMINATE OR WE TERMINATE BECAUSE THE CONTRACT WAS NOT PROPERLY AWARDED. AND AS MENTIONED BEFORE, THE REPLACEMENT CONTRACT MUST BE WITHIN SUBSTANTIALLY THE SAME SCOPE AND PURPOSE. SO PENDING AGREEMENTS AFTER TODAY'S ACTION, WE'LL HAVE TWO AGREEMENTS, UM, PENDING TO EXECUTE BEFORE THE END OF THE YEAR. WE'RE CURRENTLY WORKING WITH GUIDEHOUSE NOW, UM, TO, UH, REDUCE THEIR CONTRACT FOR ARPA MANAGEMENT SERVICES. AND THEN WE HAVE ANOTHER ONE THAT IS PENDING NATIONAL COUNSEL OF JUVENILE AND FAMILY COURTS. UM, THIS IS A, TO PROVIDE AN ASSESSMENT, UM, WITH THE, TO THE COUNTY ON THE COUNTY'S COURT SYSTEM RESPONSE TO DOMESTIC VIOLENCE. UM, AND DR. A IS WORKING THROUGH THAT NOW WITH THE VENDOR. SO STAFF RECOMMENDS THE FOLLOWING RECLASSIFICATIONS AND ADDITIONS TODAY. FIRST OFF, RECLASSIFY THE $2 MILLION ALLOCATED TO THE TEXAS A AND M SAN ANTONIO EDGE CARE PROJECT. TEXAS A M STAFF REPORTED THAT TO ENSURE TREASURY COMPLIANCE, THEY EXPLORED THE ASSOCIATED REPORTING GUIDELINES AND LEGAL TERMS AND WERE REGE REGRETTABLY UNABLE TO PUR PURSUE THE FUNDING DUE TO THEIR LEGAL TEAM'S ASSESSMENT OF THE REQUIREMENTS. SO STAFF IS RECOMMENDING THAT YOU REALLOCATE 1.1 MILLION OF THIS TO ADD GENERATORS TO THE COUNTY OWNED DUAL DIAGNOSIS RESIDENTIAL FACILITY PROJECT AND MOVE THE REMAINING 900,000 TO REVENUE LOSS AS ARPA WINDS DOWN. WELL, WE MAY COME BACK TO YOU SEEKING DIRECTION ON RECLASSIFICATIONS OF FUNDS THAT HAVE NOT BEEN SPENT. SO WE CONTINUE TO MONITOR PROJECTS. WE MAY, UM, HAVE SOME ADDITIONAL ONES THAT WE'LL TRY AND CLOSE OUT AND REALLOCATE THAT FUNDING NOW RE OBLIGATE THAT FUNDING NOW BEFORE THE END OF THIS CALENDAR YEAR. UM, IF WE GET PAST THIS CALENDAR YEAR, THEN WE'VE GOTTA MEET THOSE, UM, THE CERTAIN FLEXIBILITIES THAT WE HAVE IN REATING, BUT WE WILL COME TO YOU WITH THOSE RECOMMENDATIONS AND ALSO BUDGET STAFF SUBMITTED AN ARPA BUDGET TRANSFER A CF FOR YOUR NOVEMBER 12TH MEETING. SO THAT ACTION WILL CLOSE OUT ANY, UM, COMPLETED PROJECTS AND RECONCILE ANY PROJECT FUNDING CORRECTIONS THAT ARE NEEDED. SO WE WILL ALSO, UM, CONDUCT THAT BEFORE THE END OF THIS YEAR AND THAT WILL BE AT YOUR NEXT MEETING. UM, WE'LL BRIEF THE COURT, THE CHIEFS OF YOUR CHIEFS OF STAFF TOMORROW AT THEIR BIWEEKLY MEETING ON THE ACTUAL ITEMS THAT WILL BE FORTHCOMING IN THAT BUDGET TRANSFER. SO LASTLY IS THE MOTION THAT I MENTIONED EARLIER, DIRECT STAFF TO MOVE 1.1 MILLION FROM THE TEXAS A AND M SAN ANTONIO EDUCARE PROJECT TO THE DUAL DIAGNOSIS RESIDENTIAL FACILITY PROJECT AND MOVE THE REMAINING 900,000 TO THE ARPA LOST REVENUE FUND MOVE FOR APPROVAL. BUT I HAVE QUESTION SECOND BUSH, MR. CLAY, FLO SECOND BY MR. RODRIGUEZ. ANY FURTHER QUESTIONS? COMMENTS? YEAH, COMMISSIONER CLAY FLOS. SO, UM, JUST, I'M JUST GOING BY MEMORY, SO OBVIOUSLY I'M WRONG, BUT I THOUGHT WE HAD INITIALLY ALLOCATED 3 MILLION TO THE A AND M EDUCARE PROJECT. SO THIS IS ONLY TALKING ABOUT REALLOCATING 2 MILLION. WAS IT NOT 3 MILLION? LET ME MAKE SURE. I'M LOOKING AT OUR REPORT RIGHT NOW. THOMAS, DO [02:05:01] YOU REMEMBER 2 MILLION? IT WAS 2 MILLION. SO 3 MILLION ON, I GUESS WE DID ONLY TALKED ABOUT 3 MILLION OR MY, THEIR ASS WAS 3 MILLION AND WE DID TWO. OKAY. ALL RIGHT. THANK YOU JUDGE. UM, I HAD A FEW QUESTIONS. SO I KNOW AT ONE POINT WE WERE TALKING, MELISSA, ABOUT THE, UM, POTENTIAL FEDERAL LEGISLATION THAT MIGHT EXTEND THOSE DEADLINES. HAS THERE BEEN ANY TRACTION ON NO. OKAY. THANK YOU. UM, I GUESS LOOKING AT THE NUMBERS HERE, AND I APPRECIATE THE NUMBERS AND, AND THE UH, DETAILED UPDATE, IT LOOKS LIKE ALMOST 50% IS UNSPENT AS OF TO RIGHT? YEAH, WE'RE RIGHT. YES. RIGHT OVER 50. AND YOU KNOW, AS YOU SAID, IT SOUNDS LIKE THE REVENUE REPLACEMENT THERE, THERE HAS TO BE SOME STRUCTURE TO THAT AS FAR AS WHAT, WHAT THE FUNDS WILL BE USED FOR. DO WE HAVE A SENSE FOR WHAT OUR REVENUE REPLACEMENT CAPACITY IS FOR ADDITIONAL FUNDS THAT COME BACK? I'M LOOKING TO TINA. I KNOW WE HAVE CAPACITY. I JUST DON'T KNOW WHAT THAT NUMBER IS. YES, WE DO HAVE CAPACITY. I JUST DON'T KNOW OFF THE TOP OF MY HEAD HOW MUCH IT IS, BUT IT'S TENS OF MILLIONS. OKAY. AND I, I KNOW WE HAD THAT CONVERSATION THREE OR FOUR MONTHS AGO. I JUST WANT TO MAKE SURE IT WAS STILL THE SAME. UM, YOU KNOW, I, I GUESS I'M NOT, YOU KNOW, AS CLOSE TO THESE PROJECTS. I APPRECIATE THE DATA. YOU'RE CLOSER STAFF'S CLOSER. DO WE GET A GOOD SENSE OF SHOULD WE BE PUSHING THESE ENTITIES WHO HAVE BEEN APPROPRIATED FUNDS MORE TO WITH HIGH CONFIDENCE SAY, YES, WE'RE GONNA BE ABLE TO, TO GET THIS DONE IN THE NEXT TWO YEARS VERSUS TRYING TO CLAW MORE FUNDS BACK BETWEEN NOW AND THE END OF THE YEAR AND NOT LOSE THEM OVERALL? 'CAUSE I THINK, YOU KNOW, AT LEAST FOR ME THAT'S, THAT'S THE BIGGEST CONCERN. MY FEAR IS THAT, YOU KNOW, UH, 18 MONTHS FROM NOW WE'LL STILL HAVE $75 MILLION THAT HAS BEEN UNSPENT AND ORGANIZATIONS WILL HAVE A LOT OF DIFFERENT EXCUSES WHY THEY WEREN'T ABLE TO, UH, TO FOLLOW THROUGH ON, ON BEING ABLE TO EXPEND THOSE FUNDS. BUT, YOU KNOW, THE MONEY'S GONE AND WE DON'T HAVE ANY RECOURSE AT THAT POINT. SO IS, IS THERE ANYTHING ELSE THAT WE CAN DO OR SHOULD WE BE DOING TO KIND OF ENSURE AT THIS POINT THIS IS KIND OF OUR LAST OPPORTUNITY. WE GOT TWO MONTHS TO MAKE ANY FINAL DECISIONS ABOUT PULLING FUNDS BACK INTO REVENUE REPLACEMENT TOWARDS WHAT SOUNDS LIKE NEARLY AN UNLIMITED CAPACITY, TENS OF MILLIONS OF DOLLARS THAT, OF SPACE THERE. WHAT ARE YOUR THOUGHTS ON THAT? I'M LOOKING AT THOMAS BECAUSE WE HAVE HAD MANY SLEEPLESS NIGHTS OVER THIS AND WE WILL CONTINUE TO HAVE SLEEPLESS NIGHTS OVER THIS. I AM CONFIDENT I STAND HERE IN FRONT OF YOU TODAY, I'M CONFIDENT THAT STAFF, WE HAVE SCRUBBED AND TALKED TO ALL OF OUR ACTIVE PROJECTS AND PENDING PROJECTS AND MADE THEM AWARE. UM, SO SHORT OF THEM NOT BEING HONEST WITH US, THEY, I'M SURE THEY WILL SPEND THOSE FUNDS NOW. THINGS ARE GOING TO HAPPEN, OF COURSE, UNFORTUNATELY. UM, AND WE'LL HAVE TO CROSS THAT BRIDGE WHEN WE COME TO IT. BUT I THINK, I THINK WE'VE DONE EVERYTHING POSSIBLE TO ENSURE, 'CAUSE I DON'T WANNA SEND ANY MONEY BACK TO THE FEDS. UM, SO WE'VE, WE'VE BEEN SCRUBBING FOR THE LAST TWO QUARTERS AT LEAST, AND HAVING MEETINGS, INTERNAL MEETINGS, AND PUSHING AND MIGHT I SAY, THREATENING CERTAIN DIRECTORS TO ENSURE THAT THIS IS DONE SO SHORT OF, UM, ENTITIES AND INDIVIDUALS NOT DOING WHAT THEY'RE SUPPOSED TO IT. I, I'M COUGHING AND COMMISSIONER. UH, JUST TO ADD ON TO THAT, I, I THINK ONE, ONE OF THE REASONS WE WANTED TO HAVE THIS PRESENTATION WAS TO KIND OF SHOW YOU WHAT TREASURY DOES ALLOW IN TERMS OF THE OBLIGATIONS IN 20 YEARS, 25 AND 26. UH, WHAT WE'LL BE DOING HERE IN THE NEXT COUPLE OF WEEKS BEFORE YOUR NEXT AGENDA IS WORKING THROUGH AGAIN, UH, RECIPIENTS MAY RECLASSIFY THOSE FUNDS BETWEEN PROJECTS. SO WE'LL LOOK AT EVERY PROJECT HERE AND WE'LL WORK WITH BOTH THE AUDITOR'S OFFICE AND, AND THE DA'S OFFICE AS PART OF OUR CORE TEAM JUST TO ENSURE THAT WE HAVE A GAME PLAN. SO PROJECTS COME IN UNDER BUDGET, UH, UH, IN YEARS 25, 26, THAT WE HAVE KIND OF OUR MECHANISM OF HOW WE WOULD RECOMMEND TO COURT TO RECLASSIFY THOSE FUNDS TO PROJECTS THAT MAY BE ABLE TO UTILIZE FUNDS FOR, YOU KNOW, AS YOU, AS YOU MAY KNOW, A LOT OF YOUR PROJECTS, UH, ARE, ARE CONSTRUCTION ONE TIME DOLLARS. [02:10:01] SO WE ANTICIPATE THAT THERE MIGHT BE ADDITIONAL NEEDS IN SOME OF YOUR PROJECTS JUST BASED ON, ON, ON, ON CONSTRUCTION PRICES. SO, UH, IN NOVEMBER WE'LL BRING BACK KIND OF WHAT WE WOULD RECOMMEND, HOW WE MANAGE 20 YEARS, 25 AND 26. BUT YOUR, YOUR QUESTION IS, IS ON POINT. AND TO MELISSA'S POINT, WE HAVE PUSHED ALL OUR DIRECTORS AND ALL OUR MANAGERS WHO ARE, UM, MANAGING THESE PROJECTS, BUT THOSE ENTITIES TO ENSURE THAT WE ARE NOT MISSING AN OPPORTUNITY TO CLAW THAT BACK, UH, BE BEFORE 2024. NO, I APPRECIATE THOSE, THOSE ANSWERS. UM, I JUST WANNA MAKE SURE THAT MESSAGE, YOU KNOW, MAKES IT ALL THE WAY BACK TO EACH ONE OF THOSE ORGANIZATIONS AND ENTITIES THAT, THAT HAVE THOSE FUNDS. 'CAUSE IT WOULD BE, BE BETTER, IT WOULD BE VIEWED MORE FAVORABLY IN, IN MY OPINION, THAT THEY'RE UPFRONT AND HONEST ABOUT THEIR CAPABILITIES AND BEING ABLE TO ACCOMPLISH WHAT THEY ORIGINALLY ASKED FOR. NOBODY WANTS TO GIVE MONEY BACK, BUT, UH, GIVING IT BACK TO THE COUNTY AT THIS POINT WOULD BE FAR BETTER THAN ULTIMATELY LOSING IT. YEP. SO A THOUSAND PERCENT AGREE. YES, SIR. ANYWAY, THAT'S ALL MY QUESTIONS. ANYTHING ELSE WE SHOULD COVER? ALL RIGHT. I THINK THERE'S A MOTION. I'LL CALL FOR A VOTE. ALL THOSE IN FAVOR OF THE MOTION SECOND BY SAYING AYE. AYE. ANY OPPOSED? ANY ABSTENTIONS? MOTION CARRIES. ALRIGHT. UH, 82 [82. TODAY WE'RE ASKING YOUR APPROVAL FOR A MEMORANDUM OF UNDERSTANDING BETWEEN BIBLIOTECH AND FAMILY SERVICE ASSOCIATION FOR THE PLACEMENT OF DIGITAL NAVIGATORS AT THE NEIGHBORHOOD PLACE NAVIGATORS WILL BE ONSITE TO OFFER CLASSROOM INSTRUCTION AS WELL AS ONE-ON-ONE INSTRUCTION. THIS IS A WELL ALIGNED PARTNERSHIP. UM, FAMILY SERVICE PROGRAMS ARE COMMITTED TO HELPING TO IMPROVE THE OVERALL HEALTH OF OUR COMMUNITY BY WORKING WITH COMMUNITY PARTNERS TO EFFECTIVELY ADDRESS SOCIAL AND ECONOMIC INSTABILITY, AS WELL AS PROVIDE VALUABLE RESOURCES AND SUPPORT IN HOMES, NEIGHBORHOODS, SCHOOLS, AND WORKPLACES. THIS MOU WILL ALLOW THEM TO SCALE THEIR EFFORTS TO THE FAMILIES OF THESE YOUTH IMPACTING MULTI-GENERATIONAL NEEDS, UM, AROUND DIGITAL EQUITY. SO I'D LIKE TO INTRODUCE AT THIS TIME JEREMY CAMACHO, WHO IS THE DIRECTOR OF THE NEIGHBORHOOD PLACE. HELLO EVERYBODY. UH, WE LOOK FORWARD TO THIS PARTNERSHIP WITH BIBLIO TECH SO WE CAN PROVIDE THE SERVICES TO THE INDIVIDUALS ON THE WEST SIDE AND ALL THE COMMUNITY WHO ARE WILLING TO GO TO THE NEIGHBORHOOD PLACE. COMMISSIONER RODRIGUEZ. THANK YOU, JUDGE. UM, LAURA, THANK YOU AND, AND YOUR TEAM FOR DOING THIS. I KNOW THAT, UM, YOU KNOW, EVEN THOUGH WE'RE IN YEAR 2024, THERE ARE PLENTY OF FOLKS IN POCKETS OF OUR, UH, COUNTY THAT JUST DO NOT HAVE ACCESS TO, UM, BROADBAND SERVICES OR, UM, ANY KIND OF DIGITAL SERVICES. AND SO MUCH OF OUR LIVES ARE, ARE, ARE CONTROLLED BY THAT THESE DAYS. WHETHER IT'S PAYING A BILL OR, UM, YOU KNOW, JUST CONNECTING WITH A DOCTOR OR A RELATIVE. UM, REMIND ME, LAURA, ON THE FISCAL NOTE ON THIS. 'CAUSE I THINK THIS IS ANOTHER ONE OF THOSE PROGRAMS WE NEED TO WATCH CLOSELY FOR, UM, HOW IT'S IMPACTING PEOPLE AND, UH, ONCE THE, THE MONEY RUNS OUT, LIKE A LOT OF OTHER ARPA FUNDED PROGRAMS, HOW WE, UH, DETERMINE WHETHER OR NOT WE CAN CONTINUE. SO YOU SAID I THINK SIX POSITIONS WERE, UH, PART OF THIS, IS THAT RIGHT? THAT'S CORRECT. SIX POSITIONS HAVE BEEN CREATED [02:15:01] AND THEY ARE CURRENTLY BEING DEPLOYED THROUGHOUT THE COUNTY. WE'RE ACTIVELY PURSUING, UH, PARTNER LOCATIONS. WE HAVE RIGHT NOW, I'VE GOT A GROWING LIST RIGHT. UH, OF PLACES THAT ARE INTERESTED IN HOUSING A NAVIGATOR FOR, UM, FOR CLASSES. OKAY. SO I KNOW THIS MOU IS SIMPLY TO, TO, UM, PARTNER WITH THE NEIGHBORHOOD PLACE ON THE WEST SIDE. THAT'S CORRECT. BUT THESE NAVIGATORS ARE ALL OVER THE COUNTY. THAT'S CORRECT. AND, AND I GUESS WHAT I, UH, WHAT I NEED TO KNOW MORE SPECIFICALLY, IF YOU CAN GET IT TO US IF YOU DON'T HAVE IT NOW, IS, UH, I CAN'T RECALL HOW MUCH WE ALLOCATED FROM ARPA TO THIS SPECIFIC INITIATIVE. DO YOU, DO YOU HAVE THAT NUMBER? IT WAS $1.1 MILLION. 1.1. OKAY. THAT'S CORRECT. SO, SO THAT'S, UH, AGAIN, SOMETHING TO JUST FILE AWAY FOR US AS WE MOVE FORWARD, BECAUSE I BELIEVE THIS IS GONNA BE AN EFFECTIVE, UH, PROGRAM AND, AND WE GOTTA FIGURE OUT THROUGH OUR BUDGET PROCESS, THROUGH GENERAL FUND OR WHEREVER, UH, MAYBE IT'S GRANT DOLLARS, HOW WE CAN CONTINUE, UH, THIS PROGRAM. BUT YOU'LL YOU'LL KEEP US POSTED. I'M SURE I WILL. I I PLAN TO COME BACK SEVERAL TIMES AND, AND KEEP YOU APPRISED OF WHAT'S GOING ON. AND JUST AS, UH, AS AN ASIDE, I'VE ALREADY BEEN LOOKING PAST 2026 ABOUT HOW WE MIGHT CONTINUE THIS PROGRAM. GREAT. AND WE'RE LOOKING AT SOME OTHER OPPORTUNITIES. THAT'S PERFECT. I, I APPRECIATE THAT. UM, I WILL MAKE A MOTION TO APPROVE JUDGE SECOND MOTION BY COMMISSIONER RODRIGUEZ. SECOND VOTE COMMISSIONER CLAY FLORES. COMMISSIONER LORDS. YEAH, I JUST WANNA COMMEND YOU GUYS AND YOUR TEAM, UM, FROM BIAL TECH. 'CAUSE THE DI DIGITAL DIVIDE ISN'T JUST ABOUT ACCESS AND OUR AREAS THAT DON'T HAVE HIGH SPEED INTERNET, BUT IT'S ALSO, UM, THE DISCONNECT FOR PEOPLE WHO DON'T KNOW HOW TO USE AND HAVEN'T BEEN ABLE TO KEEP UP WITH TECHNOLOGY BECAUSE OF THAT. SO THANK YOU SO MUCH. AND ALSO WANNA TAKE THE OPPORTUNITY, SINCE WE HAVE SOME OF YOUR TEAM HERE, I THINK SOME OF YOU HELP WITH THE BIBLIO FEST IN MY PRECINCT. RIGHT? RAISE YOUR HANDS. YAY. YOU DON'T WANNA RAISE YOUR HAND. OKAY. WELL, I RECOGNIZE A COUPLE OF YOU, SO I JUST WANNA THANK YOUR TEAM BECAUSE THEY JUST DO, THEY'RE NOT JUST, YOU KNOW, TECHIE PEOPLE, UM, BUT THEY JUST DID A REALLY GOOD JOB. THANK YOU SO MUCH FOR, UM, BIBLIO FEST AND PRECINCT ONE AND, UM, IT WAS A GREAT TURNOUT AND JUST ALL THE WORK AND ON A, WITHOUT A BUDGET, UM, AND JUST ALL THE INNOVATIVE WAYS THAT YOU GUYS COME TOGETHER FOR THE CONSTITUENTS OF PRECINCT ONE. SO I JUST WANTED TO THANK YOU ALL, NOT JUST ONES WHO ARE STANDING HERE, BUT THE ONES WHO, UM, WERE THERE THAT NIGHT. SO THANK YOU. THANK YOU. COMMISSIONER, CAN I INTRODUCE THE NAVIGATORS TO YOU ALL? SURE. UM, THIS IS LISA ALVARENGA. THIS IS GEORGE, UH REYES. THIS IS CIA VELOS, THIS IS JOHN GARZA, UH, FRANCISCO HUERTA AND JESSE P MR. BRADY. THANK YOU JUDGE. AND THANK YOU FOR THE INTRODUCTIONS. UM, SO YOU HAVE SIX NAVIGATORS? THAT'S CORRECT. AND, UM, WAS THAT ALWAYS THE, THE CAPACITY THAT YOU WERE LOOKING FOR? THAT'S CORRECT. SO IS THE 1.14 FROM THIS YEAR THROUGH 26? THAT'S CORRECT. OKAY. UM, AND SO HOW MANY BIBLIOTECH LOCATIONS DO WE HAVE? WE CURRENTLY HAVE FOUR LOCATIONS. UH, WE WILL SOON BE OPENING UP A FIFTH ON THE WEST SIDE WITH BIBLIOTECH LITUS. OKAY. AND SO CURRENTLY THE, UH, I KNOW WE'RE TALKING ABOUT AN MOU WITH ONE LOCATION, BUT THE DIGITAL NAVIGATORS TODAY ARE COVERING ALL THOSE LOCATIONS OR ? THEY ACTUALLY ARE WITH PARTNER ORGANIZ. THEY'RE EMBEDDED WITH PARTNER ORGANIZATIONS THROUGHOUT THE COUNTY. SO WE'RE TRYING TO EXPAND BEYOND JUST OUR BRANCHES. OUR STAFF CONDUCTS THE SAME, UM, EDUCATION ON SITE AT THOSE LOCATIONS, BUT WE ONLY HAVE FOUR OF THEM, FIVE OF THEM. WE'RE TRYING TO REACH OUT A LITTLE BIT FARTHER TO A LITTLE MORE REMOTE AREAS OF THE COUNTY WHERE WE DON'T CURRENTLY HAVE A PRESENCE. SO HELP ME WITH WHAT THAT LOOKS LIKE WITH THESE PARTNER ORGANIZATIONS. THEY SIT IN ADDITIONAL OFFICE OF A NONPROFIT AND THEY SERVICING THE COMMUNITY. THEY, THEY JUST OFFER CLASSROOM SPACE WHEREVER THEY HAVE IT. I'M SEEKING OUT THOSE PLACES THAT MIGHT HAVE A COMMUNITY ROOM THAT MIGHT HAVE, UM, A NATURAL GATHERING OR AN ALREADY ESTABLISHED GATHERING. FOR EXAMPLE, WE'RE REALLY FOCUSING ON SENIOR CENTERS, UM, WHERE THOSE PEOPLE CONGREGATE AND WE KNOW THAT THEY HAVE A REAL NEED FOR DIGITAL EDUCATION. OKAY. AND SO HAVE YOU REACHED OUT TO ALL THE SENIOR CENTERS THROUGHOUT THE COUNTY? I HAVE REACHED OUT TO A NUMBER OF THEM, YES. OKAY. UM, SO WE'RE LOOKING AT THOSE THAT CAN OFFER A SPACE THAT ISN'T ALREADY COVERED BY THE CITY OF SAN ANTONIO. OKAY. UM, GOOD TO HEAR. AND WHAT'S, WHAT'S THE DEMAND FOR THESE SERVICES AND STUFF? UM, I MEAN, I, I GET THE CONCEPT AND EVERYTHING. I JUST WONDER, YOU KNOW, ARE ARE WE ACTUALLY CONNECTING WITH THE FOLKS THAT REALLY WANT TO LEARN? UM, I, I, I THINK OF MY, MY, UH, MY DAD WHO MAY BE LESS WILLING TO LEARN AT, AT THIS STAGE IN LIFE, BUT WHAT, WHAT'S THAT [02:20:01] LOOK LIKE? WELL, I THINK HE'D BE, UH, I THINK HE'D HONESTLY BE SURPRISED. UM, MANY, MANY OF OUR SENIORS FACE A CERTAIN AMOUNT OF, UM, OF DIGITAL ANXIETY. UM, SO IT REALLY DOES TAKE SOMEBODY WHO'S WILLING TO SIT WITH THEM EVEN ON ONE-ON-ONE AND MAKE THEM FEEL COMFORTABLE ENOUGH. THEY FIND THAT THEIR QUALITY OF LIFE'S ENHANCED SIGNIFICANTLY WHEN THEY HAVE A FEW TOOLS AND THEY CAN FEEL MORE CONFIDENT ONLINE. MM-HMM. . UM, THAT'S A REALLY BIG DEAL. UM, I KNOW THAT OUR NAVIGATORS HAVE HAD TREMENDOUS SUCCESS AND A TREMENDOUS RECEPTION, UM, DOWN AT OUR SENIOR CENTER DOWN ON SOMERSET. UM, SO, YOU KNOW, WE ARE GONNA BE RESPONSIVE WHERE WE HEAR OF A NEED, WHERE WE HEAR OF AN INTEREST, WE WILL BE THERE. UM, AND THEN WHEN WE'RE FINDING THAT A LOCATION MAY NOT BE PANNING OUT, WE'LL PICK UP STICKS AND MOVE. YEAH. UM, AND ARE THERE OTHER OPPORTUNITIES, UH, TO LEVERAGE NONPROFITS IN THIS SPACE TO HELP WITH, WITH BRINGING THOSE SKILL SETS, UH, TO SENIORS? ABSOLUTELY. ABSOLUTELY. THERE IS THE, UM, OLDER ADULTS TECHNOLOGY SERVICES. OATS, UH, IS AN ORGANIZATION THAT BIBLIOTECH HAS WORKED WITH IN THE PAST. UM, THEY HAVE A PRESENCE THROUGHOUT THE COMMUNITY, SO COORDINATING WITH THEM, I THINK WE CAN EXTEND OUR REACH EVEN FARTHER. AND I THINK LAST QUESTION, IS THERE AN ABILITY TO SERVE VIRTUALLY OR YES. IS IT ONLY IN PERSON? NO, WE CAN SERVE VIRTUALLY. THE PROBLEM WITH THAT IS FOR PEOPLE THAT ARE NOT COMFORTABLE GETTING ONLINE, DOING IT INDEPENDENTLY IS REALLY A BARRIER FOR THEM. YEAH. UM, BUT YES, THIS SAME CURRICULUM IS, CAN BE, UM, ACCESSED VIRTUALLY. INTERESTING. UM, OKAY. WELL, YOU KNOW, I DON'T HAVE AN ISSUE WITH, WITH THE, UH, THE MOU AND I APPRECIATE WHAT, WHAT THE TEAM'S DOING AND EVERYTHING I DO. I KNOW I WANT MY TEAM TO BETTER UNDERSTAND KIND OF OUR OVERALL, UM, STRATEGY FOR SURE. BIBLIOTECH GOING FORWARD. AND THEN ULTIMATELY, AGAIN, THINKING ABOUT HOW WE'RE GONNA FUND, UH, SOME OF THESE, UM, PROGRAMS IN THE FUTURE. WHAT, WHAT OPTIONS ARE AVAILABLE, UH, WHEN, WHEN ARPA FUNDS END. SO, UM, I WOULD, I WOULD ASK YOU TO JUST, IF YOU CAN CIRCLE BACK WITH MY TEAM AND OF COURSE WE JUST NEED TO, UM, THINK ABOUT WHAT THAT LONG-TERM STRATEGY IS. UH, I KNOW CONVERSATIONS WITH THE CITY CONTINUE WITH THE, UH, THE LIBRARY SIDE. SO I, I WANNA UNDERSTAND MORE, YOU KNOW, WHAT WE'RE DOING AT THE COUNTY. OF COURSE. THANK YOU. THANK YOU COMMISSIONER COWARD. ALRIGHT, ANYTHING ELSE? ALL RIGHT. THE MOTION ABOUT COMMISSIONER RODRIGUEZ SECOND BY COMMISSIONER CLAY FLOORS. ANY FURTHER DISCUSSION? HEARING NONE. ALL THOSE IN FAVOR SINGLE BY SAYING AYE. AYE. ANY OPPOSED? ANY ABSTENTIONS? MOTION CARRIES. THANK YOU. THANK YOU. OKAY. OKAY, WE'RE GONNA TAKE UP NOW [83. Discussion and appropriate action related to granting an exception to Administrative Policy 1.2 to authorize the consideration of the following late filed Agenda Item #83a. a. Discussion and appropriate action regarding approval of an order designating following Deputy Constables submitted for approval from each Bexar County Constable's Office as Weight Enforcement Officers pursuant to Texas Transportation Code Chapter 621, Section 621 .4015: • Deputy Constable Victor Sanchez, with the Office of Constable Ruben Tejeda, Precinct 1 • Deputy Constable Kelvin O'Neil, with the Office of Constable Leticia Vazquez, Precinct 2 • Deputy Constable Carlos Castro, with the Office of Constable Mark Vojvodich, Precinct 3 • Deputy Constable Brian Kempker, with the Office of Constable Kathryn Brown, Precinct 4] SEVERAL ITEMS, I BELIEVE BETWEEN 83 TO 91. I JUST WANT TO ALERT THE COURT THAT THESE ARE, UH, ITEMS THAT WERE SUBMITTED AFTER THE AGENDA COORDINATION DEADLINE. AND WE ARE SEEKING AN EXCEPTION PER THE REVISED ADMINISTRATIVE POLICY. 1.2 PROCEDURE, IF YOU RECALL, CERTAIN AGENDA ITEMS MAY NEED TO BE CONSIDERED BY THE COURT AS NECESSARY TO HEALTH, SAFETY OR WELFARE OF THE COMMUNITY. EACH OF THE ITEMS ON THE AGENDA ACCOMPANIED BY MEMORANDUM FOR THE SUBMITTING OFFICE, OUTLINING GOOD CALLS FOR THE COURT'S LATE CONSIDERATION AND CONTAINING THE COMPLETED LEGAL, PHYSICAL AND BUDGETARY REVIEW. AS SUCH, BOTH MYSELF AND THE COUNTY MANAGER ARE SIGNED OFF ON THE REQUEST TO BE CONDITIONALLY PLACED ON THIS AGENDA TO BE CONSIDERED BY THE ENTIRE COURT. SO WHAT WE NEED TO DO ON, UH, ITEMS INDIVIDUALLY, 83 THROUGH 91, EACH ITEM WILL BE HEARD INDIVIDUALLY AND TWO ACTIONS. THE FIRST ACTION IS TO CONSIDER GRANTING AN EXCEPTION TO THE ADMINISTRATIVE POLICY. 1.2. IF THE COURT GRANTS AN UH, EXCEPTION TO THE POLICY BY AN AFFIRMATIVE VOTE BY, UH, THE QUORUM, THEN THE COURT WILL PROCEED TO CONSIDER THE AGENDA ITEM FOR DISCUSSION AND APPROPRIATE ACTION. SO THE FIRST AGENDA ITEM WILL BE ITEM 83, WHICH IS DISCUSSION APPROPRIATE ACTION RELATED TO THE GRANTING AND EXCEPTION TO ADMINISTRATIVE POLICY 1.2 TO AUTHORIZE THE CONSIDERATION OF FOLLOWING THE LATE FILE AGENDA. ITEM 83 A 83. A DISCUSSION APPROPRIATE ACTION REGARDING APPROVAL OF THE ORDER DESIGNATED FOLLOWING DEPUTY CONSTABLES SUBMITTED FOR APPROVAL FROM EACH BEXAR COUNTY CONSTABLE OFFICE AS A WADE ENFORCEMENT OFFICER PURSUANT TO TEXAS TRANSPORTATION CODE 6 2 1 SECTION 6 2 1 0.4015, UH, WITH THE DESIGNATED DEPUTY CONSTABLES PURSUANT TO EACH PRECINCT OFFICE, IS THERE A MOTION TO TAKE UP THIS, UH, EXCEPTION TO ADMINISTRATIVE POLICY? UH, MOTION [02:25:01] BY COMMISSIONER MOODY? IS THERE SECOND? SECOND. SECOND BY COMMISSIONER CALVERT. ALL THOSE IN FAVOR SECOND BY SAYING AYE. AYE. ANY OPPOSED? ANY ABSTENTION? MOTION CARRIES. WILL NOW THEN TAKE UP THE, UH, 83 A. IS THERE ANY QUESTION OR COMMENT? I BELIEVE THIS IS AN ISSUE THAT WE HAVE TAKEN UP, UH, IN ORDER AND WE'RE TRYING TO, UH, MY OFFICE HAS TAKEN THE LEAD IN TRYING TO GET THE CONSTABLES TO DESIGNATE. WE BELIEVE THIS IS COMPLIANCE. LARRY, WE'VE HAD MANY DISCUSSIONS TO MAKE SURE WE'RE IN COMPLIANCE. IS THIS, UH, FROM YOUR OPINION IN COMPLIANCE WITH THE STATUTE IN REGARDS TO THE DESIGNATION OF DEPUTY CONSTABLES WHO WILL THEN BECOME THE WADE ENFORCEMENT OFFICERS WHO WILL HAVE TO GET SPECIALLY TRAINED AND CERTIFIED BY THE DEPARTMENT OF PUBLIC SAFETY? IS THAT A NUTSHELL OF WHAT WE HAVE TO DO FOR THESE OFFICERS? YES, JUDGE. THIS IS JUST THE ORDER DESIGNATING THE INDIVIDUAL THAT WAS SUBMITTED BY EACH OF THE PRECINCT OFFICES. JUDGE, CAN I ASK A QUESTION? NOT SPECIFIC TO THIS ITEM, BUT I GUESS MAYBE FOR LARRY, THESE ARE, UM, I UNDERSTAND ALL, UM, ITEMS THAT WOULD HAVE BEEN ON CONSENT. UM, BUT FOR THE, THE LATE, UM, I GUESS THE LATER, UM, FILING, UH, TO GET IT ON THE AGENDA CORRECT. I, IS THERE, UM, AN ANY ISSUE WITH US TAKING UP ALL OF THEM TOGETHER, UH, FOR EFFICIENCY SAKE 83 THROUGH 90 OR DO WE HAVE TO TAKE UP EACH ONE INDIVIDUALLY? SO THERE IS BY POLICY, THERE IS, UM, THAT IS THE NEW POLICY. NOW, IF YOU WANTED TO MAKE THE MOTION TO SUSPEND THE, THE RULE ROBERT'S RULES DOES ALLOW YOU TO DO THAT, BUT THAT'S UP TO THE COURT. OKAY. I MEAN, I JUST HAD JUDGE, I WOULD, I WOULD MAKE THE MOTION TO SUSPEND THE RULES SO THAT WE COULD TAKE UP ITEMS 83 THROUGH 90 TOGETHER. SECOND. OKAY. THERE'S A MOTION BY COMMISSIONER RODRIGUEZ, SECOND BY COMMISSIONER MOODY TO SUSPEND THE RULES. IS THAT A PROPER MOTION ON THE FLOOR? LARRY? THAT IS ROBERT'S RULES ALLOWS YOU TO DO THAT, TO TAKE UP ITEMS 83 THROUGH 91 2, CONSIDER THOSE ITEMS WITHOUT TAKING THE VOTE INDIVIDUALLY TO GRANT THE EXCEPTION. SO YOU'LL GRANT THE EXCEPTION FOR ALL OF THOSE ITEMS AND THEN CONSIDER THE, THEN IS THAT YOUR MOTION? THAT IS JUDGE. SHOULD WE DO IT? FOR SURE. I GUESS EITHER WAY, I'M, I'M IN FAVOR OF THE MOTION. I JUST WANT TO GO BACK. I READ THE POLICIES, BUT IT'S BEEN A COUPLE MONTHS. WE, I DON'T RECALL ONCE IT GOT TO THE COURT THAT WE HAD TO HAVE A VOTE. WHAT I RECALL IS LIKE THE COUNTY MANAGER HAD TO KIND OF LOOK AT IT AND GIVE HIS BLESSING. AND I, I DON'T REMEMBER THE COURT HAVING TO TAKE A VOTE ON ALL OF THESE INDIVIDUALLY. THAT'S IN OUR POLICY NOW. IT IS BECAUSE IT'S LATE. IT'S LATE FILED. I'M SORRY, I COULDN'T HEAR YOU. WHAT? BECAUSE IT IS A LATE FILED ITEM. YOU HAVE TO VOTE ON EACH ONE. YES. TO GRANT THE EXCEPTION TO THE RULE BECAUSE GENERALLY IF IT'S LATE FILED, DO THERE ISN'T, THE COURT HAS TO CONSIDER AN EXCEPTION TO THE POLICY RULES. THEY DECIDE AND PUT IT ON HERE, BUT THEN WE HAVE TO DECIDE WHETHER, SO THERE'S, SO THERE'S A BIT OF POINT ORDER BY COMMISSIONER MOODY. COMMISSIONER MOODY. YOU'RE ASKING THAT WE TAKE UP 83. THAT DOES HAVE A MOTION ON THE FLOOR. WE'VE ALREADY PASSED THE EXCEPTION. ALRIGHT, SO IS THERE A MOTION TO PROVE 83 A? SO, SO LET ME, LET ME DO THIS FIRST JUDGE, JUST TO MAKE THINGS CLEAR. LET ME, LET ME, UM, WITHDRAW MY MOTION TO SUSPEND, SUSPEND THE RULES. UM, SO WE CAN TAKE UP 83. OKAY. THE MOTION BY COMMISSIONER RODRIGUEZ TO SUSPEND THE RULES IS DROPPED AT THIS TIME. OKAY. WE'LL TAKE UP 83. A JUDGE, COMMISSIONER MOODY. UM, I'LL, I'LL MOVE APPROVAL. I'M JUST GLAD TO SEE THAT THE ITEM, UH, FINALLY MADE IT, UH, THROUGH, WE'VE IDENTIFIED THE INDIVIDUALS AND I, I THINK THAT THIS IS GONNA BE A GOOD THING FOR COUNTY BEXAR COUNTY AND PROTECTING OUR ROADS AND UH, YOU KNOW, I'M GLAD THAT WE'RE WORKING WITH ALL OF OUR CONSTABLES ON IT. ALRIGHT, MOTION BY COMMISSIONER. SECOND BY COMMISSIONER CALVERT. CALL FOR A VOTE. ALL THOSE IN FAVOR SIGNIFY SAY AYE. AYE. ANY OPPOSED? ANY ABSTENTION? MOTION CARRIES. OKAY, YOU NOW WANT TO [Items 84 - 90] GO BACK ON? YES. NOW JUDGE, I'D LIKE TO MAKE A MOTION TO SUSPEND THE RULES SO THAT WE CAN TAKE UP ITEM 80, ITEMS 84 THROUGH 92ND MOTION BY COMMISSIONER RODRIGUEZ, SECOND BY COMMISSIONER C TO SUSPEND THE RULES AND ALLOW A, UH, ITEMS 84, 85, 86, 87, 88, 89, AND 90 TO BE, UH, CONSIDERED TODAY. QUESTION. SO I JUST WANNA CLARIFY ALL OF THESE WE ALREADY APPROVED UNDER ARPA. CORRECT. OKAY, THANK YOU. ALRIGHT, SO THERE'S A MOTION BY COMMISSIONER RODRIGUEZ, SECONDED BY COMMISSIONER CALVERT. I BELIEVE THAT WAS TO SUSPEND THE RULES. SUSPEND THE RULES. ALL THOSE IN FAVOR SECOND BY SAYING AYE. AYE. [02:30:01] AYE. ANY OPPOSED? ANY EXTENSION? MOTION CARRIES. SO NOW I'D LIKE TO MAKE A MOTION TO APPROVE ITEMS 84 THROUGH NIGHT. SECOND AYE POINT ORDER. ANY PROBLEM WITH THAT LARRY? NO. TAKING ALL 80. EXCELLENT. WE'RE CALLING UP AGENDA ITEM 84 A 85 A 86 A 87 A 88 A 89 A, AND 90 A MOTION BY COMMISSIONER RODRIGUEZ. SECOND BY COMMISSIONER CLAY FLOS. ANY FURTHER DISCUSSION? HEARING NONE. ALL THOSE IN FAVOR SINGLE BY SAYING AYE. AYE. ANY OPPOSED? ANY ABSTENTIONS? MOTION CARRIES. THAT TAKES THIS NOW TO ITEM AGENDA ITEM 91, BUT THAT IS A MATTER WE'RE GONNA TAKE UP ENCLOSED SESSION. SO AT THIS TIME, THE COURT [EXECUTIVE SESSION (DISCUSSION ONLY: CLOSED TO PUBLIC)] IS GOING TO CLOSE THE PUBLIC, UH, HEARING AND, UH, OPEN UP AN EXECUTIVE SESSION PURSUANT TO CHAPTER 5 5 1 TEXAS GOVERNMENT CODE EXECUTIVE SESSION. ITEMS MAY BE DISCUSSED AND ACT UPON IF APPROPRIATE AND OPEN SESSION ACCORDING TO 5 5 1 0.071 IN TEXAS GOVERNMENT CODE EXECUTIVE SESSION WILL BE HELD FOR CONSULTATION WITH THE COURT'S ATTORNEY FOR ADVICE REGARDING THE FOLLOWING MATTER. DISCUSSION, APPROPRIATE ACTION RELATED TO PENDING OR CONTEMPLATED LITIGATION OR SETTLEMENT OFFERS IN A MATTER OF BARER HALL VERSUS SAPD ET AL. ALSO TWO.
