LET ME KIND OF LAY SOME GROUND RULES AS TO HOW WE'LL HANDLE THIS MEETING.

BUT BEFORE WE DO THAT, I AM ASKING THAT WE TAKE A MOMENT OF SILENCE FOR TODAY THAT WE NEVER, EVER FORGET THE TRAGIC, TRAGIC EVENTS OF SEPTEMBER 11TH, 2001, THAT WE DO OUR VERY BEST IN OUR MOMENT OF SILENCE TO REFLECT ON THOSE MEN AND WOMEN WHO SERVED HEROICALLY ON THE FRONTLINES OF GROUND ZERO, ESPECIALLY THOSE FIRST RESPONDERS, THOSE PEOPLE THAT WERE RUNNING INTO BUILDING TO SAVE THOSE THAT WERE IN PERIL.

THAT'S WHY WE HAVE TO ALWAYS RESPECT AND REMEMBER THAT OUR FIRST RESPONDER FROM LAW ENFORCEMENT TO FIRE TO ANY PEACE OFFICER, WE GOT TO REMEMBER WHAT THEIR DUTY IS AND HOW MUCH RESPECT THEY'RE ENTITLED TO.

SO IN IN LIGHT OF ALL THOSE LOST THEIR LIVES THAT DAY, IN THE AFTERMATH OF THE ATTACK ON THE PENTAGON AND TWIN TOWERS, I AM GOING TO ASK A MOMENT OF SILENCE AND A SUBSTANTIAL SILENCE.

THE REASON WHY I'M DOING THAT, I'M ASKING THAT EITHER YOU SAY A PRAYER OR THAT YOU PROVIDE A REFLECTION, OR THAT YOU MEDITATE SO THAT YOU TRULY GIVE AND ARE SINCERE TO THE DIGNITY AND RESPECT OF THOSE THAT WERE MOST AFFECTED.

I WAS IN BOSTON AS A STUDENT, A SENIOR, WHEN THE UNITED AIRLINES FLIGHTS LEFT LOGAN AIRPORT AND HEADED INTO A NUMBER OF BUILDINGS.

IT WAS A IT WAS A TIME I'LL NEVER FORGET.

I THINK THAT THESE MOMENTS ARE AN OPPORTUNITY FOR AMERICANS TO REFLECT.

AND I THINK ONE OF THE BIGGEST LESSONS IS THAT THE FALSE NARRATIVE OF DIVISION CAUSED THOSE JIHADISTS TO TAKE OUT INNOCENT LIVES AND INNOCENT PEOPLE IN THE PROCESS.

AND I HOPE THAT AS PEOPLE WHO ARE COMMITTED TO FREEDOM AND DEMOCRACY, THAT WILL DO MORE TO BRING US TOGETHER AS A AS A HUMAN FAMILY, TO SEE THE COMMONALITIES BETWEEN US AND TO RESPECT ALL CULTURES AND ALL PEOPLES. SO, I THANK YOU FOR THAT, AND I HOPE WE'LL USE TODAY FOR THE BEST OF WHAT AMERICA REPRESENTS. WELL, JUDGE, THANKS FOR HONORING THOSE LOST ON 9/11.

ACTUALLY, HAD THE OPPORTUNITY TO CLIMB THE TOWER WITH A BUNCH OF FIRST RESPONDERS THIS MORNING.

FIREFIGHTERS DRESSED IN FULL GEAR, SOME WITH TANKS, SOME WITH FIRE HOSES.

GOD BLESS THEM AND GOD BLESS THOSE THAT THAT WE LOST ON 911 AND THEIR FAMILIES WHO STILL ENDURE THE PAIN OF LOSING THEIR FAMILY MEMBER ON 911.

BUT I HOPE THIS IS A UNIFYING DAY FOR OUR COUNTRY WHEN THERE ARE SO MANY THINGS THAT TEND TO DIVIDE US.

COMMISSIONER CALVERT'S PROPOSED BUDGET IS EXTREMELY COMPREHENSIVE.

IT ADDRESSES THE ISSUES OF HOMELESSNESS, WHICH IS A BIG PROBLEM NOT ONLY IN SAN ANTONIO, BUT NATIONWIDE.

HOUSING, THE INFRASTRUCTURE, ECONOMIC DEVELOPMENT THROUGH MANUFACTURING, ECONOMIC MANUFACTURING, AND ALSO WHAT'S REALLY AFFECTING ALL OF US. WE HAVE FELT AT THIS SUMMER REGARDING CLIMATE CHANGE WITH ELECTRIC VEHICLES AND PLANTING OF THE TREES.

SO I ASKED THE COURT, HOW IN THE WORLD IS IT? HOW DO YOU POSSIBLY COME UP WITH AN IDEA ABOUT PARITY OF $10.5 MILLION WHEN IN REALITY, IN PRECINCT FOUR, THE POOR ZIP CODES IN SAN ANTONIO ARE 78202 AND 78208.

THAT IS NOT DISPARITY.

WHAT WE NEED IS THAT WE NEED EQUITY IN THE WAY THAT WE PRESENT THE BUDGET TO HELP OUT THE RESIDENTS IN P4.

AND WHAT I HAVE HERE IN FRONT OF ME IS A MAP.

WE NEED TO DO OUR PART AS MILITARY CITY USA TO PROTECT AND DEFEND THOSE THAT ARE PROTECTING AND DEFENDING US.

WE HOSTED 35 CLEANUPS SERVING 14 ZIP CODES FROM SALADO CREEK IN PRECINCTS THREE AND FOUR TO ALAZAN AND PRECINCT ONE OR EXCUSE ME, IN PRECINCT TWO AND THAT SAN ANTONIO RIVER IN PRECINCT ONE.

WE ADDRESSED THESE HOTSPOTS CREATED FROM LITTERING AND PUBLIC DUMPING AND MANY OTHER CONTRIBUTING FACTORS ALONG OUR WATERWAYS.

WE HAVE ALSO TAKEN OVER PLANNING AND MANAGEMENT OF SAN ANTONIO'S 29 YEAR OLD CITYWIDE CLEANUP BASURTO BASH, WHERE WE ACHIEVED MULTIPLE MONTHS OF CLEANUPS IN JUST ONE SINGLE DAY.

WITH THE MILLIONS OF DOLLARS CONTINUING TO GO TOWARDS DEVELOPMENT OF SAN ANTONIO'S GREENWAY SYSTEM, IT ONLY MAKES SENSE THAT WE INVEST IN STEWARDSHIP OF THE NATURAL AREAS THAT THIS PROJECT IS PROVIDING ACCESS TO.

I'VE TAKEN MANY A PERSON TO AUSTIN, AND WITHOUT EXCEPTION THEY WERE AMAZED WITH WHAT CAN HAPPEN WITH VISION AND SUPPORT. AND NOW I CAN TELL YOU THAT I'VE HAD MAYBE 80 TOURS, MAYBE MORE THAT I'VE GIVEN AT TOWN TWIN AND ARE GETTING THE SAME RESPONSE AND PEOPLE WANT TO VOLUNTEER.

SO IT IS WORKING.

THE ONLY THING WE'RE SHORT NOW IS THE MONEY FOR THE FOUR APARTMENTS, WHICH WOULD BE A TOTAL OF 80 PEOPLE, AND THAT WE'RE WORKING ON IF YOU'RE ABLE TO HELP US. WE'LL GET THAT GOING.

LIKE THE FOSTERING FOR COLLEGE PROGRAM THAT WAS INITIATED AS PART OF JUDGE TAKAYA'S INITIATIVE WHEN HE WAS IN THAT ROLE.

THIS PRESENTS A PUBLIC SAFETY RISK IN THE FORM OF INCREASED ACCIDENTS FOR BOTH VEHICLES AND PEDESTRIANS.

LACK OF LIGHTING OFTEN MAKES IT DIFFICULT FOR OUR SENIORS TO DRIVE AT NIGHT.

ADDITIONALLY, CRIME THRIVES IN THE DARKNESS.

WE URGE COMMISSIONERS TO KEEP PUBLIC SAFETY IMPROVEMENTS AT THE FRONT OF THIS BUDGET.

PLEASE ADVOCATE FOR THE CRITICAL FUNDING NEEDED TO IMPLEMENT LIGHTING IMPROVEMENTS ON COUNTY ROADWAYS.

SECOND, THERE IS NO ITEMIZED FUNDING IN THE PUBLIC WORKS BUDGET FOR THE HIGH WATER LIFE SAVING TECHNOLOGY.

THE HALT BARRICADES ON THE ROAD SECTION WHERE FIVE YEAR OLD ALYSSA LEHMANN AND 52 YEAR OLD ESTHER RODRIGUEZ CONDE DIED IN 2021 WHEN FLASH FLOODING SWEPT THEM OFF THE ROAD AS THEY DROVE TO TRADITION ELEMENTARY SCHOOL. THERE IS ALSO NO ITEMIZED FUNDING IN THE BUDGET FOR THE HALT BARRICADES FOR A ROAD SECTION OUTSIDE OF UNIVERSAL CITY WHERE SCHOOL BUSSES ROUTINELY TRAVEL.

WE ARE FAILING TO PROTECT OUR SCHOOL CHILDREN IF THESE BARRICADES ARE NOT INSTALLED.

IT IS DISAPPOINTING AND HONESTLY SHAMEFUL TO SEE THE COUNTY CONTINUE TO IGNORE THE LEGITIMATE CONCERNS OF RESIDENTS WHO ONLY WANT TO PREVENT FUTURE TRAGIC DEATH.

WE URGE THE COUNTY TO INCLUDE FUNDING FOR THESE HALT BARRICADES.

ANOTHER THING IS THAT WE'VE HELPED THEM GET JOBS, INCLUDING PLUMBING, GOING TO COLLEGE, AND THEY'VE LEARNED HOW TO ADVOCATE FOR THEMSELVES, GOING TO THE CAPITOL, GOING TO THE PUBLIC DEFENDER'S OFFICE.

WE HAVE REUNITED FAMILIES.

AND OUT OF THESE 20 SCHOLARS, WE HAVE ALSO SERVICED THEIR FAMILY MEMBERS, WHICH IS 40 PLUS FAMILY MEMBERS THAT WE HAVE SERVICED.

RIGHT NOW, WE HAVE A BIG CONCERN AT FREE TEXAS BECAUSE WE ARE LOCATED IN PRECINCT FOUR.

AND WE KNOW THAT THERE'S BEEN THINGS THAT ARE GOING ON WITH FUNDING THAT IS VITAL TO OUR HOMELESS POPULATION, VITAL TO THE ISSUES THAT ARE GOING ON RIGHT NOW WITH OUR FORMERLY INCARCERATED COMING OUT AND VITAL TO THE PREVENTION AND THE NEEDS AND THE OUTCRY OF THE COMMUNITY ARE POSSIBLY ON THE CHOPPING BLOCK, AND THAT IS FREE TEXAS AND OTHER GREAT ORGANIZATIONS.

NOW, THE ARTICLE HERE THAT COMES OUT, IT GIVES A LOT OF CREDIT TO COMMISSIONER FLORES FOR WHATEVER SHE'S DOING.

AND THAT WAS PENDING CONSTRUCTION DOCUMENT ESTIMATES.

THE PRIORITIES OF THE FAME BOARD WERE TO GET THEIR MORE NEIGHBORHOOD BASED LOCATIONS OPEN AND I'M NOT SURE HOW THAT IMPACTS THE SQUARE FOOTAGE NEEDS AT BROOKS, IF AT ALL, BUT I DON'T THINK IT IMPACTS IT AT ALL.

I CAN TELL YOU I SPOKE TO THE CEO OF THE MANUFACTURERS ASSOCIATION OF BEXAR COUNTY, AND HE IS FOR IT.

FERNANDO REYES HAS EXPRESSED THE IMPORTANCE OF OF TRAINING.

SO THERE'S ENOUGH MONEY IN THE BUDGET AND CAPITAL BECAUSE WE DON'T PUT ALL THAT OUT AT ONE TIME.

THE PROBLEM WITH THAT IS CONSTRUCTION COSTS AND LABOR COSTS INCREASE.

THEY INCREASE OVER THE YEAR.

WE'LL WAIT AND THE TAXPAYERS WILL PAY MORE FOR THIS BUILDING.

WHEN WE STARTED THE FUNDING ALLOCATION FOR THIS BUILDING, THE BUILDING WAS GOING TO BE 13 MILLION.

NOW IT'S 23 MILLION, 22, 23 MILLION.

SO I'VE REQUESTED I SHOULDN'T HAVE TO REQUEST THIS OUT OF.

THE TRUTH OF THE MATTER IS I SHOULDN'T HAVE TO REQUEST THIS AT THE PRECINCT FOUR BUDGET.

YOU KNOW, THE CHALLENGE IS WHEN IT COMES TO ALL THESE ITEMS. YOU KNOW, NOT HAVING BACKGROUND INFORMATION AND NOT KNOWING EXACTLY WHAT'S INCLUDED IN THE BUDGET MAKES IT DIFFICULT TO MAKE ANY KIND OF DECISION ON THE FLY.

AND I THINK THAT THAT THAT'S GOING TO BE A REAL CHALLENGE FOR FOR THESE ITEMS THAT THAT WERE JUST ENUMERATED.

WHAT I WOULD LIKE TO DO ON THE OTHER SIDE IS HIGHLIGHT SOMETHING I THINK WE CAN DO FOR FOR TAXPAYERS.

I'VE SPOKEN AT LENGTH ABOUT MY THOUGHTS ON PROPERTY TAXES AND SPENDING FROM THIS DAIS MANY TIMES, AND I VOTED AGAINST SPENDING MEASURES I FELT WERE INAPPROPRIATE OR UNNECESSARY TO PUT ON THE BACKS OF TAXPAYERS.

I WILL CONTINUE TO DO THAT TO THE BEST OF MY ABILITY AND BE AN ADVOCATE FOR FISCAL RESTRAINT HERE IN BURKE COUNTY.

HOWEVER, TODAY I WON'T GET INTO A BUNCH OF SPECIFIC LINE ITEMS, BUT I WOULD LIKE TO HIGHLIGHT, THOUGH, THAT THE CURRENT PROPOSED BUDGET SETS ASIDE APPROXIMATELY $20 MILLION IN ADDITIONAL GENERAL FUND RESERVES.

IT IS MY OPINION AND UNDERSTANDING THAT WE CURRENTLY HAVE NEARLY TWICE THE RESERVE AMOUNT REQUIRED BY CREDIT RATING AGENCIES.

SO THIS RESERVE IS NOT ABOUT OUR RATING.

IT IS ABOUT PREPARING FOR FUTURE SPENDING, FUTURE SPENDING THAT I DON'T THINK WE SHOULD PRESUPPOSE AND PLAN FOR.

ARPA FUNDING WAS DESIGNED TO ADDRESS IMMEDIATE NEEDS FROM COVID, NOT CREATE ONGOING UNFUNDED LIABILITIES AND OPERATING BUDGETS AT THE COUNTY LEVEL.

UNFORTUNATELY, THE EXPANSION OF LOCAL BUDGETS IS A VERY REAL CONCERN IN COMING YEARS.

PERSONALLY, I DON'T THINK WE SHOULD BAKE IN AND PLAN FOR THIS BUDGET EXPANSION IN FUTURE YEARS.

THAT IS WHY, RATHER THAN EXPANDING OUR GENERAL FUND RESERVE BY 20 MILLION, I'D LIKE TO PROPOSE THAT WE GIVE THAT MONEY BACK TO TAXPAYERS AT THIS POINT.

THIS MOVE WOULD HAVE THE EFFECT OF REDUCING OUR PROPERTY TAX RATE IN BEAR COUNTY AND WOULD HELP US CUT THAT UNNECESSARY SPENDING IN FUTURE FLIES. I ALSO WOULD JUST LIKE TO OFFER TO MY COLLEAGUES REGARDING THE NON DEPARTMENTAL CONTINGENCIES FUND $190,000 SET ASIDE FOR STATE AND FEDERAL LEGISLATIVE CONSULTING SERVICES.

IT'S MY BELIEF THAT TAXPAYERS SHOULDN'T BE RESPONSIBLE FOR FUNDING LOBBYING EFFORTS THAT THEY MAY OR MAY NOT AGREE WITH AND THAT THEY CAN'T PERSONALLY SUPPORT.

I ALSO THINK THAT TAXPAYER FUNDED LOBBYING IS ALSO REDUNDANT BECAUSE WE HAVE A GOVERNMENT RELATIONS TEAM HERE AT THE COUNTY.

WE EMPLOY THEM TO ACT ON OUR BEHALF AND INTERFACE WITH OTHER GOVERNMENTAL AGENCIES.

AND WE ALSO HAVE OURSELVES, WE AS YOUR COMMISSIONERS AND YOUR COUNTY JUDGE, ARE THE GREATEST ADVOCATES, WHETHER THAT'S IN AUSTIN OR WITH OUR DELEGATION IN D.C.

AND SO I WOULD JUST LIKE TO OFFER THAT AS ANOTHER ITEM OF CONCERN AND PROPOSE TO MAKE A CUT IN THIS NEW FY BUDGET. COMMISSIONER RODRIGUEZ.

AND SO THIS IS FOR THE INFRASTRUCTURE, FOR SEWER, WATER, ROAD, ETCETERA, TO TO ALLOW US TO DEVELOP THE ROAD AND OTHER INFRASTRUCTURE.
