HE'S A MISSIONARY PRIEST WHO BELONGS TO THE RELIGIOUS ORDER OF MISSIONARIES OF ST.

AFTER COMPLETING VARIOUS DEGREES IN ECONOMICS, PHILOSOPHY IN THEOLOGY, HE MO MOVED THROUGHOUT THE EAST AFRICAN COUNTRIES, TANZANIA, KENYA, AND UGANDA FOR MISSIONARY WORK.

HE ENJOYED TAKING CARE OF THE PARISH CHURCHES THERE, STARTING SCHOOLS, RUNNING ORPHANAGES, ASSISTING IN BUILDING HOUSES, AND DIGGING WELLS IN THOSE COUNTRIES.

AND AFTER 15 YEARS OF MISSIONARY WORK IN AFRICA, FATHER JOE MOVED TO SAN ANTONIO IN JULY, 2019.

HE'S CURRENTLY ASSISTING AT PRINCE OF PEACE CATHOLIC CHURCH, ENJOYING THE BEAUTY, CULTURAL DIVERSITY, AND OF COURSE, THE FIESTAS OF SAN ANTONIO.

BUT ABOVE ALL, WHAT MAKES HIM FEEL AT HOME IS THE WARM HEARTS OF SAN ANTONIOS.

THE PROCLAMATION READS, WHEREAS THE 74TH ANNUAL SAN ANTONIO STOCK SHOW IN RODEO, ONE OF THE LARGEST AND MOST PRESTIGIOUS EVENTS IN THE ALAMO CITY WILL BE HELD FEBRUARY 9TH THROUGH THE 26TH, 2023 AT THE AT AND T CENTER, FREEMAN COLISEUM.

AND WHEREAS THE SAN ANTONIO STOCK SHOW AND RODEO IS A VOLUNTEER ORGANIZATION THAT EMPHASIZES AGRICULTURE AND EDUCATION TO DEVELOP THE YOUTH OF TEXAS.

AND WHEREAS SINCE INCEPTION OVER 243 MILLION HAS BEEN COMMITTED BY THE ORGANIZATION TO THE YOUTH OF TEXAS IN THE FORM OF SCHOLARSHIPS, GRANTS, ENDOWMENTS, AUCTIONS, CAST SCRAMBLE PROGRAM, AND SHOW PREMIUMS WITH 11.5 MILLION COMMITTED IN 2022.

AND WHEREAS THE LIFEBLOOD OF THE ORGANIZATION IS THE 6,000 PLUS VOLUNTEERS, CORPORATE PARTNERS, AND PATRONS WHO SUPPORT THE EVENT AND MISSION.

AND WHEREAS IN 2022, OVER 1.5 MILLION VISITORS ENJOYED EXCITING ACTIVITIES SUCH AS WORLD-CLASS ENTERTAINMENT, A CARNIVAL EDUCATIONAL EXHIBITS, FAMILY ACTIVITIES AND ATTRACTIONS, LIVESTOCK HORSE SHOWS, AND SALES MUTTON BUST AND CALF SCRAMBLE, EXTREME BULLS, AND SHOPPING FOR THE ENTIRE FAMILY TO ENJOY.

THIS IS A THROWBACK TO THE OLD WEST WHEN THE NEIGHBORING RANCHES WOULD GET THE, THE BEST OF THE BEST COWBOYS TOGETHER TO SEE WHO HAD THE BEST RIDERS, THE BEST ROPERS, AND GENERALLY THE TOUGH, TOUGHEST HANDS.

UH, OUR CARNIVAL GROUNDS, WE WILL BE EXPANDED.

THE FREEMAN COL TEAM AGAIN, WILL BE, UH, HOSTING OUR ALL OF OUR HORSESHOE EVENTS, OUR YOUTH RODEO AND OUR RANCH RODEO AS WELL, UH, AND OUR CHAR EXPEDITIONS.

SO WITH THAT, I, WE BROUGHT SOME BAGS AND GIFTS FOR YOU GUYS, UH, MEMBERS OF THE COURT.

UH, THE BUILDINGS INCLUDE THE FOLLOWING BE COUNTY COURTHOUSE, THE CAINA REEVES JUSTIN CENTER, THE PAUL ELIZONDO TOWER, THE BE COUNTY ANNEX HUMAN RESOURCES OFFICE, AND THE BE COUNTY INFORMATION TECHNOLOGY OFFICE.

THIS TRAINING IS FOR BE COUNTY STAFF WHOSE PRIMARY WORKING LOCATION OR THE AFFIRMATION AION BUILDINGS, THE COUNTY, I'M SORRY, THE COURT SECURITY COMMITTEE CHAIRED BY JUDGE TONY RGA VOTED UNANIMOUSLY ON JANUARY 6TH IN SUPPORT OF THIS TRAINING AND PRELIMINARY PLANNING WAS COORDINATED WITH THE SHERIFF'S OFFICE, EMERGENCY MANAGEMENT, PUBLIC INFORMATION OFFICE, FACILITIES DEPARTMENT, AND THE COUNTY MANAGER'S OFFICE.

DURING THIS TIME, ALLBERRY COUNTY ESSENTIAL FUNCTIONS AND SERVICES SUCH AS PROTECTIVE ORDERS, MARRIAGE LICENSE, AND COURT DOCUMENT FILINGS WILL CONTINUE AT OFFSITE LOCATIONS TO BE ANNOUNCED IN COORDINATION WITH THOSE RESPECTIVE OFFICES.

AND THAT'S WHAT WE CAME HERE TODAY WITH.

UH, WE HAVE MEMBERS OF EVERY LEVEL OF, UH, COURT SYSTEMS HERE, ALONG WITH THE DA'S OFFICE, ALONG WITH THE SHERIFF'S OFFICE, UH, ON THE CRIMINAL SIDE WITH JUDGE RANG HILL, THE DISTRICT COURTS ON THE COUNTY COURT SIDE.

UH, MELISSA VATA, WHO'S THE NEW LOCAL ADMINISTRATIVE JUDGE FOR THE COUNTY COURTS, AND OF COURSE ON THE CIVIL SIDE.

WE HAVE HAD ACTOR SHOOTER TRAININGS PERIODICALLY, WAY BACK WHEN BEFORE THE JUDGE JULIE KAZU AT THE DISTRICT COURT'S COMMITTEE WITH THE LEADERSHIP OF SOME OF OUR LEADERS, JUDGE SAKAI INCLUDED JUDGE LARRY NOE.

WE BEGAN THE DISTRICT COURT'S SECURITY COMMITTEE FIVE YEARS BEFORE THE LEGISLATOR ENACTED THIS.

NOW, WE WOULD LIKE TO RECOMMEND TO YOU AS, AS OUR LEGISLATIVE, UH, DUTY TO HAVE THIS ACTIVE SHOOTER TRAINING.

I DON'T BELIEVE ANYBODY CAN ARGUE THAT WE WILL NOT GO UNTOUCHED BY SOME SORT OF VIOLENCE, BE IT A THREAT OUTSIDE THE COURTHOUSE, BE IT SOMEONE WHO TRIED TO BREAK IN UP ON TOP.

AND IT JUST SEEMS LIKE HERE, AS OF LATE, WE'VE SEEN, UH, A PRETTY STEADY STREAM OF HIGH PROFILE CASES COMING THROUGH OUR COURTHOUSE.

SO, AS JUDGE AGA MENTIONED, IT'S NOT A, IT'S NOT A MATTER OF IF, IT'S A MATTER OF WHEN, AND WE DO MAINTAIN A A, A READY STATE OF, UH, OF PREPAREDNESS AROUND HERE.

SO, SLIMDOWN SHOWDOWN HAS BEEN OUR BIGGEST WELLNESS CHALLENGE FOR THE PAST EIGHT YEARS, AND IT IS AN EIGHT WEEK CHALLENGE THAT ALLOWS EMPLOYEES TO COME TOGETHER AS A TEAM TO FOCUS ON BUILDING NUTRITION AND EXERCISE INTO THEIR DAILY ROUTINES.

SO OVER THE PAST EIGHT YEARS, BEIR COUNTY EMPLOYEES PARTICIPATING IN THIS CHALLENGE HAVE LOST A COMBINED TOTAL OF OVER 10,000 POUNDS.

AND IN 2022, WE HAD 431 EMPLOYEES PARTICIPATE AND LOSE 2,351 POUNDS, WHICH IS THE HIGHEST WEIGHT LOSS AND PARTICIPATION.

SINCE THE PROGRAM'S INCEPTION THIS YEAR, WE AIM TO SURPASS LAST YEAR'S PARTICIPATION AND TOTAL WEIGHT LOSS NUMBERS.

SO WE HAVE BROKEN UP THE GRAND PRIZES INTO TWO CATEGORIES FOR BOTH MEN AND WOMEN TO HAVE THE CHANCE TO WIN UP TO $850 TO ACADEMY FOR THE HIGHEST PERCENTAGE OF WEIGHT LOSS.

ADDITIONALLY, THIS YEAR WE NOT ONLY HAVE OUR 24 HOUR WELLNESS CENTER FOR EMPLOYEES TO UTILIZE AS A RESOURCE, BUT WE ARE ALSO LAUNCHING A BRAND NEW ONLINE WORKOUT PLATFORM CALLED BURN ALONG.

AND NOT ONLY IN THE NATION, BUT IN OUR COUNTY.

UM, MY BWA HAS ALWAYS BEEN VETERANS AND VETERANS SUICIDE.

18 TO 20 VETERANS TAKE THEIR LIVES EVERY DAY.

THE NUMBER OF HOMICIDES AND SUICIDES THAT YOU LOOK IN, THE NUMBERS THAT YOU SEE INCLUDE A LARGE NUMBER OF THOSE VETERANS THAT ARE COMMITTING SUICIDE.

SO THE NUMBERS THAT I'VE READ AND TO KEEP IT SHORTENED, YIELD TO THE REST OF THE GROUP.

FOUR OUT OF THE 10 HOMICIDES IN EVERY CITY ON A DAILY BASIS ARE GUN RELATED SUICIDES.

OUT OF THOSE, A LARGE NUMBER OF MORE VETERANS.

UM, SO I'VE, THERE IS A, UH, AN INTERNET SITE, UM, THAT TALKS ABOUT EVERYTHING THAT THEY'RE GONNA BRING FORWARD.

IT'S A VERY IN-DEPTH STUDY THAT WAS DONE BY NEW YORK STATE UNIVERSITY.

THAT'S, HE'S GOT SEVERAL POWERFUL LINKS THAT YOU CAN LOOK AT FOR DIFFERENT OPPORTUNITIES TO IMPROVE OUR GUN SAFETY LAWS IN BEXAR COUNTY.

I'VE LEFT A COPY WITH YOU, AS YOU CAN SEE ON, IF YOU FLIP AND LOOK AT THE VERY FIRST PAGE, THAT'S JUST THE COVER IS JUST THE COVER.

SO FROM VETERAN'S PERSPECTIVE, I'M SURE THAT I CAN SPEAK FREELY AND SAY THAT WE ARE APPALLED AT WHAT'S HAPPENING AT, AT OUR OUR SCHOOLS.

UM, AND UVALDE, AS YOU COULD SEE, THE POLICE OFFICERS STOOD OUTSIDE OF THE CLASSROOM AND TOOK THEIR TIME TO GET IN.

ANY ONE OF US VETERANS HERE WOULD'VE GONE THROUGH THE DOOR RIGHT AWAY.

I WOULD'VE, THEY WOULD'VE HAD TO HOLD ME BACK.

AND I ACTUALLY DID SEE SOME OF THE VETERANS THAT RAN INTO THAT IN THE FILM, THAT THEY ACTUALLY HELD THEM BACK.

SO I KNOW THAT YOU CAN'T DO MUCH FROM A COUNTY PERSPECTIVE BECAUSE THESE ARE STATE LAWS AND THEY'RE PREEMPTIVE LAWS THAT ARE ALREADY PUT IN PLACE BY THE NATIONAL GOVERNMENT AND BY THE STATE OF TEXAS.

BUT ASK YOU TO LOOK AT ANY WAY THAT YOU CAN TO HELP US PREVENT NOT ONLY VETERANS SUICIDES, BUT TO, TO PUNISH THOSE THAT ARE VIOLATING THOSE LAWS PUBLICLY.

THERE ARE THE YOUNG KIDS THAT ARE GOING TO SCHOOL CARRYING GUNS NOW AND SHOOTING OFF THOSE GUNS HERE PUBLICLY.

SO WE DECIDED TO ORGANIZE A MULTICULTURE COALITION, WHICH YOU CAN SEE IS MADE OF WOMEN, MEN, HISPANICS, LATINOS, AND ANGLOS, AND BLACKS TOO.

SO THEREFORE, I ASK YOU TO JOIN US IN THE FIGHT TO BRING SOME SENSE OF PROPER GUN CONTROL BEFORE ANY MORE INNOCENT, UH, HUMAN BEINGS CONTINUE TO BE SLAUGHTERED IN THEIR SCHOOL CLASSROOMS, AT CHURCHES, AT THE MALL, EVERY DAY.

WE SEE THIS HAPPENING OVER AND OVER AGAIN, AND EVEN IN THE SUPPORT SAFETY OF THEIR HOMES.

THIS TEXAS GOVERNOR HAS MADE IT POSSIBLE FOR ANY INDIVIDUAL, REGARDLESS OF MENTAL SANITY, PAST CRIMINAL RECORD, OR ANY TYPE OF BACKGROUND, CHECK TO CARRY ANY TYPE OF HIGH POWER WEAPON AND TO BUY ANY AMOUNT OF AMMUNITION THAT THEY CHOOSE.

AS A FORMER VIETNAM WAR VETERAN, I KNOW PERFECTLY WELL THE TYPE OF, UH, BODILY DAMAGE, WHICH AN, UH, WHICH, UH, THIS, UH, AR 15 CAN MAKE THAT WEAPON AND ITS AMMUNITION WERE DECIDE, DECIDED FOR THAT PURPOSE.

WE'VE ALSO TAKEN A NUMBER OF ACTIONS THAT YOU MENTIONED TODAY, INCLUDING BANNING THOSE CELLS OF, UH, FLEA MARKETS AND THINGS WITHIN THE COLISEUM AND THE AT AND T CENTER AND OTHER COUNTY FACILITIES.

IN ADDITION, UH, THE COURT HAS ALLOCATED MONEY FOR GUN, UH, SAFETY LOCKS, AND, UH, HAS, UH, SOME FUNDS IN THE, I BELIEVE, THE ARPA FOR, UM, A PUBLIC CAMPAIGN OF MEDIA TO HELP.

WE'VE GOT PROPERTY ON THE 51 ACRE CAMPUS OUTSIDE OF RANDOLPH, UH, WHERE WE WERE GOING TO BUILD A CIVIC SQUARE.

AND PERHAPS ONE OF THE ART MEMORIAL PIECES THAT WE COULD BUILD COULD BE A PLACE THAT PEOPLE COME AND GATHER TO SEE THE FACES, A WALL, UH, WHERE PEOPLE CAN PRAY AND SPEAK IN A, UH, AMPHITHEATER TO THE RALLYING CRY OF PEACE IN OUR STREETS FOR A COMMUNITY.
