AND WHEREAS ABUSE AFFECTED MORE THAN 120,069 OLDER ADULTS AND PEOPLE WITH DISABILITIES IN TEXAS IN 2023, AND WHEREAS ABUSE AGAINST OLDER ADULTS AND PEOPLE WITH DISABILITY IS GROSSLY UNDERREPORTED BECAUSE OF SOCIAL STIGMA, EMBARRASSMENT AND FEAR.AND WHEREAS ADULT ABUSE AFFECTS MEN AND WOMEN OF ALL INCOME AND ABILITY LEVELS, ALL CULTURAL AND ETHNIC BACKGROUNDS IN ALL COMMUNITIES, AND WHEREAS ELDER ABUSE SHOULD CONCERN EVERYONE, IT IS IMPORTANT TO STRENGTHEN OUR EFFORTS TO PREVENT, REPORT AND ADDRESS ELDER ABUSE.

IN 2023, THE STAFF OF BEXAR COUNTY APS RECEIVED 10,435 REPORTS RELATED TO ABUSE, NEGLECT AND FINANCIAL EXPLOITATION, DESPITE BEING THE SECOND HIGHEST COUNTY IN ABUSE, NEGLECT AND EXPLOITATION REPORTS IN THE STATE.
WE NEED TO REMEMBER THAT THIS IS ALSO.
THIS ALSO INDICATES A PROACTIVE COMMUNITY THAT CARES FOR OLDER ADULTS AND PEOPLE WITH DISABILITIES.
AS WE ARE ALL AGING TOGETHER IN A SOCIETY THAT VALUES THE JUST TREATMENT OF ALL PEOPLE.
THIS YEAR, APS LAUNCHED AN INITIATIVE PARTNERING TO PROTECT.
THAT IS DESIGNED TO FOSTER STRONG, EFFECTIVE COLLABORATIONS WITH COMMUNITIES ACROSS THE STATE.
IN STRENGTHENING OUR KEY PARTNERSHIPS, WE WILL BOLSTER OUR COMMUNITY RESOURCES AVAILABLE SO THAT OLDER ADULTS AND PEOPLE WITH DISABILITIES CAN REMAIN CONNECTED TO THEIR COMMUNITY AND AGE IN PLACE SAFELY.

THE LARGEST POPULATION IN THE THE MOST RECENT POINT IN TIME COUNT WAS IN CITY COUNCIL DISTRICTS FIVE, ONE, FIVE AND ONE KIND OF THAT AREA OF DOWNTOWN, MOSTLY IN THE WEST SIDE.
HOWEVER THE POINT IN TIME COUNT RECENTLY DID JUST SHOW NOT ONLY AN OVERALL 7% INCREASE IN HOMELESSNESS, BUT A 7% DECREASE IN HOMELESSNESS, IN UNSHELTERED HOMELESSNESS IN SAN ANTONIO, BUT AN INCREASE IN THE UNINCORPORATED AREAS OF BEXAR COUNTY.
AND WE DID JUST RECENTLY FINALIZE OUR CONTRACT WITH LEON VALLEY ITSELF.
AND WITH RESPECT TO THE UNINCORPORATED AREA, WHICH OF THOSE AREAS IN, I GUESS BY QUADRANT WHERE GEOGRAPHY AND WHAT AREAS THAT YOU SEE ARE SOME OF THE LARGEST NUMBERS IN IN FOR THERE'S A LARGE NUMBER AND THEN THERE'S A LARGER NUMBER IN ONE AS WELL.
SO IN A COUPLE OF DIFFERENT AREAS.

SO 1414 MORE INDIVIDUALS WERE UNSHELTERED IN THE 24 COUNT FROM THE 23 COUNT.
HOWEVER, OVER THE LAST FIVE YEARS, THE UNSHELTERED POPULATION IN OUR COMMUNITY HAS GONE DOWN BY 25%.
SO THAT'S WHAT. SO MOST OF THE THE GROWTH IN THE HOMELESS POPULATION IS PEOPLE WHO ARE IN SHELTER.
AND A LOT OF THAT IS FAMILIES.
YES. THE HOMELESS POPULATION HAS INCREASED.
AND AS FAR AS FROM THE YEAR BEFORE TO NOW, IT INCREASED JUST THE AGGREGATE NUMBER OF 14, WHICH I SUBMIT WOULD BE PRETTY MUCH A STATIC LINE ON THE ON THE GRAPH. CORRECT? YEAH. IT WAS 874 TO 888 UNSHELTERED, BUT OVER FIVE YEAR PERIOD IT'S ABOUT 25% DECREASE.
CORRECT. WHICH IS A SIGNIFICANT AMOUNT, IS IT NOT? IT IS. WHICH TELLS US THAT WE'RE ON THE RIGHT TRACK.
WHAT I WANT TO TAKEAWAY SO THE PUBLIC UNDERSTANDS THAT WE ARE DOING SOMETHING IN OUR COMMUNITY.
I THINK THE CITY AND COUNTY ARE WORKING TOGETHER AND IN A FASHION THAT IS REALLY, TRULY EFFECTIVE AND PROMOTES COLLABORATION, COORDINATION.

I THINK THERE ARE EFFORTS PERHAPS AT THE CITY LEVEL TO PUT OUT SIGNAGE, AND I RESPECT THOSE STRATEGIES. BUT I THINK THE STRATEGY IS TO INCREASE CAPACITY FOR THE HOMELESS, ESPECIALLY FOR THE HAVEN.
AND THEN THE OTHER COMMITMENT WE MADE WAS TOWN TWIN.
AND THEN ON THE LONG TERM, THE HOMES THAT ARE ZECHIA.
SO CAN YOU GIVE US A PERSPECTIVE? DO YOU UNDERSTAND MY QUESTION? I REALLY KIND OF WANT YOU TO WRAP IT TOGETHER SO THAT THE COMMUNITY UNDERSTANDS THAT WE ARE BEING PROACTIVE AND THAT WE ARE GETTING AHEAD OF IT, DON'T KNOW IF WE'LL EVER ELIMINATE IT.

THERE IS NO MAGIC THING WE CAN DO TO ELIMINATE HOMELESSNESS.
THERE'S A VARIETY OF FACTORS THAT LEAD PEOPLE TO HOMELESSNESS.
A LOT OF IT IS TRAUMA PEOPLE HAVE EXPERIENCED IN THEIR LIVES.
HOMELESSNESS NATIONALLY IS GROWING.
SAN ANTONIO IS EXPERIENCING THAT AS WELL.
AND WHEN ONE OF THOSE MEMBERS PASSES AWAY, THEY CAN NO LONGER AFFORD TO STAY WHERE THEY ARE.
WE ALSO HAVE AN AGING POPULATION IN OUR COMMUNITY THAT IS LEADING TO MORE AND MORE HOMELESSNESS.
SO ALL OF THOSE FACTORS GROW HOMELESSNESS.

AND THE BEST WAY TO DO THAT IS TO GET THEM ENGAGED IN SERVICES AND INTO SAFE SHELTER.SO WHETHER THAT'S, YOU KNOW, HAVEN FOR HOPE, THE SALVATION ARMY, SAM MINISTRIES, LOW BARRIER, NON-CONGREGATE HOTEL, WHATEVER THE BEST OPTION IS FOR THOSE INDIVIDUALS WE HAVE, WE COLLECTIVELY WORK TOGETHER AND WE HAVE CENTRALIZED THIS YEAR ALL OF THE SHELTER BEDS IN OUR COMMUNITY THROUGH HAVEN.
AND SO THAT THAT HAS CONTRIBUTED TO GETTING MORE PEOPLE OFF OF THE STREETS, ALLOWING US TO TO MAKE SURE THEY'RE IN THE RIGHT PLACEMENT THAT'S GOING TO WORK FOR THAT INDIVIDUAL OR THAT FAMILY.
SAN ANTONIO HAS ABOUT 73% OF OUR POINT IN TIME COUNT ARE IN SHELTER.
AND THE FACT THAT OUR UNSHELTERED POPULATION, YOU KNOW, GREW BY 14 PEOPLE OVER THE LAST YEAR IS SIGNIFICANT AS WELL, BECAUSE UNSHELTERED HOMELESSNESS IN OTHER COMMUNITIES IS GROWING AT A MUCH MORE SIGNIFICANT RATE.
SO IF YOU LOOK JUST NATIONALLY, HOW WE'RE DOING RELATIVE TO THOSE TWO THINGS, PEOPLE IN SHELTER AND THE THE THE MINIMAL GROWTH IN OUR UNSHELTERED POPULATION, WE'RE DOING BETTER. AND SO WE'RE GIVING THOSE PEOPLE, THOSE FAMILIES, THOSE SINGLE MOMS, THOSE, YOU KNOW, ELDERLY FOLKS A PLACE TO BE, A SAFE PLACE TO BE, AND THEN ACCESS TO HOUSING RESOURCES AND THE WORK THAT YOU ALL HAVE DONE AROUND AFFORDABLE HOUSING IN TOWN, TWIN AND ALL OF THOSE.
THAT'S WHAT GETS PEOPLE OUT OF SHELTERS.
SO WE NEED, YOU KNOW, SHELTER SERVICES AND WE NEED AFFORDABLE HOUSING SERVICES.
WE NEED IT ALL WORKING TOGETHER.
AND WE ALL WORK COLLABORATIVELY TOGETHER.
CLOSE TO HOME IS OUR LOCAL CONTINUUM OF CARE.
AND SO THEY ALL OF THE HUD FUNDING COMES THROUGH THEM AND THEY COORDINATE US ALL SO THAT WE ARE ALL WORKING WELL TOGETHER TO ENSURE THE RESOURCES GO TO THE APPROPRIATE PEOPLE WHEN IT COMES TO HOUSING AND THAT KIND OF SUPPORT.
AND SO WE HAVE CALLS EVERY OTHER WEEK AS A COLLABORATION.

SO WHAT IS THERE GOING TO HAVE TO BE A CHANGE OF STRATEGY FOR THAT DIFFICULT POPULATION? THAT WE'RE TRYING TO MOVE INTO SHELTER AND THEN AFFORDABLE HOUSING.
AND THE REASON WHY I'M ASKING THAT QUESTION IS, DO WE NEED TO REPRIORITIZE OUR FOCUS ON SERVICES WE JUST CREATED OR JUST PASSED A OUTREACH PROGRAM FOR THE CITY OF LEON VALLEY AND HOPEFULLY TO EXPAND IT.

SO DOES HAVEN OR ANY OTHER GROUP DEALING WITH THE UNSHELTERED HAVE A ROBUST PROGRAM TO HELP PEOPLE STAY IN THE MOST AFFORDABLE HOME THEY, THEY HAVE, WHICH IS, YOU KNOW, THE ONE THEY'RE IN NOW WITH THOSE PROBATE ISSUES THAT HAVE REALLY HIT THE INNER CITY IN A SIGNIFICANT WAY.

ONE OF THOSE RECRUITED, 14 WERE PLACED AT VOTE CENTERS THROUGHOUT BEXAR COUNTY DURING THE ELECTIONS OF NOVEMBER 2023, THE MARCH PRIMARY MAY 4TH, AND LAST WEEK'S PRIMARY RUNOFF.
I HOPE TO PLACE A FEW OF THOSE STUDENTS FOR JUNE 15TH AS WELL.
THESE 14 STUDENTS COME FROM EIGHT HIGH SCHOOLS REPRESENTING FOUR SCHOOL DISTRICTS.
THAT'S SA ISD, JUDSON, NORTHSIDE ISD, AND NORTHEAST, AND THE STUDENTS RANGE IN AGE FROM 16 TO 18.
SO THEY'RE SOPHOMORES, JUNIORS AND SENIORS.
AND WE PLAN TO EXPAND THIS PROGRAM FOR NOVEMBER AND HOPING TO HAVE YOUR CONTINUED SUPPORT.
WELL, THIS IS ONE OF THE MOST TIME INTENSIVE PARTS OF MY JOB.
IT IS ALSO THE MOST REWARDING TO SEE THESE STUDENTS FEEL EMPOWERED BY BECOMING NOT JUST INFORMED VOTERS, BUT KNOWLEDGEABLE COWORKERS WHO ARE PROUD TO HAVE PLAYED THIS CRITICAL ROLE IN OUR DEMOCRACY.

NOW, UNFORTUNATELY, OF THE TOP FIVE COUNTIES IN TEXAS, BEXAR COUNTY IS THE ONLY ELECTIONS DEPARTMENT THAT DOES NOT HAVE INFORMATION ON ITS WEBSITE ABOUT BECOMING A STUDENT ELECTION CLERK. BUT FORTUNATELY, YOUTH DO VOTE RECEIVED A GRANT FROM THE UNITED STATES ELECTION ASSISTANCE COMMISSION, AND WE WERE ABLE TO USE PART OF THOSE FUNDS TO CREATE OUR OWN WEB PAGES FOR BOTH COLLEGE AND HIGH SCHOOL STUDENTS, TO INFORM THEM ABOUT THE OPPORTUNITY TO WORK, AS WELL AS THE PROCESS AND RESPONSIBILITIES FOR WORKING ON ELECTION.

BUT IN JULY OF 2021, COMMISSIONERS COURT DID APPROVE A MATCHING GRANT AGREEMENT WITH THE ALAMO TRUST IN THE AMOUNT OF $5 MILLION PER YEAR FOR A FIVE YEAR PERIOD, IN A TOTAL AMOUNT OF 25 MILLION FOR THE CREATION OF THE ALAMO VISITOR CENTER AND MUSEUM.
TODAY WE HAVE BOTH KATE ROGERS, EXECUTIVE DIRECTOR, AND HOPE ANDRADE PART OF THE THE THE LEADERSHIP TEAM THERE TO PRESENT A STATUS UPDATE DETAILING PROGRESS ON KEY GOALS AND EXPENDITURES FOR OUR AGREEMENT.

IT'S A TOTAL OF 160,000FTĀ², WITH EIGHT GALLERIES AND AN EVENT CENTER UP ON TOP.
AND WE'RE PLEASED TO REPORT THAT WE DID RECEIVE OFFICIAL APPROVAL FROM THE TEXAS HISTORICAL COMMISSION TO PROCEED WITH THE DESIGN AS PLANNED IN JANUARY OF THIS YEAR.

I THINK IT'S IMPORTANT TO NOTE THAT THE FIRST FLOOR OF THE MUSEUM, JUST LIKE THE CHURCH, THE LONG BARRACK, THE OUTDOOR EXHIBITS ON THE GROUNDS WILL ALWAYS REMAIN FREE TO THE PUBLIC, SO THERE'LL BE PLENTY TO SEE AND DO WITHOUT NEEDING TO PURCHASE A TICKET TO ENTER THE VISITOR CENTER AND MUSEUM.
