FIRST, IT'S A BRIEF PRESENTATION LESS THAN TEN MINUTES.
WE'RE GOING TO COVER THE BACKGROUND OF THE CCTV AND OUR COMPREHENSIVE APPROACH.
THE CCTV ADOPTED COMPONENTS IN 2019, WHEN WE WERE CREATED, OF THE CITY OF SAN ANTONIO'S COMPREHENSIVE DOMESTIC VIOLENCE PLAN THE SAME YEAR TO CREATE A COORDINATED AND COMPREHENSIVE APPROACH TO ADDRESS DOMESTIC VIOLENCE.
WE RECENTLY INTRODUCED A DOMESTIC VIOLENCE ECOSYSTEM MODEL.
THOSE FOUR LEVELS ARE INDIVIDUALS AND RELATIONSHIPS, ORGANIZATIONS AND COMMUNITIES, SYSTEMS AND INSTITUTIONS, AND SOCIETAL AND CULTURAL. TO IMPROVE THE DOMESTIC VIOLENCE PREVENTION, RESPONSE AND SUPPORT SYSTEM.
THE CCTV AND OUR STAKEHOLDERS COLLECTIVELY OPERATE, OF COURSE, IN ALL OF THESE LEVELS.
BUT BY DESIGN, THE CCTV'S FOCUS IS PRIMARILY IN SPECIFICALLY ON THE TWO MIDDLE LEVELS OF THIS ECOSYSTEM THE ORGANIZATIONS AND COMMUNITIES AND SYSTEMS AND INSTITUTIONS WE FORMERLY CONVENED LOCAL LEADERS IN GOVERNMENT, THE JUDICIARY, LAW ENFORCEMENT, PROSECUTION, NONPROFITS, HEALTH CARE ORGANIZATIONS, AND EDUCATIONAL INSTITUTIONS TO ADDRESS DOMESTIC VIOLENCE THROUGH SYSTEM IMPROVEMENTS.
WE PREPARE THIS ANNUAL PROGRESS REPORT THAT HIGHLIGHTS THE WORK THAT WE HAVE DONE.

A LOT OF THAT WORK IS WITH YOUR SUPPORT AND WE APPRECIATE THAT.
SO THESE ARE JUST SOME OF THE KEY HIGHLIGHTS.

ONE THING WE DID OVER THE LAST SEVERAL YEARS WAS IMPROVE THE PROTECTIVE ORDER PROCESS.
IN 2020, WE FORMED WORK GROUPS THAT FOCUSED ON ENHANCING AND IMPROVING THE PROTECTIVE ORDER PROCESS.
THE GROUPS FOCUS ON EXECUTING SERVICE OF PROCESS ON RESPONDENTS, STREAMLINING DOCUMENTATION OF SERVICE AND DATA COLLECTION, AND ENFORCING PROTECTIVE ORDERS WITH LAW ENFORCEMENT AGENCIES.
WE'VE ALSO WORKED TO EXPAND LEGAL SERVICES.
AGAIN, WITH YOUR SUPPORT IN OUR COMMUNITY, THE COVID 19 PUBLIC HEALTH EMERGENCY ACCELERATED THE KHEDIVE'S EFFORTS IN A FOURTH AREA, WHICH IS MAKING THE PROTECTIVE ORDER SERVICES MORE ACCESSIBLE TO OUR COMMUNITY.
MEMBERS ALSO SUBMITTED A PROPOSAL TO YOU ALL IN 2020, AND SUCCESSFULLY SECURED COUNTY FUNDING FOR A DOMESTIC VIOLENCE FELLOW POSITION TO SUPPORT THE EXPANSION OF LEGAL SERVICES FOR PROTECTIVE ORDERS VIA A PARTNERSHIP BETWEEN TROLLIES PRO BONO PROTECTIVE ORDER PROJECT AND SAN ANTONIO LEGAL SERVICES ASSOCIATION. 17 ATTORNEYS PROVIDED PRO BONO SERVICES IN 2021.
IN 2023, OUR MEMBERS COORDINATED ASSISTANCE FOR LOCAL NONPROFIT ORGANIZATIONS TO APPLY FOR GRANTS TO DELIVER LEGAL SERVICES TO THOSE IMPACTED BY DOMESTIC VIOLENCE.
TRALLA WAS AWARDED ARPA FUNDS ISSUED THROUGH THE COUNTY.
WE ALSO WORKED TO ENHANCE THE JUSTICE SYSTEM PROCESS AS IT PERTAINS TO DOMESTIC VIOLENCE CASES.

IT ALSO PROVIDES COMPLIANCE SERVICES WITH COURT ORDERS, INCLUDING THOSE REGARDING FIREARM POSSESSION PROHIBITIONS.YOU'VE HEARD ABOUT THE NAVIGATION LINE THAT WE CREATED THROUGH THE CCTV AS WELL.
THAT LINE CONNECTS BCSO TO A 24 OVER SEVEN CALL CENTER TO ASSESS A SURVIVOR'S LEVEL OF RISK FOR SERIOUS HARM OR DEATH, AND YOU ALL HAVE GRACIOUSLY TAKEN UP THE FUNDING AND THE CONTINUATION OF THAT LINE.
BUT THAT IS SOMETHING THAT WE CREATED THROUGH THE CCTV.
LASTLY ON THIS SLIDE IS THE CRISIS INTERVENTION MODEL.
IN 2020, SAPD BEGAN A TRANSITION TO A VICTIM CENTERED MODEL.
THIS NEWLY CONFIGURED APPROACH SEEKS TO MINIMIZE RETRAUMATIZATION ASSOCIATED WITH THE CRIMINAL JUSTICE PROCESS BY PROVIDING THE SUPPORT OF CRISIS ADVOCATES AND SERVICE PROVIDERS, EMPOWERING SURVIVORS AS ENGAGED PARTICIPANTS IN THE PROCESS, AND PROVIDING SUPPORT TO FAMILIES AS LONG AS THEY NEED IT. ALSO UNDER THE SYSTEMS AND INSTITUTIONS SECTION, WE HAVE WORKED TO INCREASE DATA SHARING, RECOGNIZING THE NEED FOR COMMUNITY PARTNERS TO HAVE ACCESS TO COMMUNITY ASSESSMENTS AND SERVICE DATA, ESPECIALLY OUR FUNDING PARTNERS LIKE THE COUNTY AND THE CITY.
WE HAVE WORKED TO IMPROVE IDENTIFICATION OF RISK.
IN 2021, BEXAR COUNTY SHERIFF'S OFFICE IMPLEMENTED THE DANGER ASSESSMENT FOR LAW ENFORCEMENT, COMMONLY KNOWN AS DALE, WHICH IS A TOOL THAT HELPS LAW ENFORCEMENT QUICKLY AND RELIABLY DETERMINE THREAT POSED TO SURVIVORS.
IT ALSO PROVIDES VITAL INFORMATION TO VICTIM SERVICES AGENCIES.
THE CCTV ASSEMBLED SUBCOMMITTEES TO DEVELOP A FIREARM TRANSFER PROCESS THAT ALL MEMBERS OF OUR LOCAL JUDICIARY MAY UTILIZE TO ENSURE COMPLIANCE OF THEIR COURT ORDERS REGARDING INELIGIBILITY TO POSSESS FIREARMS OR AMMUNITION AND FAMILY VIOLENCE CASES.
WITHIN THE ORGANIZATIONS AND COMMUNITY SECTION OF THE DOMESTIC VIOLENCE ECOSYSTEM, WE HAVE DEVELOPED AN ANNUAL, VERY SUCCESSFUL DOMESTIC VIOLENCE AWARENESS SYMPOSIUM THAT HAS BEEN VIRTUAL AND VERY WELL ATTENDED, THAT FACILITATES COMMUNITY LEARNING ON DOMESTIC VIOLENCE STRATEGIES.
WE'VE BEEN DOING THAT SINCE 2020.
EVERY YEAR WE'LL BE DOING IT AGAIN THIS OCTOBER.
THESE EVENTS ENGAGE INDIVIDUALS AND ORGANIZATIONS IN A SHARED EFFORT TO UNDERSTAND AND FOSTER USE OF CURRENT BEST PRACTICES TO PREVENT, INTERVENE IN, AND PROVIDE SUPPORT TO THOSE WHO HAVE EXPERIENCED DOMESTIC VIOLENCE.
AND THAT'S NOT JUST TO SURVIVORS, THAT IS ALSO TO PEOPLE WHO HAVE HARMED AS WELL.
WE HAVE DEVELOPED A COMMUNICATIONS CAMPAIGN.
THE CCTV STRATEGY FOR IMPACTING DOMESTIC VIOLENCE IS TO RAISE COMMUNITY AWARENESS OF THE PROBLEM, TO HELP PEOPLE UNDERSTAND WHERE TO FIND RESOURCES AND CHANGE THE SOCIAL ATTITUDE TO REDUCE TOLERANCE FOR VIOLENCE.
WE DID THIS BY PARTNERING WITH THE CITY, WITH LOCAL BUSINESSES AND COMMUNITY STAKEHOLDERS.
WE'VE ALSO OUR PARTNERS HAVE DISTRIBUTED OVER 10,000 DECALS TO RESTAURANTS, BUSINESSES, GOVERNMENT AGENCIES AND COMMUNITY ORGANIZATIONS FROM 2020 TO 2022 TO HELP PEOPLE QUICKLY IDENTIFY LOCAL DOMESTIC VIOLENCE INTERVENTION AND SUPPORT SERVICES.
AND LASTLY, ON THIS SLIDE, WE HAVE WORK TO ENHANCE ACCESS TO RESOURCES IN OUR COMMUNITY.
THAT INCLUDES INFORMATION ON HOW TO ACCESS BASIC NEEDS, LEGAL AID, MENTAL HEALTH AND COUNSELING, CARE AND CLINICS FOR WOMEN, HOUSING AND SHELTER, AND EMPLOYMENT, AND CHILDCARE. AND OUR LAST SECTION OF HIGHLIGHTS IS WITHIN THE SECTION OF INDIVIDUALS AND RELATIONSHIPS.
FROM 2021 TO DECEMBER 2022, THE PEACE INITIATIVE, WHICH WE HAVE PATRICIA CASTILLO HERE WITH US TODAY, AND METRO HEALTH, WHICH WE HAVE REPRESENTATIVES FROM METRO HEALTH WITH US ALSO TODAY WORKED TOGETHER TO DELIVER PARENTING TRAINING TO MORE THAN 3000 PARENTS AND CAREGIVERS USING THE EVIDENCE BASED POSITIVE PARENTING

PROGRAM, WHICH YOU ALL MAY COMMONLY KNOW AS TRIPLE P.THE CCTV COLLABORATED WITH EMPOWER HOUSE IN 2022 TO DELIVER EDUCATIONAL PROGRAMING ON DOMESTIC VIOLENCE FOR 333 PARENTS IN THE PARTNERS IN PEACE PROGRAM, AND WE HAVE ALSO FOCUSED ON HELPING TRAIN THE WORKFORCE.
THAT TRAINING SERIES HAS INCLUDED, IN PART, SERVICES AND SUPPORT FOR THE LGBTQ PLUS COMMUNITY THE USE OF EXPERT WITNESSES IN DOMESTIC VIOLENCE AND SEXUAL ASSAULT CASES, CAPACITY BUILDING TO PROVIDE SUPPORT TO VICTIMS OF GENDER BASED VIOLENCE AS WELL.
AND THAT'S JUST SOME OF WHAT WE HAVE DONE.
WE ALSO I, OVER THE PAST YEAR HAVE WORKED ON A NEW STRATEGIC PLAN WITH THE IMPACT OF THE COVID 19 PANDEMIC. WE FOUND AS A GROUP THAT THE NEEDS OF OUR COMMUNITY HAD CHANGED.
CCTV MEMBERS COLLABORATED WITH THE CITY OF SAN ANTONIO, UTSA, AND FAITH AND COMMUNITY LEADERS TO DEVELOP A NEW STRATEGIC PLAN FOR THE BEXAR COUNTY AREA FOR 2024 THROUGH 2028.
THIS STRATEGIC PLAN CONSIDERS THE CURRENT STATE OF OUR COMMUNITY AND SETS OUT A MULTI-SECTORAL APPROACH TO PREVENT AND INTERVENE IN DOMESTIC VIOLENCE AND OTHER TYPES OF VIOLENCE. IN DECEMBER OF 2023, OUR MEMBERS ADOPTED STRATEGIES FROM THAT NEW REGIONAL PLAN FOCUSED ON DOMESTIC VIOLENCE. THE GROUP'S EFFORTS WILL CENTER AROUND THESE STRATEGIES GOING FORWARD FROM NOW UNTIL 2028.
THE THREE MAIN GOALS OR STRATEGIES, RATHER THAT WE ARE FOCUSING ON ARE ONE.
DATA UTILIZATION, MEANING IMPROVING DATA ACQUISITION, SHARING AND UTILIZATION.
THOSE THREE STRATEGIES WILL SERVE AS THE PILLARS OF OUR WORK OVER THE NEXT FIVE YEARS.
AND THAT CONCLUDES OUR PRESENTATION.

WE HAVE NEVER BEEN NUMBER ONE AGAIN.
THE THAT IS JUST A STATISTIC REGARDING DOMESTIC VIOLENCE, HOMICIDES.
AS YOU KNOW, DOMESTIC VIOLENCE IS A DIFFICULT CRIME TO MEASURE.
IT IS ONE OF THE MOST, IF NOT THE MOST UNDERREPORTED OFFENSES.
SO USING THAT GAUGE, WE REMAIN IN ABOUT THE THIRD PLACE IN THE MAJOR METROPOLITAN AREAS, WHICH.
MOSTLY CORRESPONDS TO POPULATION SIZE AS WELL.
THE THE MATRICES OF SUCCESS THAT HAVE HAPPENED SINCE THE DROP.
WHAT DO YOU ATTRIBUTE THOSE TO? IT'S VERY HARD TO SPECIFICALLY PINPOINT SOMETHING, BUT WE WE STRONGLY BELIEVE THAT IN PART AT LEAST, THE WORK THAT WE HAVE DONE AS A COMMUNITY HERE IN BEXAR COUNTY, NOT JUST THROUGH THE CCTV AS AN ENTITY, BUT THROUGH ALL OF OUR INDIVIDUAL STAKEHOLDERS, DOES PLAY A ROLE IN THAT.
WE WOULD LIKE TO BELIEVE THAT WE WE KNOW THAT IN THE LAST STATISTICAL DATA REPORT THAT WE COVERED WITH YOU ALL, THERE WAS A SLIGHT INCREASE IN IN DOMESTIC VIOLENCE CALLS, FOR EXAMPLE, WHICH WE KNOW COULD BE ATTRIBUTED TO FOLKS BEING MORE COMFORTABLE WITH REACHING OUT AND HAVING MORE ACCESS TO AVAILABLE RESOURCES JUST AS MUCH AS IT COULD BE.
POPULATION GROWTH, NOT NECESSARILY REFLECTIVE OF AN INCREASE IN DOMESTIC VIOLENCE.
WE BELIEVE OUR WORK IS WORKING.

AND HOW IS HOW HOW ARE THOSE TRAINING COURSES YOU'RE DOING IMPROVING THAT? WELL, THANK YOU FOR YOUR QUESTION.
IT'S A VERY IMPORTANT QUESTION, COMMISSIONER CALVERT.
WE USE THE TRIPLE P CURRICULUM, POSITIVE PARENTING PROGRAM BECAUSE IT'S EVIDENCE BASED.
IT'S A CURRICULUM THAT IS USED ALL AROUND THE WORLD AND IT'S TRANSLATED IN, I DON'T KNOW HOW MANY LANGUAGES, BUT THE KEY TO THAT PROGRAM IS COMMUNICATION AND RELATIONSHIP BUILDING.
AND THIS IS WHAT I THINK MAKES IT SO POWERFUL IS THAT IT STRESSES THAT CONNECTION, THAT BOND, THAT SENSE OF BELONGING FOR THE CHILDREN TO THEIR PARENTS.
AND IT TEACHES THE PARENTS HOW TO DIALOG WITH THEIR CHILD, HOW TO COMMUNICATE, HOW TO EXPRESS THEMSELVES. AND THEN THEY MODEL THAT BEHAVIOR SO THAT THEIR CHILDREN.
RIGHT? THEY REPLICATE THE BEHAVIOR.
AND THE OTHER IMPORTANT FACTOR OF THAT CURRICULUM IS THAT IT DOES NOT ALLOW FOR CORPORAL PUNISHMENT.
THAT'S A VERY IMPORTANT FACTOR.
MUCH OF THE VIOLENCE AND ABUSE THAT, YOU KNOW, OUR COMMUNITIES ARE EXPERIENCING IS ROOTED IN GROWING UP IN HOUSEHOLDS AND FAMILIES WHERE THERE WAS A LOT OF HITTING, A LOT OF STRIKING OF CHILDREN, A LOT OF YOU KNOW, YOU KNOW, THEY THEY CALL IT SPANKING.
BUT, YOU KNOW, UNFORTUNATELY, IN MANY OF THOSE SITUATIONS, IT TURNS INTO HORRIBLE VIOLENCE.
AND BECAUSE PARENTS ARE ANGRY, PARENTS ARE UPSET.
AND AND SO THEY'RE ANGRY AND THEN THEY STRIKE WITH THAT LEVEL OF FORCE.
AND AND SO THAT PUTS OUR CHILDREN IN DANGER.
BUT WE REALLY ARE LOVING THAT CURRICULUM.
MY EDUCATOR THAT IS DOING THAT PROGRAM IN THE PEACE INITIATIVE DOES CASEWORK WITH THEM, DOES CRISIS INTERVENTION, DOES SHORT TERM COUNSELING, DOES ONE ON ONE, YOU KNOW, PHONE CALLING, CHECKING ON THE PARENTS? I MEAN, IT'S GOT A LOT OF FOLLOW UP AND A LOT OF DIALOG AND A LOT OF CHECKING ON PARENTS.
IT'S STUFF THAT WE'VE GOT TO LEARN.
AND THAT'S WHAT WE'RE DOING IN THE PEACE INITIATIVE.
AND I WANT TO THANK COMMISSIONER REBECA CLAY-FLORES BECAUSE SHE RECENTLY PROVIDED FOR THE THAT PROGRAM AT $30,000 GRANT. THANK YOU. COMMISSIONER.
BECAUSE IT'S GOING TO HELP US KEEP GOING.
WITH THAT PROGRAM, IT'S MUCH NEEDED.
YOU KNOW, I THINK EVERY SOCIAL SERVICE AGENCY IN SAN ANTONIO SHOULD BE TEACHING PARENTING CLASSES.
AGREED. LAST QUESTION TO YOU IS JUST ABOUT THE THINGS THAT POLICY PEOPLE, YOU KNOW, YOU HAVE THIS OPEN FLOOR, YOU HAVE SEEN SOME CHANGE.
BUT FROM YOUR PERSPECTIVE AS A LEADING PRACTITIONER IN THIS WORLD, FOR THOSE OF US WHO DON'T DO THIS EVERY DAY, WHAT DO WE NEED TO KNOW AND HELP RESOURCE IN ORDER TO KEEP THESE NUMBERS GOING IN A DIFFERENT IN A IN A BETTER DIRECTION? WELL LIKE I SAID, IT'D BE AWESOME IF WE COULD OFFER THESE PARENTING CLASSES WAY MORE THAN WE DO.
WE NEED ALSO TO GET PARENTS AND FAMILIES CONNECTED TO THE RESOURCES.

I FEEL LIKE IF WE COULD DO MORE OUTREACH TO THOSE FAMILIES AND WE NEED TO CHALLENGE, YOU KNOW, OUR CULTURAL NORMS TO, YOU KNOW, AND TALK ABOUT HOW YOU KNOW, HITTING CHILDREN IS NOT A GOOD THING THAT WE NEED TO STOP THAT AS PART OF OUR CULTURE.
IT'S AMERICAN CULTURE, YOU KNOW, TO TO HIT OUR CHILDREN AS A FORM OF DISCIPLINE IN NEW ORLEANS, THE BISHOP, THE CATHOLIC BISHOP IN NEW ORLEANS CREATED WHAT THEY CALL NO HIT ZONES ALL OVER THE CITY IN EVERY SINGLE PROPERTY THAT THE CATHOLIC CHURCH OWNS AND RUNS SOME KIND OF PROGRAMING OR SERVICING, THEY'RE THEY THEY HAVE SIGNS UP THAT SAY, NO, THIS IS A NO HIT ZONE.

WE'LL HAVE 15 WONDERFUL, EXTRAORDINARY ARTISTS AND FIVE MAJOR PROGRAMS WITH MULTIPLE COMMUNITY OUTREACH PROGRAMS. THIS YEAR, ALL OF OUR CONCERTS ARE COMPLETELY FREE.

SO MY DIVISION ADMINISTERS THREE GRANTS THROUGH THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, THE COMMUNITY DEVELOPMENT BLOCK GRANT, THE HOME INVESTMENT PARTNERSHIP PROGRAM, AND THE EMERGENCY SOLUTIONS GRANT.
BEXAR COUNTY UTILIZES THESE PROGRAMS IN CONJUNCTION WITH OTHER PUBLIC FINANCING TOOLS TO SUPPORT INITIATIVES WHICH DEVELOP VIABLE URBAN COMMUNITIES AND SUPPORT THE LOCAL ECONOMY. BEXAR COUNTY RECEIVES THESE ENTITLEMENT FUNDS ON AN ANNUAL BASIS FROM THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.
IN PROGRAM YEAR 2023, WE RECEIVED $3.4 MILLION FROM HUD, AND IN PROGRAM YEAR 2024, WE ANTICIPATE RECEIVING $3.9 MILLION, WHICH REPRESENTS A 15% INCREASE FROM THE PREVIOUS YEAR.
THE COMMUNITY DEVELOPMENT BLOCK GRANT, OR CDBG, IS OUR LARGEST FEDERAL PROGRAM.
MY TEAM UTILIZES CDBG TO DEVELOP VIABLE URBAN COMMUNITIES AND EXPAND ECONOMIC OPPORTUNITY FOR LOW AND MODERATE INCOME INDIVIDUALS WITHIN UNINCORPORATED BEXAR COUNTY AND 13 PARTICIPATING CITIES.
$45,000 FOR THE SOMERSET MULTI-PURPOSE CENTER.
$30,000 FOR THE GREATER RANDOLPH AREA SERVICES PROGRAM.
$90,000 FOR EACH ONE TEACH ONE.
$150,000 FOR THE SAN ANTONIO FOOD BANK.
$20,000 FOR THE SOCIETY OF NATIVE NATIONS.
WITH RESPECT TO CDBG INFRASTRUCTURE, WE RECOMMEND AN ALLOCATION OF $700,000 FOR THE CITY OF BALCONES HEIGHTS, $219,000 FOR THE CITY OF KERBY, $293,000 FOR THE CITY OF LEON VALLEY, $195,000 FOR THE CITY OF SOMERSET FOR THE SOLAR STREET LIGHTING PROJECT.
$406,000 FOR THE CITY OF UNIVERSAL CITY AND $190,000 FOR THE HOUSING AUTHORITY OF BEXAR COUNTY.
THIS YEAR. WE ALSO HAVE REPROGRAMING FUNDS IN THE AMOUNT OF $295,000.
THIS ALIGNS WITH OUR POLICY OF DIRECTING CDBG REPROGRAM FUNDS TO A PUBLIC WORKS INFRASTRUCTURE PROJECT, WHILE ENSURING THE FUNDS ARE EXPENDED QUICKLY AND PROVIDE DIRECT BENEFITS TO THE COUNTY.
FOR REFERENCE, IN 2022, WE REPROGRAMED $235,000 TO A SOLAR STREET LIGHTING PROJECT IN PRECINCT FOUR, WHICH WAS A RESOUNDING SUCCESS, AND WE HOPE TO REPLICATE THAT IN PRECINCT ONE.
OUR SECOND GRANT IS A HOME INVESTMENT PARTNERSHIP PROGRAM OR HOME.
THE PURPOSE OF THE HOME PROGRAM IS TO ENCOURAGE PUBLIC PRIVATE PARTNERSHIPS TO EXPAND THE SUPPLY OF AFFORDABLE HOUSING FOR FAMILIES, EARNING NO MORE THAN 80% OF THE AREA MEDIAN INCOME FOR HOMEOWNERS AND 60% AMI FOR RENTERS.
