[00:00:01]
ALL RIGHT, LET'S GO, LET'S GO.
[I. Call to Order ]
THIS MEETING IS NOW CALLED TO ORDER THE ELECTION BOARD MEETING.AS WE KNOW, WE'VE GOT THE BIGGEST GENERAL ELECTION IN FOUR YEARS COMING UP FOR NOVEMBER.
SO WE'RE GOING TO START THE AGENDA.
I'D LIKE TO CALL THIS TO ORDER.
[IV. Discussion related to the statutory requirements of the Bexar County' Election Board]
THIS IS A NECESSARY MEETING.[XIII. Discussion related to the Early Ballot Board. ]
FOR THE CENTRAL COUNT.[V. Discussion related to ballot format and list of entities holding elections for the 2024 November General Election. ]
TAKE OUT OF YOUR FOLDERS, THIS IS THE GENERIC.THIS IS NOT BEEN SANCTIONED BY THE SECRETARY OF STATE YET THEY HAVEN'T CERTIFIED IT.
THEY WILL NOT CERTIFY IT UNTIL SEPTEMBER 1ST.
OKAY. BUT JUST SO THAT YOU HAVE AN IDEA OF HOW BIG THIS IS, WE DO HAVE A REQUEST FROM SECRETARY OF STATE'S OFFICE, BECAUSE IF YOU TURN TO THE BACK OF THE BALLOT, PLEASE, FROM THE FIRST COLUMN DOWN WHEN WE HIT JUSTICE FOURTH COURT OF APPEALS.
THERE ARE SO MANY UNCONTESTED RACES WHICH EAT UP BALLOT SPACE.
NOW, YEARS A COUPLE YEARS AGO, THE STATE ALLOWED US TO PUT ONE HEADING THAT SAID UNCONTESTED, DECLARED ELECTED, AND THEN JUST LIST THE OFFICE AND THE PERSON WHERE IT JUST WENT, YOU KNOW, VERY, VERY, VERY QUICKLY AND SAVED US ALL KINDS OF LANDSCAPE, BECAUSE I WANT YOU TO REACH THE NEXT PIECE OF PAPER THAT'S IN YOUR FOLDERS.
AS YOU KNOW, NOVEMBER ANY ELECTION IS A JOINT ELECTION.
SO I'D LIKE TO SEE THIS LITTLE SPREADSHEET OF WHAT WE HAVE SO FAR FOR ENTITIES THAT HAVE REQUESTED TO BE ON OUR BALLOT.
SO WE WILL BE SHARING IT AND SHARING THE COST JUDGE FOR THE CITY OF SAN ANTONIO, GREEN VALLEY SUD, CONVERSE.
THIS IS THE WINDCREST WATER DISTRICT.
THEY'RE HAVING A CHARTER AMENDMENT WITH 15 AMENDMENTS.
SO THAT'S GOING TO MAKE LONGER, STRONGER.
AND YOU'LL PROBABLY HAVE A MULTI-PAGE SAMPLE BALLOT BECAUSE THERE'S NO WAY WITH WHAT YOU JUST SEE.
WE HAVE THAT ONE BACK COLUMN RIGHT NOW.
CITY OF SAN ANTONIO IS GOING TO HAVE EIGHT CHARTERS AND THAT SORT OF SET IN STONE.
THEY'RE HAVING THEM TRANSLATED NOW THEN WE HAVE THE EDWARDS AQUIFER.
WE HAVEN'T HAD THEM FOR SIX YEARS.
SOUTH SAN FAIR OAKS RANCH IS HAVING A SPECIAL ELECTION.
IF YOU TURN IT OVER, THE ONLY ENTITIES THAT WE'RE AWARE OF WITH NO ELECTION IS THE ONES THAT ARE MARKED IN RED ON THE BACK OF THIS PIECE OF PAPER.
SO I JUST WANTED YOU TO SEE THAT.
AND THE NEXT THING WE HAVE IS I WANT YOU TO LOOK AT THE JOINT ELECTION AGREEMENT THAT I'VE GIVEN YOU. THIS IS WHAT WE DO TO START EVERY ELECTION.
AND IF YOU LOOK AT ALL OF THE ENTITIES THAT ARE LISTED AT THE TOP OF THE JOINT ELECTION, WE STILL HAVE A LONG WAYS TO GO TO HEAR FROM PEOPLE WHO COULD BE SHARING THIS BALLOT.
OKAY. AND JUST AGAIN, JUST SO YOU KNOW, THIS IS HOW WE STARTED.
WE HAVE WE CALL THEM ENTITY MEETINGS.
[00:05:04]
AN ELECTION, IF THEY PLAN TO.SO THEY SIGN THIS JOINT AGREEMENT, GIVE IT BACK TO US.
AND WHAT THIS IN REALITY SAYS IS THAT THEY'RE PLANNING ON HAVING AN ELECTION.
BUT IF THEY ONLY GET ONE CANDIDATE, THEN THEY CAN CANCEL IT.
AND IF THEY CANCEL IT, NO HARM, NO FOUL, NO MONEY DUE.
AND THE OTHER ENTITIES ON THIS AGREE TO PICK UP THAT PORTION OF THE ELECTION.
IF THEY CANCEL THEIR ELECTION OKAY.
THIS IS THE LEGAL DOCUMENT THAT WE NEED THAT STARTS THE PROCESS.
NOT OBVIOUSLY NOT FOR THE PARTIES BECAUSE THIS IS YOUR ELECTION.
AND FOR BEDTIME READING, [LAUGHTER] I PUT OUT A MOCK CONTRACT ON THIS ONE.
I WANT YOU TO SEE THIS IS EVERY FUNCTION AND EVERY LEGAL MEANS THAT WE HAVE IN OUR RESPONSIBILITY TO HOLD AN ELECTION.
AND IT GOES ON AND ON AND ON AND ON.
IT'S JUST. AND BOTH OF THE CHAIRS KNOW, BECAUSE WE HAVE THIS CONTRACT WITH YOU ALL FOR THE PRIMARY.
SO JUST JUST TO GIVE YOU A HEADS UP SO THAT YOU KNOW WHAT'S COMING.
OKAY. SO THAT TAKES CARE OF THAT PART OF THAT.
I'M NOT USED TO HAVING A MICROPHONE, SO I KEEP HITTING IT.
NOW. WE DID BALLOT FORMAT AND WHO WE THINK IS GOING TO BE ON IT.
[VI. Discussion related to an increase in registered voters in Bexar County. ]
NOW WE TALK ABOUT THE REGISTERED VOTERS IN BEXAR COUNTY.OKAY. IN 2020, THE LAST PRESIDENTIAL.
BEXAR COUNTY HAD 1,188,000 REGISTERED VOTERS.
SO IN FOUR YEARS, WE'VE PICKED UP 80,000 REGISTERED VOTERS, WHICH COULD BE, YOU KNOW, SOME CITIES, SOME OTHER COUNTIES.
WE'RE DOING EVERYTHING WE SHOULD.
WE'RE REGISTERING PEOPLE LIKE CRAZY.
THERE THE NATIONAL NARRATIVE IS MAKING PEOPLE QUITE NERVOUS.
THAT'S NOT HUGE, BUT IT COULD BE A TREND.
OKAY, SO WE DO NEED TO TALK ABOUT THAT PART.
THEN WE TALK ABOUT OUR TURNOUT AND ESTIMATES.
AND AGAIN, I'VE GIVEN YOU TWO EXCEL SPREADSHEETS.
I WANT YOU JUST TO LOOK AT THESE.
IN 20 AND 22 WE HAD 48 EARLY VOTING SITES AND IN ONE WE HAD 51. NOW IN 2020, WE HAD A 65% TURNOUT, WHICH WAS REALLY SOMETHING. AND THEN WE DID 2022 AND IT DROPPED TO 40%.
AND WHEN WE BOUNCE THOSE NUMBERS OFF OUR THE PRIMARY, BECAUSE THAT'S ONE OF OUR BENCHMARKS.
THE PRIMARY IN 2020 WAS A 22.5% TURNOUT.
2020. THIS PRIMARY WAS A 14.8.
SO WHAT WOULD YOU LOOK AT NUMBERS WISE, IF YOU GOT TO SAY HOW MANY PEOPLE WERE GOING TO HAVE VOTE? WHAT'S YOUR GUESS? 50%.
SEE, THAT'S WHAT WE'RE LOOKING AT.
I DON'T THINK IT WILL HIT 65 AGAIN, BUT WE HAVE TO PREPARE FOR 65.
BUT AGAIN, WE'RE GOING TO STAY IN TOUCH WITH YOU SO THAT WE CAN GET FEEDBACK.
WE YOU KNOW, YOU HEAR DIFFERENT THINGS THAN WE HERE.
WE GO. WE HAVE OUR OWN SORT OF BENCHMARKS THAT WE LISTEN TO.
OKAY. AND SO WE GAVE YOU THE NUMBERS.
THIS IS THE LAST DAY OF EARLY VOTING FROM 2020 AND 2022.
[00:10:07]
AND GOD BLESS THE ELECTION JUDGES.THEY WERE BRINGING IN 1500 A DAY.
AND WE STILL HAVE SOME OF OUR ABSOLUTE LOWER SITES.
YOU KNOW, HERE WE HAVE IF YOU LOOK AT FRANK GARRETT.
THEY HAD 3900 PEOPLE FOR THE ENTIRE TIME.
AND IF YOU LOOK AT BROOKHOLLOW, THEY HAD 23,000.
HUGE DIFFERENCE, HUGE DIFFERENCE.
AND THAT, AGAIN, IS PART OF WHAT WE HAVE TO MANAGE PLAN FOR.
THIS AFFECTS THE BUDGET DRAMATICALLY.
SO I JUST WANT TO GIVE YOU SORT OF A PICTURE OF IT.
AS YOU CAN SEE IN SOME OF THE DECISIONS THAT WE, HOW WE MAKE SOME OF OUR DECISIONS IN THERE.
[IX. Discussion and appropriate action related to the appointment of presiding judge and alternate judge to the Early Ballot Board by the Parties for a 2-year term and approval to present to Commissioners Court. ]
FROM THE EARLY BALLOT BOARD.AND THAT'S WHAT YOU ARE CHARGED WITH TODAY, TO RECOMMEND THE PRESIDING JUDGE AND AN ALTERNATE JUDGE FOR THE EARLY BALLOT BOARD AND FOR CENTRAL COUNT.
SO, MONICA, YOU HAVE THE EARLY BALLOT BOARD.
YES. IT'S GOING TO STAY THE SAME.
KRIS. THANKS FOR THE EARLY BALLOT BOARD.
YES, AND I SAY THIS, THESE ARE TWO VERY, VERY EXPERIENCED PEOPLE.
WE HAVE A FANTASTIC PROGRAM FOR THEM TO GET THROUGH.
AND FOR A PRESIDENTIAL ELECTION WE HAD LAST PRESIDENTIAL.
SO THAT WAS A LITTLE BIT DIFFERENT.
SO WE'RE NOT COUNTING ON THAT.
BUT WE HAD 123,000 APPLICATIONS.
WE HAD 92,000 MAIL BALLOTS THAT WE HAD TO OPEN AND COUNT.
SO THAT RIGHT THERE TELLS YOU WE NEED THE BEST OF THE BEST.
AND THAT'S WHAT WE HAVE IN THESE TWO.
SO PLEASE, ALL THOSE IN FAVOR OF THE TWO NOMINEES, PLEASE SAY AYE.
NOW CAN WE HAVE THE CENTRAL COUNTY STATION.
[X. Discussion and appropriate action related to the appointment of presiding judge and alternate judge to the Central Counting Station by the Parties for a 2-year term and approval to present to Commissioners Court. ]
NOW THESE ARE THE PEOPLE THAT ARE IN THERE TO OVERSEE THE ACTUAL COUNTING OF ALL BALLOTS.THEY'RE THERE FOR THE TABULATION OF THE MAIL BALLOTS.
AND WHEN WE PUT THEM THROUGH THE TABULATORS.
BUT THEY'RE ALSO THERE TO OBSERVE, AS WE DO EARLY VOTING AND ELECTION NIGHT.
THANK YOU. HE'S BEEN WITH US ON RECOUNTS AND EVERYTHING ELSE.
SUPER. I KNOW SHE'S WORKED THERE BEFORE.
ALL THOSE IN FAVOR OF THE TWO RECOMMENDATIONS SAY AYE.
AYE. OPPOSED? SUPER. THANK YOU FOR GIVING US GOOD PEOPLE.
WE REALLY, REALLY, REALLY APPRECIATE THAT.
NOW, SINCE I'VE ALREADY TALKED ABOUT WE TALKED ABOUT MAIL BALLOTS.
[XII. Discussion related to the popularity of Applications for Ballot by Mail (ABBM). ]
OKAY. I HAVE SOME HOMEWORK FOR YOU GUYS.I WANT YOU TO TAKE OUT THE WHITE ENVELOPE THAT I PUT IN YOUR PACKET.
AND THIS IS YOU HAVING CALLED IN TO SAY, HEY, I WANT TO VOTE BY MAIL.
THIS IS THE INFORMATION YOU GET, OKAY.
I WANT YOU TO FILL OUT THE APPLICATION AND READ THE APPLICATION THAT WE GET FROM THE STATE.
[00:15:05]
AND I JUST WANT YOU TO LOOK AT THE FONT THAT WE'RE GIVING PEOPLE THAT ARE OVER 65 AND TELLING THEM TO FILL THIS OUT.I TAUGHT SCHOOL, I DO SHOW AND TELL A WHOLE LOT.
AND I THINK THIS MAKES SUCH AN IMPRESSION.
WHEN YOU LOOK AT JUDGE, CAN YOU FOLLOW THAT? NO. AND YOU, WITH YOUR LEGAL MIND, ALL THE LEGALESE IS ON THE BACK OF IT.
SO IF YOU HAVE ANY QUESTIONS ABOUT HOW TO FILL IT OUT.
I NEED A LAWYER. IT'S ON THE BACK.
AND AGAIN, WE'RE SENDING THIS TO SENIOR CITIZENS.
WE ALREADY HAVE 30,000 OF THESE IN HOUSE FROM THE PRIMARY, THEIR ANNUAL BILL ROLLOVER.
BUT WHAT WE DID ON OUR OWN IS WE GIVE YOU AN INSTRUCTION SHEET THAT'S BIGGER.
HOPEFULLY IT'S CLEAN THAT YOU CAN FOLLOW IT.
SO I JUST WANT YOU TO TAKE A MINUTE AND LOOK AT THIS.
THIS IS WHAT YOU'RE ASKING THE VOTERS TO DO.
OKAY. WHEN YOU LOOK AT THE WAY WE HAVE IT FOLDED AND YOU KEEP SEEING THESE SQUARES ON OUR BIG ONES NOW BECAUSE OF SB ONE, FOUR YEARS AGO, ANYONE WHO VOTES BY MAIL MUST GIVE US THE LAST FOUR OF THEIR SOCIAL OR THEIR TEXAS DRIVER'S LICENSE NUMBER.
AND SO WE HAVE THOSE HIGHLIGHTED IN YELLOW.
AND THE STATE SAYS YOU CAN GIVE EITHER OR.
AND WE'RE TELLING THEM WE WANT BOTH BECAUSE THIS NUMBER HAS TO MATCH WHAT THEY GAVE US WHEN THEY REGISTERED TO VOTE. NOW, AGAIN, PLEASE THINK OF THIS.
WHO IS THIS FOR? IT'S FOR ANYONE OVER 65.
WELL, THEY REGISTERED 100 YEARS AGO AND THEY DIDN'T HAVE THESE NUMBERS.
SO IF WE HAVEN'T TOUCHED THEIR RECORD OR THEY HAVEN'T REACHED OUT TO US, THEY'RE GOING TO SEND THIS APPLICATION IN AND THEY DON'T HAVE EITHER ONE OF THESE NUMBERS. SO THE FIRST THING WE HAVE TO DO IS TO REJECT IT, WHICH MAKES THEM VERY ANGRY.
AND WE HAVE TO SEND THEM ANOTHER APPLICATION WITH A LETTER AND ANOTHER INSERT.
AND TEXAS LAW REQUIRES US TO SEND THEM A VOTER REGISTRATION CARD, BECAUSE THIS APPLICATION AND THEIR SIGNATURE IS NOT SUFFICIENT LEGALLY TO ALTER ANY RECORD WE HAVE.
SO IF THEY GET THROUGH THIS PART, THEY'RE A WINNER.
[LAUGHTER] BUT AGAIN, WE'RE DEALING WITH THESE TWO AND THREE AND SEVEN TIMES.
BUT AGAIN PLEASE LOOK AT THAT.
NOW OPEN UP YOUR TAN ENVELOPE.
THIS IS WHAT WE MAIL THE VOTER.
AND YOURS FELL ON THE FLOOR DIDN'T IT, JUDGE? DIDN'T IT? YOU PROVED OUR POINT.
I'M SORRY YOU HAD TO BEND DOWN.
AGAIN, LOOK AT THE FONT THAT IS ON YOUR ENVELOPE.
LOOK AT THE FONT THAT IS IN ALL OF THEIR LITERATURE.
ARE THEY GOING TO READ THIS? NO THEY'RE NOT THEY'RE NOT GOING TO READ IT.
SO THIS IS THE KIND OF THINGS THAT WE'RE GOING TO HAVE TO HELP ASK YOU TO HELP US FOR LEGISLATION.
I MEAN, THIS IS JUST MAKING THEM CRAZY.
THEY DON'T BECAUSE IT DOESN'T STAND OUT.
SO WE MADE THESE LITTLE SLIPS OF PAPER.
AND AGAIN, I JOKE ABOUT IT AND I SAY, THIS IS EVIL JACKIE.
THIS IS STRICTLY EVIL, JACKIE.
WE MAKE THEM SO SMALL AND SO, YOU KNOW, A QUARTER OF A SHEET SO THAT WHEN THEY PULL EVERYTHING OUT OF THIS BALLOT, THIS FALLS ON THE FLOOR, WHICH IT JUST DID.
THANKS, JUDGE. [LAUGHTER] SO THEY HAVE TO PICK IT UP AND SEE IT.
AGAIN WE'VE INCREASED THE FONT.
[00:20:03]
WE NEED TO HELP THESE PEOPLE.BUT AGAIN THIS IS ALL PART OF NOT THE PROBLEMS BUT THE DETAIL THAT GOES INTO IT.
AND SO AGAIN, FOR BUDGET WISE, WE ARE HIRING TEMPS.
AND YOU WILL SEE THAT IN THE BUDGET WHEN WE PREPARE.
WE'RE STILL WORKING WITH THE BUDGET OFFICE.
NOW WE'RE GOING TO GET TO ONE MORE PIECE.
AND I BROUGHT MY GUYS ALL THIS IS NOT.
THIS IS WHAT'S HAPPENING RIGHT NOW.
WE'RE IN A TIME OF FLUX RIGHT NOW.
THE SECRETARY OF STATE'S OFFICE IS SENDING OUT ADVISORIES BECAUSE, AS YOU ALL KNOW, AND LIKE I SAID, YOU'RE IN ELECTION. SO YOU PAY ATTENTION THAT THERE'S THIS HUGE TALK ABOUT VOTER INTEGRITY, HOW THEY CAN FIND SOMEONE'S BALLOT TO SEE HOW THEY ACTUALLY VOTED, WHICH IS NO, JUST HORRIBLE.
YOU KNOW, AND SO WE HAVE THESE DUTIES THAT THEY'RE TELLING US NOW ARE AND I'LL LET THE GUYS TELL YOU THIS, THE SYSTEM WE HAVE CERTIFIED BY THE FEDERAL GOVERNMENT, CERTIFIED BY THE STATE OF TEXAS, YOU'VE ALL VOTED.
SO, YOU KNOW, WHEN YOU STEP UP TO THE QUALIFYING TABLE, WE HAVE A LAPTOP.
AND WHEN YOU WOULD PRINT OUT A LABEL THEN YOU SIGN.
BUT AT THE SAME TIME, THE SYSTEM WE HAVE SENDS TO THE BALLOT PRINTER.
YOUR INFORMATION. THIS IS YOUR PRECINCT NUMBER, NOT YOUR NAME.
IT IDENTIFIES BUT IT ALSO PRINTS A SERIAL NUMBER ON THAT.
SO TWO WEEKS AGO, THE STATE SAID WE CAN NO LONGER USE THE SYSTEM WE HAVE BECAUSE WE CAN'T PUT A RANDOM SERIAL NUMBER ON ANY BALLOT PART.
[VII. Discussion related to turnout estimates/cost estimates for the 2024 November General Election. ]
THEY ARE MAKING CHANGES TO OUR CERTIFIED POLL BOOK.SO JAMES AND JORGE, ARE YOU GOING TO COME UP AND EXPLAIN ALL THIS? BECAUSE THEN I'M GOING TO SHOW THEM THE NEW BILL WE HAVE BECAUSE THIS IS OUTRAGEOUSLY EXPENSIVE, IF YOU PARDON MY EDITORIAL COMMENT. GOOD AFTERNOON.
SO BY LAW WE'LL TALK ABOUT BALLOT IMAGES.
SO 24 HOURS AFTER AN ELECTION, BALLOT IMAGES HAVE TO BE POSTED ON OUR WEB.
BECAUSE WE HAVE TO REDACT SERIAL NUMBERS AND WE HAVE TO REDACT ANY STRAY MARKS.
ANY STRAY MARKS, ANY SERIAL NUMBERS NOW HAVE TO BE REDACTED.
SO IF YOU CAN IMAGINE THAT WE'VE HAD WE'VE HAD 100,000 BALLOTS.
THERE'S NO WAY WE CAN DO IT IN 24 HOURS.
MANUALLY GO ONE BY ONE AND REDACT THAT PIECE OF INFORMATION FROM ITS FRONT AND BACK OF A BALLOT.
THERE'S NO THERE'S NOT MANY DEVELOPERS OUT THERE THAT ARE DOING THIS.
SO WE KNOW THERE'S TWO OF THEM IN THE STATE RIGHT NOW.
THERE'S THE ONLY TWO WE CAN GO BY.
SO THAT'S THE OPTIONS WE'RE LOOKING AT RIGHT NOW.
AND I'LL LET JORGE GO AHEAD AND EXPLAIN THE SOFTWARE A LITTLE BIT MORE.
YEAH. SO LIKE JAMES WAS MENTIONING BASED ON WHAT WE'RE LOOKING AT.
YES, THERE IS, YOU KNOW, REDACTION SOFTWARE OUT THERE.
I MEAN, IT'S BEEN THERE FOR YEARS, BUT WE GOT TO BE A LITTLE MORE SPECIFIC AS TO WHAT WE'RE LOOKING AND HOW THE SOFTWARE IS IMPLEMENTED WITHIN OUR OUR SYSTEM.
WE CAN'T USE ANYTHING OR WE'RE SENDING DATA OUT THERE.
WE WANT TO STILL KEEP IT MORE IN-HOUSE.
TO PUT IN SIMPLE TERMS. SO IF WE KEEP IT ALL TOGETHER, IT'S EASIER TO HANDLE THAT.
NOW, THIS SOFTWARE THAT WE'RE LOOKING AT WE'RE WAITING ON QUOTES FROM A DIFFERENT VENDOR, BUT ONE THAT WE DID GET ALREADY, I MEAN, WE'RE TALKING OVER 100,000 A YEAR.
THIS IS GOING TO BE A YEARLY FEE.
IT'S BUT IT DOES WHAT EXACTLY WHAT WE NEED.
IT FINDS STRAY MARKS, ANY HANDWRITING.
AND IT'LL DO THAT FOR ALL THE BALLOT IMAGES.
AS YOU KNOW, BALLOT IMAGES GO ON OUR WEBSITE.
THEY'RE UP, THEY'RE PUBLICLY AVAILABLE.
[00:25:06]
BUT AT THE SAME TIME, PROTECT EVERYBODY'S VOTE.AND THEY LET US KNOW THIS TWO WEEKS AGO WITH THE NEW CHANGE.
AND WE'RE STILL UNSURE OF HOW WE'RE GOING TO MAKE IT HAPPEN.
THEY NOW HAVE SAID THAT WE HAVE TO HAVE PREPRINTED SERIAL NUMBERS ON OUR BALLOTS, WHICH AGAIN, IS RIGHT NOW WE PAY $0.18 FOR EVERY BALLOT CARD, AND THEY'RE ALL BLANK.
SO THEY PRINT A SERIAL NUMBER ON THEM SO WE CAN USE HERE'S THIS STACK.
WE HAVE NO IDEA WHAT THEY'RE GOING TO CHARGE.
AND THERE'S A COMPANY IS STILL WORKING ON IT.
I MEAN, WE'RE ALL USED TO THIS, RIGHT? IT SOUNDS EXPENSIVE.
IT'S COMING. WE DID ASK BECAUSE JOE'S HERE AND BECAUSE WE'VE STOCKPILED BALLOTS.
I MEAN, KNOWING THE PRESIDENTIAL WAS COMING.
AND SO WE DID ASK THE COMPANY, WILL THEY TAKE BACK WHAT WE HAVE? WE'VE ALREADY PURCHASED IT FROM THEM.
AND THEN WILL THEY TAKE THEM AND JUST PUT SERIAL NUMBERS ON THEM? SO THEIR ANSWER WAS, WELL, ONLY IF YOU CAN PROVE TO US THAT YOU PURCHASED THEM IN THE LAST SIX MONTHS.
SO WE DON'T KNOW WHAT WE'RE GOING TO DO.
WE'VE MESSED WITH THEIR CERTIFIED CARD.
SO THIS IS A MOUNTAIN THAT WE STILL HAVE TO GET OVER, AND IT HAS NO DOLLAR AMOUNT TO IT YET.
SO YOU KNOW WHEN WE COME HERE AND WE TALK ABOUT BUDGET, WE DON'T KNOW.
AND IT'S NOT BECAUSE WE'RE BEING INEFFICIENT.
BUT THERE'S ONE QUOTE LIKE THE GUY SAID, THE ONE WE HAVE IS FOR $143,000 A YEAR.
THANKS, GUYS. I THINK THAT'S WHERE WE ARE.
[VIII. Discussion related to possible raises for election judges and clerks for the 2024 November General Election. ]
ABOUT IT, THAT WE COULD GIVE OUR ELECTION OFFICIALS A RAISE.THEY HAVEN'T HAD A RAISE IN SIX YEARS, OF WHICH THEY'RE VERY WISE TO TELL US RIGHT NOW, OUR ELECTION OFFICIALS GET $17 AN HOUR. THE JUDGE, THE ALTERNATE GETS 16, AND THE CLERKS GET $15 AN HOUR.
SO WE LOOKED AT IT AND SAID, OKAY, IF WE RAISE EACH ONE OF THEM BY A DOLLAR FOR THIS ELECTION, IT WILL BE AN ADDITIONAL $147,000.
WELL, THIS BALANCE IS 143,000.
IF YOUR GRACIOUSNESS COULD RECOMMEND.
AND THEN THE JUDGE WOULD HAVE TO TAKE IT TO COMMISSIONERS COURT.
I MEAN, IT IS TIME, BUT ONCE WE DO IT FOR ONE ELECTION, WE'RE IN FOR ALL OF THEM, YOU KNOW? AND LIKE THE JUDGES TELL US.
WELL, HARRIS COUNTY PAYS $20 AN HOUR.
JUDGE, YOU HAVE LOTS OF FREE MONEY HIDING SOMEWHERE? NO, THE ANSWER IS NO.
BUT I THINK WHAT'S IMPORTANT FOR TODAY, JACKIE, IS THAT THE BOARD NEEDS TO GIVE DIRECTION OR RECOMMENDATIONS TO THE COURT FORMALLY IN ORDER THAT I CAN THEN ASK THAT THE COUNTY MANAGER'S OFFICE AND THE BUDGET OFFICE CONSIDERS THAT, AND THEN TAKES IT UP WITH THE COURT.
[00:30:01]
OBVIOUSLY, A MAJORITY OF THE COURT MUST APPROVE THAT.SO I THINK WHAT'S IMPORTANT FOR TODAY IS, MORE IMPORTANTLY, I HAVE NO PROBLEM SUPPORTING AN INCREASE IN PAY FOR THE ELECTED JUDGES WHO DO THIS TYPE OF WORK. IT IS PERHAPS A THANKLESS JOB AT TIMES, AND SO I WOULD SUPPORT ELECTION.
THAT'S THE ONLY WAY IT MOVES FORWARD, RIGHT? WE CAN TALK ABOUT IT, BUT UNLESS WE PUT THIS ON AN ACTION ITEM ON THE COMMISSIONERS COURT, IT'S NOT GOING TO HAPPEN.
SO THAT'S MY POINT OF VIEW FOR AS THE ELECTION BOARD COMMISSIONER FOR TODAY.
THANK YOU. AND ONE OF THE NATURAL ORDERS THAT GOES INTO AN ELECTION FROM THE ELECTION DEPARTMENT IS EVERY ELECTION WE HAVE TO PUT IN AN ORDER AGREEING AND SETTING THEIR WAGES.
AND SO RIGHT NOW, THAT ORDER HAS BEEN 17, 16 AND 15.
SO IF, LIKE I SAID, IF WE HAVE A CONSENSUS OR YOU FEEL ONE WAY OR THE OTHER, THEN WHEN THE ORDER GOES IN ON THE ELECTION DEPARTMENT, THEN IT WOULD BE UP TO COMMISSIONERS FOR IT TO EITHER ACCEPT THAT ORDER OR OPEN THAT DISCUSSION.
SO, I MEAN, WHAT'S YOUR SENSE OF.
WELL, I WOULD ENTERTAIN KRIS. I JUST HAVE A COUPLE OF QUICK QUESTIONS,JUDGE.
SO THERE IS SO THERE'S NO LINE ITEM RIGHT NOW IN THE BUDGET FOR THE COURT.
UNFORTUNATELY, THIS IS MY FIRST BOARD MEETING.
SO, JACKIE, WHAT IS HOW DOES THE BUDGET PROCESS WORK FOR THE ELECTION BOARD? WELL, AGAIN, THE RECOMMENDATION LIKE IF YOU'RE COMFORTABLE AND WE HAVE YOUR SUPPORT, THEN WE WILL TAKE IT TO COMMISSIONERS COURT.
BUT THE ELECTION OFFICIALS, WORKERS WAGES AS PART OF THE GENERAL FUND THAT FOR OUR OFFICE.
AND THAT NORMALLY SITS AT ABOUT $1.2 MILLION.
AND SO AGAIN, THIS WOULD RAISE IT FOR EACH ADDITIONAL ELECTION.
BUT. AND I'M SORRY, YOUR RECOMMENDATION WAS $5.
AND THEN MONICA, YOU SAID ONE.
THE RECOMMENDATION WAS $1 FOR EACH ONE.
GOT IT. YES OR NO? JUST THOSE TWO IMPORTANT WORDS, RIGHT? AND AGAIN, LIKE I SAID, WHEN I FIGURED IT OUT FOR THIS ELECTION, IT CAME OUT TO 147,000 ADDITIONAL, BECAUSE WE ARE GOING TO BE SPENDING ABOUT $920,000 IN WORKERS WAGES FOR EARLY VOTING, WHICH IS THE BIG CHUNK OF IT, AND THEN ELECTION DAY.
YEAH I TAKE IS THERE A SECOND.
ALL THOSE IN FAVOR OF RECOMMENDING SAY AYE.
WE ARE NOT GOING TO GO PUBLIC WITH THIS UNTIL IT HAPPENS.
WE ARE WORKING ON OBVIOUSLY THE ELECTION SITES.
THE ELECTION JUDGES, I WOULD LIKE YOUR THOUGHTS AS WE'RE CLOSING IN ON THIS.
MANY OF YOU HAVE BEEN SEEN, AND I KNOW YOU'VE SEEN, THAT WE'VE HAD TO CLOSE ELECTION SITES.
HOW MANY OF THE SCHOOL DISTRICTS HAVE BEEN CLOSING SCHOOLS AND WE LOSE THEM AS POLL SITES? SO TOMORROW MORNING, THE STAFF AND I HAVE A MEETING WITH SAISD BECAUSE THEY'VE CLOSED THE MOST SCHOOLS THIS YEAR.
I DON'T KNOW WHAT THAT NUMBER FINALLY IS, BUT THEY'RE GOING TO AT 10:00 TOMORROW MORNING.
WE'RE GOING TO HAVE A SIT DOWN WITH THEM AND SEE WHAT SITES WE CAN USE.
WE ARE VERY PLEASED THAT ABOUT HALF OF THE SCHOOL DISTRICTS HAVE MADE IT A STUDENT FREE DAY.
THEY'RE HAVING IT AS TEACHERS IN-SERVICE, WHICH IS JUST ABSOLUTELY PERFECT FOR US.
[00:35:06]
BUT AGAIN, WE HAVE TO BE YOU KNOW, THIS IS ONE OF THE THINGS THAT'S TOUGH.THE ELECTION CODE STATES THAT NO PUBLIC BUILDING, NO PUBLIC BUILDING CAN TELL US NO IF WE ASK THEM TO BE A POLL SITE. AND THEY VIEW PUBLIC BUILDINGS AS ANY BUILDING THAT GETS TAX DOLLARS OF ANY KIND.
IF THEY'RE GETTING CITIZENS TAX DOLLARS, THEY HAVE TO BE AVAILABLE FOR POLL SITES.
WE I AM REAL UNCOMFORTABLE WE'VE NEVER PLAYED THAT GAME THAT SAYS YOU HAVE TO.
WE CAN'T TAKE NO BECAUSE WE REALLY IT MAKES A DIFFERENCE.
IT'S JUST NOT THE WAY WE DO BUSINESS.
BUT AGAIN, IF YOU KNOW ANY SCHOOL DISTRICTS, WE'D ASK FOR YOU TO REACH OUT TO THEM, REACH OUT TO THEM BECAUSE ONE OF THE OTHER I WANT TO GET YOUR VIEW ON DO WE SPEND $250,000 ON PPE? ON WHAT? ON PPE.
WE'RE COMING AROUND AGAIN WHERE EVERYBODY'S SAYING THIS HAPPENS AND THIS HAPPENS.
WE'VE USED MOST OF OUR PPE UP FROM THE COVID.
AND SO AGAIN, IT'S JUST I WANT YOUR THOUGHTS.
I WANT YOUR THOUGHTS ON, YOU KNOW, I MEAN, WE HAVE TO GIVE OUR JUDGES CLOROX WIPES.
I REALLY THINK THE VOTERS LOVE VOTING WITH THE PENCILS.
DO YOU KNOW HOW HARD IT IS TO PUT IN AN ORDER FOR 500,000 PENCILS? SORRY. AND WE'VE BEEN LUCKY ENOUGH TO REUSE THEM IN MUCH TO JOE'S ANGER.
THE JUDGES WILL GIVE US BACK A LOT OF THEM.
AND THEY, YOU KNOW, EVERYBODY WE'VE REACHED OUT TO.
IF THEY SIT THERE IN THE WAREHOUSE IN A HOT WAREHOUSE, THEY'RE SANITIZED.
BUT AGAIN, I JUST WANT YOUR FEELINGS ON WHAT? WHAT YOU THINK? I MEAN, WE'VE BEEN GIVEN THE MASKS AND WE'VE BEEN GIVING THEM GLOVES AND THEIR HAND SANITIZER AND THEIR CLOROX WIPES.
WE WILL STILL PROVIDE THEM WITH THE PLASTIC SHIELDS THAT WE DID GET WITH THE COVID MONEY.
WHAT DO YOU THINK? THAT'S WHAT I THINK.
JUDGE, I NEED I NEED TO ASK JACKIE, WHAT ARE YOU ASKING THE BOARD IN REGARDS TO THIS? THIS IS JUST INFORMATIONAL.
IF YOU'RE COMFORTABLE ENOUGH TO SAY GO FORWARD WITH IT, THEN I'LL TAKE IT FORWARD.
GO FORWARD WITH WHAT? PROVIDING THE JUDGES WITH PPE ON THAT ONE.
THAT ONE'S JUST REAL. I'LL BE HONEST.
I THINK THAT'S A MORAL AND ETHICAL OBLIGATION WE HAVE.
WE NEED TO PROTECT OUR ELECTION JUDGES.
I DON'T THINK IT'S A MATTER OF MONEY.
MONEY? I THINK NOT UNLESS OUR ELECTION JUDGES TAKE A POSITION THAT THEY DON'T WANT THIS PROTECTION, OR THEY DON'T WANT TO HAVE MANDATES I DON'T WANT TO GET INTO THAT POLITICAL DISCUSSION.
I DON'T THINK IT'S A DISCUSSION.
THANK YOU. THEN WE GO ONE, ONE STEP FURTHER AGAIN AS A BYPRODUCT OF THIS BOARD.
HISTORICALLY, JUDGE AND I KNOW YOU WEREN'T HERE, BUT IN THE PAST WHEN WE HAVE A GENERAL ELECTION WE'VE ASKED AND HAVE ALREADY ALWAYS BEEN SUPPORTED FOR THE COUNTY TO PROVIDE FLU SHOTS OR COVID SHOTS FOR OUR JUDGES, AND WE DO THAT LIKE A MONTH AHEAD.
SO LONG WE'RE RESPECTING THEIR PRIVACY.
RIGHT? WE'RE NOT MANDATING THAT THEY HAVE TO.
WE'RE MAKING IT AVAILABLE TO THEM.
[00:40:01]
SURE THAT WE PROVIDE THAT TO THEM.THANK YOU. THOSE ARE THE LITTLE QUIRKS THAT, YOU KNOW, WE NORMALLY DON'T ENTER INTO THOSE DISCUSSIONS, BUT WHEN THESE PEOPLE ARE GOING TO FACE 400,000 PEOPLE INSTEAD OF 40,000 PEOPLE.
[LAUGHTER] DO WE NORMALLY HAVE REQUESTS FOR THAT THEN? YES, AGAIN, BECAUSE WE'VE DONE IT IN THE PAST.
GOT IT. THE ONES WHO HAVE WORKED WITH US, YOU KNOW, ARE WE GOING TO GET FLU SHOTS? IT'S LIKE, I DON'T KNOW YET.
I DON'T KNOW YET IF WE'RE GOING TO GIVE FLU SHOTS.
DO WE COORDINATE THAT WITH UNIVERSITY HEALTH SYSTEM? I'M ASSUMING, SIR, I NEVER HAD ANY PART OF THAT.
THEY JUST CALL AND SAY, WE'RE GOING TO DO IT ON THIS DAY AND THIS DAY.
SO WHO PROVIDES THE VACCINES? UNIVERSITY HOSPITAL.
OKAY, I MEAN I BUT I DON'T KNOW HOW IT GETS THERE.
I JUST, I JUST THEY JUST CALL UP AND SAY WE CAN BE THERE FROM 9 TO 3 ON WEDNESDAY AND THURSDAY, AND THEN WE SEND IT OUT TO OUR JUDGES AND THEY CAN CHOOSE TO COME IN OR NOT. AND I ASSUME THIS IS SOMETHING THAT'S BEEN DONE IN EVERY ELECTION CYCLE.
YEAH. ON THE GENERAL ELECTIONS.
AGAIN, THEY'VE ASKED FOR IT BECAUSE AGAIN, THEY MAY SEE 400,000 PEOPLE OR, YOU KNOW, 500,000 PEOPLE.
DOES THE BOARD HAVE TO APPROVE THAT OR? IS THAT. NO. AGAIN, THIS IS JUST A DISCUSSION ITEM.
IF YOU'RE NOT IN SUPPORT OF IT, THEN IT DOESN'T GO FORWARD.
BUT IF YOU'RE SUPPORT, LIKE I SAID THIS IS INFORMAL.
OKAY. AND SO I JUST WANTED TO GET A FEELING OR A HANDLE.
[XI. Discussion related to early voting dates and election day security support. ]
AND THE SHERIFF'S HERE BECAUSE HE KNOWS THAT HIS GUYS WORK DILIGENTLY.AND THE ELECTION CODE SPECIFIES THAT THE SHERIFF'S RESPONSIBLE FOR DELIVERING ELECTION SUPPLIES.
SECURITY. SECURITY IS GOING TO BE A TOUGH ONE.
YEAH. YEAH, YEAH. GO TO WINDCREST.
WE KNOW WHERE THEY HAVE TO GO.
BUT AGAIN, WE'RE JUST GETTING THAT WORKING RELATIONSHIP.
AND THE SHERIFF, YOU'RE THERE AND GILBERT'S THERE.
WE LIGHT UP THE EOC AND WE HAVE A MANDATORY MEETING WITH THE EMERGENCY OPERATIONS CENTER, AND THEY BRING IN ALL OF THE SCHOOL DISTRICTS AND ALL OF THE CITIES AND, YOU KNOW, ALL OF OUR TAXING EVERYBODY WHO HAS A POLICE FORCE.
WE GIVE THEM ALL OF THE ELECTION DAY SITES IN THE EARLY VOTING SITES.
THANK YOU. BUT WE DO THAT MAYBE A MONTH AHEAD SO THAT WE CAN COORDINATE EVERYTHING.
AND IT'S BEEN NECESSARY EVER SINCE HILLARY.
I DON'T KNOW IF YOU REMEMBER THE TEXAS TWO STEP.
WHERE THEY TOLD EVERYBODY, THEY HAD TO GO BACK WHEN THE POLLS CLOSED.
DO YOU REMEMBER THAT? WHAT WAS IT? YOU GUYS WERE WORKING SO HARD? THEY WERE CAUSING ALL KINDS OF PARKING ISSUES.
SO. BUT AGAIN, WE WOULD LIKE TO STAY IN TOUCH WITH YOU.
I DO APPRECIATE YOUR TIME NOW.
WE'RE GOING TO ASK THAT THE PARTIES PUT OUT SIGNS.
INFORMATION THAT WE WILL GIVE YOU TO YOUR CANDIDATES.
YOU'RE THE FIRST LINE OF DEFENSE.
WE'RE STILL TAKING EMAILS ABOUT SIGNS THAT ARE STILL UP FROM THE PRIMARY AND THE CANDIDATES.
AND ONE OF THE, ONE OF THE COMMENTS THAT CAME IN WHICH I THOUGHT WAS REALLY, REALLY SMART WAS AN ART TEACHER FROM ONE OF THE HIGH SCHOOLS, AND HE WAS ASKING PERMISSION SINCE THESE SIGNS HAD BEEN THERE FOREVER.
COULD HE TAKE THEM DOWN AND USE THEM IN HIS ART CLASSES? OH, I DIDN'T THINK OF THAT ONE.
AND I THOUGHT, HOW SMART IS THAT? YOU KNOW, YOU REUSE, REUSE.
SO IF THEY DON'T TAKE THEM DOWN IN THE REQUIRED TIME THAT'S WHERE WE ARE.
SO THAT'S WHAT WE'VE HAD TO PRESENT TO YOU TODAY.
AND I SURE APPRECIATE THE NAMES FOR THE EARLY BALLOT BOARD IN THE CENTRAL COUNT.
[00:45:04]
WE WILL HAVE CLASS FOR THEM.THEN WE'LL HAVE A GOOD ELECTION.
OKAY. OKAY, SO ON AUGUST 6TH, I WILL BRING ONE ORDER TO COURT.
TO THE COURT. AND THEN SECOND MEETING IN AUGUST, I'LL BRING THEM ABOUT 12 ITEMS. GOT IT. OKAY.
ALL RIGHT. MAY I HAVE A MOTION TO DISBAND.
[LAUGHTER] MOTION TO ADJOURN.
